Regretfully, there is no option in Google Photos to rename a photo file.
You can try doing so by downloading the pic to a desktop & then renaming that through explorer.

It is an oldmodish idea that filenames should describe what can be seen on the photo, unless by exception for some special scanned old photo. 
Instead you should use the description field in the infopanel like shown below on the forumsite. Then Google can search for important words typed in such descriptions (which can be quite long):.

Thanks.  At least I can stop going crazy trying to find the non-existent technique.  I have just found, though, that (on my Chromebook, at least) when I download a file from Google Photos, my computer allows me to rename the file before saving.  That's something, anyway.

Google Photos can sort on shooting dates&time only, but generic filenumbers like 20210918_180345 combine two benefits: on computers they can be sorted on their "names" (which is default), but then they are automatically sorted on date&time also. 
But you are breaking that system by using descriptive filenames unless you add the description behind the generic code like 20210918_180345_Eifel Tower in Paris.

PS: descriptions typed on Google Photos get lost at downloading to computer. So they are important when sharing albums via Google Photos directly.

You can move the pics from your phone memory to SD card through the following steps.
 
However, I suggest, take help of some knowledgeable person & then execute the steps.
  • Open Google Photos.
  • Tab Library.
  • Tap the desired folder under Photos on the device like Camera, Screenshots etc.
  • Select photos by long pressing then, tap others after the tick confirms the first selection
  • You can also long-press and stroke down while still in a pressed condition to select a batch.
  • Next, tap the three-dot menu top right.
  • Tap Move to folder.
  • Tap New SD folder, type a folder name, then tap Create.
Note that if the photos are already there in Google Photos, this will not remove them from the Photos. Also, even if you do not select the new fold for Backup & sync, any contents thereupon will still be deleted if you delete that using the Google Photos app.

I don't think that it is wise to go into this additional burden, but it is not clear if your are acquainted to use the Google Photos app correctly or that you are fully focussed on the standard gallery and are sharing photos via Whatsapp mainly. In that situation you have no choice. 
Because if you would use the free-up space option in the Photos, your phone will be cleaned-up within a few minutes, but then your gallery will get empty and you should go on with the Photos-app for viewing and sharing older pictures and creating albums in the Photos-app. 
But most people share fresh photo almost immediately and that will be no problem, because these will fill up your gallery soon enough again until your phone needs to be cleaned again.

I am having an issue downloading some photos from my Google Photos.

I am aware that my Photos are the one using up the most storage on my account, and so far, it has been frustrating that I have not been able to resolve this issue on my own yet. 

The issue that I seem to keep getting is the one of "Failed Network error" whenever I try to download multiple photos and videos at once, so as to try to free up my storage space at once.

This issue has happened on both my PC devices. I would select all the photos and videos under the section ("Large photos and videos") which is using up the most storage of 21 GB. 

The point of selecting everything all at once is to quickly reduce the storage space, but I get a frustrating error message that says "Failed Network" and I have tried to locate the issue on each PC device to see what the issue was, and there was never anything to troubleshoot. 

My plan was to download everything under the "large photos and videos" section to back them up on different files onto each PC device, including on my hard drive.

In conclusion, I have tried to reduce the storage space on my Photos, but the only issue holding me back is the download error of "Failed Network." 

And I would purchase a storage plan, but due to financial difficulties at home, I do not have the money or time to purchase a storage plan and waste my money, when I can literally just use Google Drive for free. I would just like to have more than enough room on my storage so that I can continue to upload important files, such as for my academics and stuff, which I am currently in the midst of, at the moment.

Sorry for not getting back to you sooner. in Backup and Sync DNG was considered a RAW and would have been excluded. NEF are excluded in Drive for desktop, but TIFF are not considered to be RAW
 
I have raised the issue with the Google Photos team for clarification, but if you have a Google One subscription it might be worth starting a conversation in case it gets pushback as the interface is a Drive support responsibility.

That being said, if you would like to see this feature implemented in the future, I recommend leaving feedback about it through the following steps:

To flip the words, you need to flip the entire image.
The Google Photos app doesn't have this feature right now. However, you can do so through another app Snap seed.
To do so, please follow these steps.
  • Tao to open the photo
  • Tap Edit
  • Slide the menu bar with the leading tab "Suggestions" towards the left to reveal the option "More". Tap on that
  • Slide the menu bar with the leading tab "Markup" to reveal the option Snap seed. However, that will be available only when you have Snap Seed installed on your phone
  • Once in Snap Seed, tap on the Tools option in the bottom row,
  • On the next screen, tap on "rotate"
  • Now, in the bottom bar, you will see a filled and another hollow triangle juxtaposed. Tap on that.
  • That will create a mirror image. Save this new edit.

The text entry feature in Google Photos is rudimentary.
Nevertheless, you can follow these steps to enter the desired text
  • Tap to open the required Photo.
  • Next, tap on the edit  symbol at the bottom 
  • Horizontally scroll the menu bar with the text "Suggestions" & reach the option "Mark-up". Tap in that,
  • In markup, tap on text . Add the desired text
  • However, the text editor enters the text in the middle.
  • Nevertheless, complete the text entry & then long-press on the textbox to the position at any desired place.
Save the picture after entering the text.

There never has been a sticker option in the Google Photos editor, but in the old Picasa-years there has been an additional editor named Picnik. 
That's all gone forever, but there is a successor named Ribbet which can try for free from the Playstore. After installing you can find the app from within the Google Editor under More in the row at the bottom like you can find Mark-up like described before.

A better solution is to go into settings, apps, permissions, storage and turn off the permission if the apps to access storage. This will prevent those apps from seeing anything in your photos or other folders.  Of course this can easily be circumvented.  If you need a better option then you might consider putting stuff in an encrypted folder.
