Welcome to Google Photos Community Support Forum & thanks for your query.
 
If the photo size is more than 12 MP, you can resize that through the steps below.
 
To reduce the photo size, you can do so through these two options in Google Photos.
  • Upload the picture in space saver quality. That will produce some size reduction.
  • Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
Still, if you wish some further reduction, I suggest using another app, "Snapseed", by Google.
Once installed, the editor in Google Photos shows that option through "More".
 
In the settings of Snapseed, you can do image resizing within a range from 4000 px to 800px. Additionally, you can choose JPEG compression ranging from 95% to 85%
A combination of both options would resize the file to the desired number.  
 
However, it will not be possible to increase the size.

If you want to delete all the photos from a Photobook, please open each photo and on the page of the photo, click Remove 'X'.
Please note: If you don't edit a Photobook draft after 90 days, it'll be automatically deleted.

I understand and I know how important Google Photos is for you. Please give the below steps a try in a sequence to help resolve the issue:
  • Check your internet connection (mobile data).
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.

I am using Google find my device app from many days on my Android Smartphone.I think,it is the most useful & important app in daily life.We can find our smartphone last location,Make phone ring or erase our data.But I get one major issue.We can't able to get real time availability of our device if the Internet Connection isn't on.For saving battery,I always off the internet connection whenever I don't need it.And I think,many person do the same thing.In this type of conditions,we can't get the opportunity to find out our lost phone because the current location isn't uploading on the map also after keep always on the location service.
So,I request you to please add or upgrade some kind of features in your app so we can also find our phone during Internet Connection off.

Here's the "funny" part of all this:  At an outdoor party two years ago, one of my Google friends saw me fussing, and asked what was up.  He CREATED Google Photos.  I can't remember what the actual issue was, but he said any and all photos I took with my Android phone should always IMMEDIATELY appear online.  And he PROVED it by I can't remember how.  BUT, since then, no such luck.  He's out of the country, and really unreachable.  Any and EVERY time I take important photos, I run to my PC and open Google photos (the proper way), but the photos are NOT there.  Sometimes it's several hours later (too late for why I took the emergency photos), and more often it's the next day.  Sigh... even tears.  I wouldn't whine about this if I didn't HAVE to send on such photos to an entity that needs proof promptly.  I hope I've described my dilemma well enough.  Right now, I took about 35 photos that I'd hoped I immediately send on, via email, to three Water Board directors whilst they're still in a meeting directly relating to the urgent problem I just discovered, and which would help them on the subject they're discussing.  Thank you to anyone who can help me.  I mean it!

Using an important app like Google Photos includes some basic knowledge about its settings. 
So hit the small circle right-up to check if you are logged-in with your Gmail-account  and then select Settings > Backup and check if the same account is chosen there. And then you also can switch-on using mobile data for uploading photos to Google when you are outdoors and you have no wifi. 
You also can choose to use mobile data for uploading videos, but that may use to much data in your bundle. 
Thereafter leave these settings by hitting the arrow left-up. 
Maybe this change is enough to solve your speed-problem. 
Else follow the checklist at backup problems

PS: you always can send a few photos by mail directly - just select and hit share and choose the M for Gmail at the bottom. But when being outdoors, you need to switch-on using mobile data in the general connection settings of your phone - else that mail can not be send. That also is needed for viewing and sharing photos in the Google Photos app when being outdoors.

I don't know how and why the Google Photos app got on your iPhone, but without any settings that app just shows what you have on your "cameraroll" and never does delete anything in that roll automatically. 

So must have done something in panic yourself, because what you are telling is very abnormal, unless you have activated a warning that you could free-up X GB because they already are backupped at Google (if you had activated that function in the past). 
If that is the case, you still can see your photos in the app - so they are not lost. But they are in cloud, so if you need some pictures for your social media, you need to download them back to your phone. 

But you can check the Recently deleted folder in the Apple Photos app - maybe they all are there and can be restored back into your Apple Library ("cameraroll"). Then your problem is solved. 

But it still is very abnormal that have an app running which you don't want to use, unless family & friends are using Google Photos for sharing. But even then the app is not needed, because you can view these shared pictures via Safari and download what is relevant for you.

I agree that B&S is confusing and decided NOT to use it. You can upload photos directly to Google Photos

Depends which folder you mean. The "Google Photos" folder in Drive is created when you activate "Create a Google Photos" folder, and does not use any additional storage, thus must not be deleted. 
I am no B&S expert, thus not sure about other folders, but you can always delete and upload again. In that case be sure to disable the syncing and (recommended) have a local back-up so that you do not loose any photos.
