Your photos are safe on the Google Cloud.
The free up option removes the originals of backed up pics from the phone.
That creates space to capture new photos.
Restoring the backed up pictures would be defeating the whole purpose of the free up space exercise.
 
Nevertheless, to bring back the pics to your phone's gallery either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app. There is a one time option to restore up to two hundred most recent photos to the device.
However, that will not restore the local folder structure.
There is no requirement to join Google One. The option is available to everyone. 
However, the method may not be helpful to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/.
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.

Maybe I was not clear, I could not find the pictures in google Cloud either (I know that when free up space they disappear from the phone, that is the idea). However, the problem lasted just for few time, after waiting they appeared, I just did not know how to delete the question. Thanks for the time :)

    You are not moving a photo to an album.
    You are simply adding a tag to associate that with a specific album. The photo remains in the gallery only.
    Thus a photo can be a member of multiple albums. 
    But deleting a photo through the album will delete that from everywhere & you should never go for that.

    Sorry to say this. There is no way to recover the permanently deleted photos.

    However please give a try for following methods to recover deleted items,
    • visit picasaweb.google.com and search for your photos
    • there is a small chance that you can restore the photos using a recover deleted photos app.
    • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.

    What way you were used to? 
    You perfectly can create a normal album and switch-on the options you want for sharing and that can be with not allowing any comments typed and/or any pictures added. 
    But also if you have chosen to create a new shared album, you can switch-off these options under its 3 dots before you send the link.

    Double check that you see the "Backup complete" message when you tap your profile image or icon in the Google Photos app.
     
    Double check that you are using the same Google account in the Google Photos app and the account on the computer where you are accessing 
     
    If you don't see the images in https://photos.google.com/u/0/ when logged on correctly then your images probably are not in Google Photos (e.g., maybe the app on your phone is acting like a gallery app for local images because "Backup and sync" is not enabled).
     
    It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

    Back up complete is not there. Back up is ongoing. 
    I do see many photos on "photos" but the albums are empty, though the albums show up as created . IPad shows all the pictures I moved into albums, not the google photos website. 

    I guess my photos have not quite made it to the google cloud.  May be need overnight. 

    What about google drive? I can move photos there and delete from the device. Later, I can download to other storage, giving me two places, one not connected to the internet.

    Not needed to use Google Drive because you can download series of pictures (or an album) straight from photos.google.com in the main browser (Edge) of your Windows-computer. 

    It becomes another story if you want all (people always want all :-), but then you must be more clear about your goal(s), because a lot of organisation is needed then.  

    The Google Photos app on iPad automatically show the pictures in your Apple library ("camerarol"), but as Doug already explained: you have to be logged-in with your Gmail-account and you need to set the backup to the same account and to use storage saver quality to prevent that you need to pay for more space at Google very soon. 
    And in the main settings for the Photos-app you must check if the app is allowed to work in background and if some battery-saving is switched - else the backup proces never comes ready and you don't see on your computer what you should see at https://photos.google.com/albums

    I don't think I would recommend using Google Drive and Google Photos.  Google Photos is purpose built and optimised for photos (including "Free up space" to minimize manual intervention which is the cause of many mistakes and problems). 
     
    I simply back up the photos from my phone to computer a couple of times a year using a lightning cable (typically after important travel or events).

    I fully agree with you that using Google apps on Apple is not logical unless you already have a history at Google because your former phone was an ordinary Android :-)
     
    Just a remark: a lighting cable (whatever that is :-) may not connect to a Windows-computer, but the normal charging cable with a standard rectangular usb-connector certainly will do (usb-c is much smaller and has rounded sides, but not all Windows-computers have one). 
     
    The Windows-10 Photos-app has a very good Import-function which automatically finds the photo-folders on iPhone/iPad and which can remember what is done a month agoo so that only the new ones are copied. At connecting you must permit for datatransfer of course. 
     
    PS: on a Mac it seems more logical to me to use iCloud as a syncing connection between phone and computer.

    Lightning cables are the proprietary charging (and data but less frequently used for this purpose) cable which ahs been used on the iPhone and most iPads for the last 8 years or so.
