Photos and videos backed up in Storage saver quality from Pixel 3a-5 are free and unlimited. Photos and videos backed up in original quality count towards your Google Account storage. Not sure if being over the limit automatically switches off backup, you may have to free up some headroom.

I would add, that the animation doesn't work/play for a while on occasion, so I would think that there is then some way to stop it from working, be it perhaps, unconventional.

I do not know of a way to disable the "sliding" between photos. You can send feedback directly to the Photos team via the main menu of https://photos.google.com, but I doubt that this will make any difference: this feature is not asked for frequently I am afraid.

You can reuse the old email/shared link to rejoin the album. Once you click on that old shared link you will see the shared album. After that click on "Join" button to add that album into your shared library.
