If you have a domain account for business, then you can independently prohibit the use of the Photos as an administrator, or contact the administrator if you have received your working account in your company. 
If it's just another Gmail mail, then it's impossible to disable or delete the Photos. You just can, do not enable the Autobackup and Synchronization settings. 
Then inside Photos there will not be your files. A photo has the ability to display files like Gallery in a mobile device, only on the Internet, but if you do not include Autobackup and Sync, then there will not be files inside Photos

The offer is related to upload through device & doesn't gets tagged to any particular account.
 
Nevertheless, clicking the pics through a camera & then uploading those through Pixe may be considered as a misuse of the offer.

You will have to manage your requirement in a complicated manner.
 
First, you will have to create two folders, "A" for the Work account "X" & "B" for the personal one "Y".
 
The camera folder gets included in backup once you enable that.
To avoid that automatic action, the moment you click some pictures for work, transfer those to folder "A" & empty the camera folder.
In the settings of account X, choose folder "A" for backup.
 
Similarly, when you shoot any pics for your personal use, transfer those to folder "B". 
In the settings of account Y, choose the folder"B" for backup.
 
Once a sizable number of pics are there for backing up, switch that on after choosing the respective accounts. 
Once done, switch off the backup & sync.

The safest option is to move the photos to a Computer using a USB cable which has the advantage of being able to recover any lost stragglers.
 
Deleting from the device by using Gallery Go by Google may be a useful method. You can select a group of photos and use the Share option to Upload to Photos, this will confirm they are backed up, then select the same group and move to trash. Back to the Gallery Go main page and use the 3 dot menu to select trash and empty it.
 
If you are sure items are backed up at https://photos.google.com/ you can safely delete using any gallery app

But you need to create albums if you want to show (and share) a chronologic story. 

Be aware that pictures originating from social media seldom have their original dates anymore unless via Google Chat.

Remember - you used this account exactly? Maybe there was some other account on the phone, and in that another account could have left your files, for these years?

 It's also possible that there was no Auto Backup in the settings, since there were two products at that time: Picasa and Google+ Photos. If Auto Backup was not enabled, then the file does not exist in your account.

The app backs up the pics only to the account which you make the Backup & Sync option "ON".
If you keep the option deselected, the app will not upload anything through those accounts.
 
However, I believe you are getting mislead by the behaviour of the app.
Google Photos acts as a portal viewer & shows the content from the phone & the cloud together.
However, that doesn't mean any upload is happening despite keeping backup & sync off.
You can crosscheck that by visiting the link https://photos.googloe.com & logging through each account. There wouldn't be any fresh uploads through these secondary accounts.

Google Photos doesn't have a mirror/flip edit.

You can download the Snapseed app from the Play Store that has a flip function.
  1. Open Snapseed
  2. Select Open > Photo
  3. Select pencil icon
  4. Select Rotate
  5. Select Flip
  6. Select Save or Export as desired

I'm on vacation taking tons of pictures. I want to set my iPhone so that it sends each picture taken to cloud Google Photos ASAP (in case I lose or damage the phone), so I have "backup & sync" enabled. BUT at the end of each day, I want to delete that day's photos off my device to make room for more photos and videos for the next day. "Sync" will delete my copy from cloud if I delete locally (I know that it is the intended purpose), but there is not a "backup only, do not sync" setting within the app. I know I can manually upload the day's photos at the end, but that is not ideal either. Does anyone know how to get this to work? I know this will require could management, but that's fine, I select the bests, and delete the rest at the end of each trip.

It seems like maybe you are so constrained on storage space that you are ~being forced~ to use error prone non-recommended process to meet your desired use case.
 
Normally, after seeing the "Back complete" message, you could select "Free up space" and it would ~Delete the local copy~ of images which have been copied to the Google Photos cloud.  In reality, it only deletes the local copy of images which are older than about 30 days.
 
A workaround, which could be highly error prone if you get mixed up about which app you are in Google Photos vs iOS Photos app, or don't check to see the "Backup complete" message (if you are relying on WiFi in some locations the upload speed MIGHT be much slower than you have at home)..
  • would be to delete the images in the iOS Photos app - you should continue to see the cloud copy or cached thumbnail in the Google Photos app.  
  • You might want to just do this for videos, since they are usually substantially larger.
  • If you really need the space, you may need to empty the contents of the iOS app's Recently Deleted album.
Note:  Do not use Google Photos and ~iCloud Photo Library~ simultaneously.  They have different approached to data management and don't play well together.
 
I do not recommend the above approach, but think it is the only way to meet your goals given the constraints.  It is much better to leave the images on your phone, then when you return home do an additional backup and then use "Free up space"... Remember, when you have just one copy of a file anywhere (in the cloud or on a local device) it is not truly "Backed up".
 
Other opinions and ideas are welcome.
 
It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

Perhaps this solution 

Restricting to having wifi in your holiday-location (often slow), it easily can take an hour before all fresh pictures and movies of that day are backupped before they can removed from cameraroll and from Apple-trash thereafter (else you would not gain any local space). 
But I would leave the backup on my phone OFF and move the fresh files of that day to my Chromebook via its usb-cable very fast and then let my Chromebook do the slow task of uploading to photos.google.comduring the night for some additional safety. Then they can be deleted from the Chromebook next day if the book has too less local space for adding a new bulk in the evening.

@dougsap: I don't think you understand what I'm asking. The question is: "is it possible within Google Photos app to set up a one-way back-up from device to Google Photos, without bi-directional sync?" Within the setting menu, there is only one option with ON/OFF which is "backup & sync". Either option is not ideal

I'm not "being forced" to delete my dailies, I just prefer to work this way (and all storage is finite). As far as this being it being error-prone and non-recommended, I do this in my studio shoots al the time: my camera is tethered to my laptop (meaning every picture goes to camera card as well as my laptop as soon as it's taken). At the end of the session, I look at photos on my laptop (not my small camera screen), to make sure I have everything, then format the camera card, and set up the next session. Exactly what I want to do with Google Photos. I don't use iCloud for sync, so no confusion there. As for waiting till the end of the day for a WiFi upload, (thanks @rinus), not only is that a terrible practice (imagine losing your phone after capturing that "once-in-a-lifetime" non-reproducible shot), but also it could indeed take a long time to upload via that slow hotel connection.

FWIW I also to this in IT. Backup files to a location(s), confirm, delete originals. I do not want a mirrored backup (sync both ways), I ONLY want to send pix to Google Photos, once there, they become immutable by the device.

So the question still remains unanswered: "is it possible within Google Photos app to set up a one-way back-up from device to Google Photos without bi-directional sync?

The answer is short: we can't change design and the feedback path is not effective because there never is any feedback to this forum which feature request will be realised soon. So I always say: never wait on Google. 
Thus you should not use the Google-app abroad at all, but just move your files from phone to laptop to have them synced to Google independantly of your phone. A simple Windows-laptop with a 256 GB ssd-disc can do to this job with the new Google Drive app installed, but used for uploading (not synced) to Google Photos on every suitable moment. I don't see any other safe solution. 
Perhaps Doug has better ideas, but I don't think so.

PS: be aware that you always can remove files via an independant app like Google Gallery Go or Google Files without deleting Google cloud - but then you must be sure that backup is complete. 
 
PS: a Chromebook maybe a cheaper solution then a Windows-laptop, but they seldom have enough local space for your daily bulk. A Macbook simply is too expensive and not better for this task.
