My dog died more than a year ago and this year I got a new dog. They don't really look alike but they sort of do. Google Photos won't stop tagging photos of my new dog as my old dog and I can't figure out how to stop it. 

I manually untag them and re-tag as the new dog, but Google doesn't seem to learn with dog faces the way they do with people faces. I don't want to delete my old dog, but I can't think of any other way to stop this, and it makes me sad every time it happens. 

I wish there was a way with pets (which Google aren't able to differentiate well) to put an end date for tagging new photos.

15Gb of storage space that's included with all basic Google accounts is shared between Gmail, Google Drive, and Google Photos. 
 
Have you checked to verify that it is Google Photos or drive  responsible for using up your storage space? You can find out where your storage is being used by tapping the Upgrade Storage link in Google Drive, or by following this link. 
 
And delete the unwanted storage or buy a Google one storage pack.
