On my phone, the folder shows the full file size for the photos, but my computer has condensed the file size. Shouldn't my Google photo account be synced between phone and PC?

It is totally unclear what you have been doing. 
If your pictures come from your phone, the quality setting in the Photos-app on your phone determine if the pictures are stored at Google in their original size or in a compressed size. 
When downloaded to your pc via your browser showing photos.google.com you need to open a picture and then select Download via the 3 dots. Nothing more. 
And then the file on computer will show the original size or the compressed size (about a factor 2 less MB's). 
The quality setting at photos.google.com/settings is not relevant for downloading, but for uploading photos on pc to Google. 
Come back with numbers please because there is small difference between Google and Windows.

There are multiple alternatives to move the photos in the memory of the phone to an SD card. However, moving those through the Google Photos app allows retaining the backup and sync aspect.
Please follow the steps below to achieve the transfer.
  • Open Google Photos.
  • Tab Library.
  • Tap the desired folder under Photos on the device like Camera, Screenshots etc.
  • Select photos by long pressing then, tap others after the tick confirms the first selection
  • You can also long-press and stroke down while still in a pressed condition to select a batch.
  • Next, tap the three-dot menu top right.
  • Tap Move to folder.
  • Tap New SD folder, type a folder name, then tap Create.
Note that if the photos are already there in Google Photos, this will not remove them from the Photos. Also, even if you do not select the new fold for Backup & sync, any contents thereupon will still be deleted if you delete that using the Google Photos app.

# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
