To flip the words, you need to flip the entire image.
The Google Photos app doesn't have this feature right now. However, you can do so through another app Snap seed.
To do so, please follow these steps.

Sorry to note you misinterpreted the functionality of the free up space option.
The option is meant to free up space from the device as the pics get backed up to the cloud.
Now, to bring back the pics to your phone's gallery, either, you can download photos one by one. Regrettably, there is no option to do so on a batch of photos.
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/;
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.

You may have uploaded Original size photos which do count. Only High Quality uploads qualified for free storage.
Storage may be reduced by going to https://photos.google.com/settings and using the Recover storage option.
Head over to https://photos.google.com/quotamanagement This should give a clue on where the storage is being used. Large photos and videos >5MB are listed and can be reviewed by tapping on the thumbnail to open then select the (i)nfo icon to see more detail about files.

For whoever is going to encounter this in the future, here is the fix from google:
Reduce the size of your photos & videos
If you have photos in Original quality and want to save some storage space, change your already backed-up photos and videos to Storage saver quality (previously named High quality). This setting will not appear if you don't have any photos in Original quality.
- On a computer, go to photos.google.com/settings.
- Click Recover storage. This will not change the quality of your future uploads.
Important: You can only recover storage once a day.
Photos or videos will not be changed to Storage saver quality if you've backed them up with:
- Your Pixel
- Your Pixel 2 or 3 during your Original quality offer period
But it will change any photos or videos you've backed up on:
- Blogger
- Google Maps
- Google Photos
- Hangouts
- Panoramio

I just noticed this problem - I uploaded about 2,000 images with HEIC extensions to my Google Drive 12/2019 - I can see them no problem in Google Drive. Then when I go to Google Photos to upload them from Google Drive to Google Photos all the HEIC images are not displayed in the Google drive upload window. looks like Google photos does not display HEIC images.
I tested - I uploaded an HEIC from my computer to Google Photos no problem.

Unfortunately Google don't recognise this as an issue, if it isn't in the list then it is not supported.
Before you get started
- The photo must be larger than 256 pixels.
- The file type must be .jpg, .gif, .webp, .tiff, or .raw.
- If you use a Google Account through work or school, you'll have to download from Google Drive and re-upload to Google Photos.
All I can suggest is that you let Google know your thoughts via feedback:-

To bring back the pics to your phone's gallery, either, you can download photos one by one. Regrettably, there is no option to do so on a batch of photos.
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/;
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
That will bring everything to your phone.
