Whenever you are unsure whether an email is authentic, it's advisable to not click any of it's links, and delete it. Then verify the information yourself via another channel. In this case, as indicated on this similar thread, visit the Play Store, locate the Google Photos app, and check whether any updates are available.

Following is text from the official Google Photos Help page about deleting and restoring photos and videos:

If you deleted an item and want it back, check your trash to see if it’s there.

Troubleshooting of the error would be prolonged & finally, that may require a complete reset of the phone.

Since you intend to get the photos on the phone, I suggest the following options.

If backup & sync was happening perfectly, all the photos & videos on the phone must be there on the cloud. You may check that by visiting the link https://photos.google.com through any browser on your phone and log into your account. If you find even the latest pics are also there on the cloud, you can download those to your new phone anytime.
If not, please connect your current phone to any desktop PC through the USB port. Select option "File transfer" and then copy all the pics to some folder on the desktop.
Along with that, you can also transfer other downloaded content like PDF or music files etc. Ensure your contacts are available in your Google account by visiting the link https://contacts.google.com.

Once you have backups of all the critical data in your current phone, you may decide the next steps with the current problem.

Welcome to the Google Photos Help Forum.

Just to let you know, Google Lens will work on any device with the latest version of Google Photos. Currently, Google Lens can only be used if your device language is set to English.

In the meantime, try uninstalling and reinstalling the Google Photos app to see if it helps? Also, make sure it is currently up to date.

If that doesn't help, I recommend trying these troubleshooting steps in a sequence and see if any help:

Do a force restart by holding the home and power buttons at the same time until the Apple boot logoappears.
If the application freezes or is not responding, you can force the app to close by holding the power button until the red slider Slide to Power Off appears. Do not slide the slider. Instead, hold the home button for 5 or 6 seconds, and you should be returned to the home screen.

Lastly, you can try the below mentioned steps if all else fails:

Go to Settings.
Turn on Airplane Mode.
Wait a few seconds, and turn it back off.
Tap on the Settings icon.
Select the General menu.
Scroll to the bottom and tap on Reset.
Select Reset Network Settings.
The device will take a minute or so to reboot.

My apologies for sharing the steps of iPhone instead of Android. Therefore, I recommend trying the steps below in sequence, this may help in fixing the issue:

Make sure your device is up-to-date.
Make sure the App is up-to-date.
Try restarting the App through the following steps:

Go to your App Settings.
Click stop on the afflicted App with the Force Stop button.
Wait a few seconds to make sure the App has stopped processing, and then attempt to re-start it.

Close the background running apps through the following steps:

Go to your App Settings.
Display the Active Apps on your device.
Select the App you wish to close and Force Stop it.
Repeat this step with all active Apps.

Try clearing your App cache through the following steps:

Tap the system Settings tab on the main screen of your device.
Tap the General section of settings that is on the far right.
Tap Storage in the General tab.
Clear the cache data once storage calculates the data.
Back out of the storage section.
Tap Applications and find the application in question.
Tap the application and clear the cache (if available).
Clear the data for the application if there is no cache to clear.
Exit the settings screen and restart the device.

I personally never let my storage get over 50% full before offloading to an external HD and freeing up space.

Set up two-step authentication for your Google account.
Change the password to a complex combination of letters, numerals & special characters. No one should be able to guess the password.
Never share your password with anyone.
When you hand over your phone to someone for making a call etc., use screen pinning.
Log off from browsing sessions from desktop PCs.
Check the devices through which you continue to remain logged in through the link https://myaccount.google.com/device-activity. Remove any unknown device.
Do not share your photos & videos with anyone when you are suspicious about falling those in the wrong hands.
Remove any partner sharing for the same reason.
Refrain from sharing your photos & videos on any social media.
