Please review the following information in case there are any options you haven't yet tried. 

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than on
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos. 
 
3. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

The simple answer is: you have deleted them permanently yourself - and permanent = permanent. 
Not clear why you did this, but Google can't prevent such uncarefull behavior.

I know that Google Photos can backup raw files, unfortunately this isn't what I need. I have quite many pairs of raw + jpeg of an image, so I would like to keep the raw files away from Google Photos to remove duplicates, but still backed up and available in the cloud (eg. in Drive). Also I have other files related to the processing of some photos and I'd like to back them up also with my photos, but not to Google Photos.

Understand your need to conserve the data & also space on Google Drive.
 
However, once a folder is selected for backup, the Google Photos app doesn't differentiate between JPEG & Raw & proceeds to backup everything.
The only way to stop backing up videos is through these steps.
  • Turn off Backup & sync till you complete the below-mentioned actions.
  • Mover all raw files to a folder that you have not included in backup & sync.
  • Once you ensure all raw files are moved from the backed-up folders, turn on the backup & sync again.
Nevertheless, you can suggest that feature to skip backup of raw files through the help & feedback route.
Here is a link explaining how to do so.

In the backup & sync app you can switch-off raws (and png's) under Change right above the Quality-setting.  I can't test myself but maybe that's enough to get the jpg's from new files only.

Nobody should use a Russian social media app of course - not even an American either :-)

But if you view to the folders under Pictures on device on the Library-page of the Google, you will found a Telegram-folder and when you open that folder, you can switch-off backup (don't know how it got switched-on). That's all. 
You only can remove that folder by remove the Telegram-app completely.

PS: in meantime you may have a lot of telegram-stuff stored at photos.google.com. Best to hide them by archiving because if you start deleting, you also will delete the pictures in chats indirectly.

That's nasty, but did you ever have checked what was stored at Google really? 
On photos.google.com in the Safari-browser (also on Macbook) when you log-in with your Google (Gmail) account? I am afraid not because Google is forgotten to provide a simple link in the app. 
This is a user forum and we can't look over your shoulder. 
But most likely the oldies never have been stored at Google at all and were removed from the Apple viewer to make space for new shoots.

Me and my wife both have an Android phone, each linked with our own Gmail account. With my account (let's say account X) I have been automatically uploading pictures to Google Photos for a long time now. Although my wife's main account on her phone is her own account (let's say account Y) I have also added my own (X) to her phone with the sole setting of using it to upload to Google photos. All other functions on her phone are handled by account Y.

This has been working great so far, we can both see into the same Google Photos database. A couple of years ago I also uploaded a couple of thousand older pictures using Backup & Sync on my Windows PC. So the Google Photos database consists of pictures taken by our individual phones and the uploaded older pictures.

Recently we noticed some older pictures were missing. So far we have only seen pictures missing that were in extra upload from my PC but there might be others.

What I have done is removed account X from my wife's phone and instead set up a partner account and shared both our libraries across. This has worked great, when I take a pictures it still shows up in her main Photos page and vice versa.

Since her account (Y) has never really been used for photos it is pretty much empty except for what stored in her pictures folder on her phone which was automatically uploaded. So the whole database is still in my account (X).

Now for the strange thing, when I look in my phone or log into my account (X) on the desktop the missing photos are still missing. But when she now looks into her phone or we log into her account on the PC (Y) the photos are back! How can they show up for her and not for me? It feels like there is some sort of filter active because the photos are obviously still stored somewhere on Google Photos but I don't get to see them on account X.

How can this happen and how can I see them again on my account as well?

Hard to explain, but the most easy solution is sharing these missings with you and then you are able to add them to your library again via the cloudicon with arrow down right up in the opened album shared.

Who said that this only can be done one at a time?
Not clear about how much you are talking, but from years Take-out will be the best method, also because the download can be updated every two months. 
Best to select the yearalbums only. 
After downloading and unzipping, you can delete all json textfiles before copying the yearfolders to a flashdrive (a usd-drive of 1 TB maybe a better choice in long term).
