1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than on

Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos.
3. Review other options

- have you made any backups of the photos on your phone, camera, computer, or elsewhere?
- there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself.
- you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.

- Log off from browsing sessions from desktop PCs.

Not clear why you want to empty a Whatsapp folder: these pictures hardly take space and when removed the pictures in the original chats will become very blurry and need to be downloaded again.
So no handy.
But if the backup is switched-on for these folders, these pictures can be found between your own camera-pictures on the Photos-page. Unless backup was switched-off.
You can delete these pictures in the Google Gallery Go or the Google Files app.

Are you sure about this, because normally you would have upgraded your old account to G1 instead of starting a new account that you don't use.
But if so, it also is a bit unlikely that you have no storage in your old account anymore because normally people use the unlimited option in Google Photos. So maybe you have used a lot of GB's in Gmail (never cleaned up in years) or on Drive. Check on https://www.google.com/settings/storage

Why do people never understand what is going to happen?
That makes it hard for Google to improve.
But Google does not delete anything that is not safely backupped, so you should see everything in the Photos-app unless you are looking with a different account then used in the backupsettings.
Just us tell what you normally are doing with fresh photos - they will fill your gallery soon again.

I used to use Shoebox to backup my photos, but have found to like Google Photos more. I wanted to put everything from my Shoebox (the last 3 years) to my Google Photos. So I exported all of my photos to my computer (windows) and I am now using Google Photos Backup & Sync to back up the photos from the folder with all of my photos/videos from Shoebox. There are about 35,000 (a bit less) Photos/videos in that folder selected. Currently, the Backup & Sync application is backing up the stuff from that folder, and right now it says "Sycning 30395 of 54466" the second number (54466) is way off, like I said, it should be around 35,000. Not to mention, it keeps increasing. Another issue is that when I open my Google Photos app, there are photos scattered from months back, and when I save them to my phone it will say "yesterday" or something close, but it was a photo taken months ago.. is there anything I can do to fix both issues? I have a clue that the issue with photos appearing now from months ago may have to do with some photos being from the Shoebox folder already being backed up to Google Photos because I had backed up to both apps for awhile.. what I'm really concerned about is the amount of photos it says (54466, which has now increased to 54628) I think it will never stop increasing if I don't solve this, I'll take any help I can get, thank you!

Thanks for posting in the Google Photos Help Forum.
When you move photos and videos from one application to another there is a tendency of file change (Eg: file type/date). The date had already changed when exported from Shoebox to your computer.
Hence when they where backed up from your computer via Back up & sync tool they showed up a different date.
Looks like the rest of your post is related to Google Drive. So, I'd recommend posting your question in the Google Drive Help Forum for further assistance.
