If you are not much worried about the colour depth or finer details in a photo, the easiest way to convert a JPG file to PNG is by taking a screenshot.

However, if you want more accuracy in conversion, I suggest you look for some suitable apps in the play store.

Nevertheless, You can do the same job on a Windows desktop through the standard MS Paint program. There you can export the file as .png.

Welcome to Google Photos Community Support Forum & thanks for your query.
 
There are multiple ways to move the photos on the phone's internal memory to a micro SD card. 
However, moving those through the Google Photos app allows retaining the backup and sync aspect.
 
To move the pics to SD, I suggest you follow the steps as outlined here.
  • Open Google Photos.
  • Tab Library.
  • Tap the desired folder under Photos on the device like Camera, Screenshots etc.
  • Select photos by long pressing then, tap others after the tick confirms the first selection
  • To select a batch, you can also long-press and stroke down while still in a pressed condition.
  • Next, tap the three-dot menu at the top right corner
  • Tap "Move to folder".
  • Tap "New SD folder", type a folder name, then tap "Create".
Note that if the photos are already there in Google Photos, this will not remove them from the Photos. Also, even if you do not select the new folder for Backup & sync, any contents thereupon will still be deleted if you delete that using the Google Photos app.

Can you try to do so through another route? Please enter the link https://photos.google.com in any of the web browsers available on your phone. Log into your account & then see whether you can download the photos.
 
However, I am not suggesting a workaround to your problem but suggesting a test to understand the problem.

Is iOS your Mac-computer or your phone? 
Just because iPhones never show technical data, because I want to know what filetype and filesize your Epson-software is generating. 
If you have chosen Tiff, you are asking for troubles and Pdf's can't be stored on Google Photos. 
And I also want to know if you are talking about Google Drive or Google Photos. 
And how is the scanner software connecting to these different platsforms. 

PS: also be aware that Google Photos can work with correct dates only - else you get garbage. On Drive you can work with serial filenumbers for sorting.

I am using a MacBook Pro with Big Sur 11. I am located in Sweden. I use the FastFoto software which should automatically upload to my account Google Drive, which I paid a good amount more for it to enlarge in size. I have tried using the USB cable from the computer to the scanner, and without. Same result.

Sorry, but I asked about the filetypes and sizes. 
And if your are talking about Drive or about Photos (just because this is the Google Photos forum). 
Just because Photos is much more critical on filetypes and tiff is not between the compatible ones. 
 
PS: be aware that we can't have experience with third party software never heard of before, so don't shoot the messenger. You have a very special application with a very expensive bulk-scanner. 
 
PS: normal (uncompressed) tiff-files can be uploaded to Drive and Photos, but it are extremely large files, so bulk uploading may cause your problems. And it makes no sense to use that filetype instead of standard jp(e)g, because the quality of prints does not need that extreme files. Jpg is good enough and may cause no problems at all (I have scanned 20.000 prints, with a normal scanner and I always edited my raw-files before uploading so I have some experience).

If you didn't check the https://photos.google.com website prior to formatting the device the photos and images may have never been uploaded online and their only copies were likely permanently erased by the factory reset process.
 
It's worth looking for your photos here, signing in with all your Google accounts if you have more than one:
If the photos are not there nothing else can be done, sorry.

The problem is Google Photos misses a feature of categorizing images by their original folder on the devices. Thus, there is no way someone could easily check all their "screenshots" or "downloads" folders.
I have already suggested this feature some time ago.

You can turn OFF "Backup and sync" and upload selected items manually:
  1. Select items (photos or videos)
  2. Tap 3-dots > Back up now
That should upload them to the Photos tab of the active account. 
 
As an alternative you can:
  1. Select items
  2. Tap + 
  3. Tap "Album" to add them to a new album
    or tap on an existing album where you want them added
    That should also add them to the Photos tab
I do this on Android but expect it to be the same on iOS.
