When you delete a photo in Google Photos it will also be deleted from all synced devices. In practice that are only mobile devices (phones and tablets) since syncing with computers has been disabled. There are however ways to do this:
  • Disable Backup and sync on the device
  • Move the photo to a non-synced folder before you delete it from Google Photos. 
  • Once done, open the link https://photos.google.com through any browser on your phone, log into your Google Account & start deleting the unwanted pics.

Your question is related to the Google Account service, not to Photos.  The fact is that if you change the email, then this change will be for the Google account completely, and not just separately for Photos.  This action cannot be undone, and your primary email address will now always be on gmail.com.  
Here's how to do it: 

But if you would like to keep your account as it was, then you can send all photos and videos to your gmail account, add it to your device and use two accounts.  You can send your photos using the "add partner" option.  On your gmail account, you will add all the photos to yourself, and they will be there

I knew backing up my Google Photos was going to count against my drive storage and forgot to change the setting until it was too late. I accidentally opened photos yesterday on my iPhone and now my drive is showing as full. I did reopen it to uncheck automatic backup in hopes it would fix the issue, but it did not. What's the easiest way to now get these photos out of counting against my drive storage? 

I really don't want to delete all these photos out of my google photos because I've been backing up to here for years and have since deleted a ton of them off my iPhone…and I really don't want to have to download them all to my iPhone because I have 1,000's of photos backed up and I'd then have duplicates on my iPhone that I would need to sort through. 

Any ideas?

Solved this in case anyone has the same issue. You need to go to photos.google.com (can't use the app but can be completed on an iPad or iPhone) and select all photos that were uploaded after July 1, 2021 (the date which any new photos started counting towards your storage) and delete them. This will give you your drive storage back after a few minutes of syncing.

Do think you are misunderstanding all. 
There is no Google Drive storage - there only is 15 GB of free space in your Gmail-account which can be used for Drive + Gmail + Photos. And if you hardly use Drive or Gmail, that 15 GB is for Photos merely. 
And if you have used the high quality setting in the Google Photos app, you never have used any byte of it. However everything uploaded after June 1 will get counted, but not that fast unless you have changed the quality setting to original and/or you suddenly have have started to shoot bulky 4K movies.

No, I do not believe I am misunderstanding. I knew the change was coming regarding google photos counting towards drive storage and I forgot to disable the backing up of photos. I already had 13 GB of files in my Google Drive, and I have 17 GB total (I received 2 free years ago for doing a security check up Google offered). Once I opened photos last week, it started backing up all photos I had on my phone between July 1-current, and it filled my Google Drive, but they do not get displayed in your drive. As mentioned in my second comment, I found a resolution by going to the website (not the app) and deleting photos uploaded after July 1.

I'm concerned that you've deleted your photos from everywhere. When you use the website to delete - that also deletes from all 'synced' devices. Just check your phone to be sure they're still on your phone. If you turned off backup and sync before deleting, you should be ok. Just check. And, I highly recommend backing up to one other location - send to a computer, or backup to another cloud service like OneDrive, Amazon, or Dropbox.

Hi Chris - thank you for your concerns. I had already disabled the backup and sync, and in using the website instead of the app, it did not delete the photos from my phone/iPad. I tried using the app first and it was going to delete them from my phone/iPad, which is why I got caught up. I made sure to test it with a few old crummy photos before deleting them all. Thanks!

Google Photos is not counting from your Google Drive storage - Drive + Gmail + Photos are counting from your account storage (see one.google.com/storage), but you did not tell that you already had 13 GB on Drive (whatever that may be and where that did come from). 
 
But if you do not need any backup of your iPhone/iPad photos on Google Photos (why not?), then it was allright to delete your accidental backup to be able to have more space for Drive + Gmail. 
 
Be aware that 4 GB is not much for both applications, so you still may need to pay for moving your limit towards 100 GB at Christmas.

PS: the crucial date is not July 1, but June 1 - thereafter new uploads at Photos are counted, but at storage saver quality less fast - say 3x.

Please review the following information taken from previously recommended answers in case there are any options you haven't yet tried. 

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than one Google account, check all of them. 
 
2. Check the Google Photos trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos.
 
3. Check the Google Drive trash - drive.google.com/trash 
If you deleted a file from the Drive trash you will need to contact a Drive Specialist directly to see if they can recover it:
  1. In a browser, like Chrome, go to the Google Drive Help Center.
  2. At the top right, click Contact us.
  3. Choose your issue and how you'd like to contact us.
4. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • check get.google.com/albumarchive to see if there are any hidden albums containing posts to other Google apps
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.
 
Good luck, unfortunately if you have looked at all the options and still can't find your photos then there are no other possibilities we can suggest, other than if you have a Google One account you can contact 1:1 Support

There is no such functionality for GPhotos, you can change the dates only for each photo separately

I need to be able to delete all the photos in google drive (10000+) and there is seemingly no easy way to do it. Selecting a range of them is tedious and limited to around 500 so isn't practical. I've seen a suggestion to enable a "sync photos to drive folder" which would be great  (it works for new files) but that simply doesn't work for files that are already in the greedy abyss that is google photos.  I've also successfully got the data exported in takeout but have no option to delete it.
