I have no idea why one of the tools doe snot work for you. I would try in an incognito window (to exclude cookies & cache). If that does not help you can still use one of the other available tools mentioned in this "canned response":

It's not clear why there are so many, partially overlapping, but none is complete, and none suggests to use "Recover storage" to reduce storage used by photos/videos uploaded with setting "Original".   • That will show the next page & there you will find the music symbol ♪. Tap on that.
  • The pop-up screen will show the following options "My music" "Theme Music" or "No music".
  • My music allows replacing the current music with your recording in MP3 format.
  • Theme music shows the entire collection available through Google under various headings. Select any that you like. Once selected, tap on the tick mark at the top right corner.

You can see if the item appears in your chat/sharing on Photos. Open Google Photos and select the upper left chat icon to see if it appears there with any person details.

If you sent the images via Messages, you can check archives or history in that app.

Looks if Google has made a lot of errors in judging the quality your pre June 1 uploads to Photos. 
For the moment moment I only can advise to run one.google.com/storage/management and delete all unsupported video (if any). 
Your usage for Gmail + Drive is quite high also - maybe due to many years of Gmail.

a month ago my account was almost maxed out. Since my phone is linked to a company account I couldn´t upgrade my account. I got a new Android phone (Samsung S20 FE) two weeks ago. I've been using Google services for years …

I got a new Android phone (Samsung S20 FE) two weeks ago. I've been using Google services for years and have all my Photos available in Google Photos. 
I've installed the Photos app on my phone, connected my account, set everything up correctly, but there's no synchronization happening. When I open the app, I see the photos that I made with my device, and at the top, I see the message "retrieving your photos" (with the blue progress bar scrolling from left to right continually). However, the only photos visible are the ones that are already on the device. After waiting for several hours, no change.
When I log in to my Google Photos using a PC with a web browser, I see all my photos available. There are also a couple of photos available that I made with my new phone, but only about 10% of them. And completely random selections it seems. Most of the pictures don't get uploaded.
When I click my portrait in the App on my phone, I see that backup is enabled, and the message states "preparing backup". This has been this way for several hours as well by now.

Steps I've tried:
- Restarting my phone
- Uninstalling and reinstalling the Google Photos App on my phone
- Switching on using mobile data for backup of photos
- Switching on making backups while roaming
- Clearing the cache of the Google Photos App on my phone

By now, I'm just not sure anymore what to try to fix this. It seems the app has trouble synchronizing from my cloud account, and uploading to my cloud as well. Is it possible it's stuck in a loop somehow trying to sync a photo I deleted on either side? Any advice is welcome by now.

Thanks for taking the time to respond. I ended up trying several things. I put .nomedia files in some of the folders with photos and deleted some others. Right now, it works, but I think the process is not the way it was meant to work.
Short answer: I fixed it, but I don't know how or why...

Every account gets 15 GB free storage.
However, that's shared between 1. Gmail 2. Files on Google Drive and 3. Google Photos.
 
If you are not using the other two services, then you may use the entire 15 GB free storage for storing photos.

And if you use the "storage saver quality" in the backupsetting of the apps, you can store about 30 GB because the files are compressed about a factor 2 - not in resolution (MP's) but in MB's only. 
So if you have around 10 GB on iPhone and about 10 GB on iPad, you can go on for free at least a year. 
But paying 20 dollar for having 100 GB space at Google is cheaper then your hairdresser. 

PS: be aware that when old pictures are removed, you only can view them via Google when you have connection to the internet via wifi or your mobile datanetwork. And simple social media only can work with local files, but these mostly are shooted one hour agoo.

Unfortunately there is currently no recovery mechanism for a forgotten PIN for the locked folder in Google Photos.

You can make a feature request via the Photos app so the team can track user interest.

Locked folder on Google photos ( pixel exclusive) has the same password you unlock the device. You can access the folder with the fingerprint but if you're out of try with fingerprint then you need to enter password.

Welcome to the Google Photos Help Forum.

If the account is different, then you'll have to download all the photos from the old account to your device and the upload them to your new account.

To download the backed up Google Photos photos back to your device and it's a huge amount of photos and videos to download, you can use google.com/takeout to export your data, you will have to extract the archive and manually transfer/download it to your device or external storage device. You could use takeout via your mobile device as well, but you may have to source a program to decompress the archive and you also need to ensure you have enough space on the device to fit your entire library. By doing this, the photos from cloud will get downloaded to your phone. 

But if it's few photos, you can also manually download them. here's how you can do so:
  • Open the Google Photos app on your Android device.
  • Sign in to it.
  • Select the photo you want to download.
  • Click on Download/Save to device.

We can't guess what did go wrong, but Google does not delete anything, so check at photos.google.com for the account used for backupping - check your settings in the app before.

PS: the Google Photos app does not store on Google Drive indeed, but people often talk about their space at Drive, while in reality it is their account space (15 GB for free) which can be used by for Gmail, Drive and Photos.

To remove pics from the phone gallery but retain the copies in Google Photos is relatively easy.
 
To do so, tap on the photo you want to remove & then slide up.
Below the photo, if you find the text "Delete from device", then tap on that. 
If not, the photo is not there on the cloud & you need to upload that first.
 
If you want to take the same action in bulk, use the option "Free up space". 
Then, the app backs up everything first & removes the originals from the device.
 
However, once the backup & sync is on, never delete the pics directly. Else, because of the sync action, you will lose both the one on the phone and the cloud at the same time.

This first step is critical. Google Photos doesn't let you change the time of individual frames in your GIF, nor does it really let you tweak anything during the creation process. As such, you'll need to plan ahead — unless, of course, you're okay with a GIF comprised of random photos flashing by with no particular connection.
To be clear, you can make a GIF out of any set of photos. But a good-looking GIF requires some forethought.
The best way to get a great GIF is to take a set of pictures in fairly rapid succession. Don't hit the shutter button as fast as you can because the GIF frames each occupy one second. Instead, take pictures roughly one second apart to time them with the frames of the GIF you'll create. And perhaps most importantly, stay stationary while you're taking the entire set so that the perspective doesn't jump around.
Step 2 Select Photos to Add to Your GIF
When you have your photos ready, the next step is really simple — just batch-select all of the pictures that you'd like to add as frames in your GIF. Keep in mind that the order you select the images in matters. The first image you select will be the first frame in your GIF, the second will be the second, and so on.
This is a great time to try out Google Photos' cool batch-selection gesture if you're not familiar with it. It works a lot like drawing a selection box around multiple items with your mouse on a computer. Just long-press the first image, then drag your finger (without picking it up) until all of the images in your sequence are selected.
 
Step 3Create Your GIF
With your pictures selected, tap the + button at the top of the screen, then a menu will emerge. Select "Animation" from this menu, then wait a few moments while your GIF is created. When it's done, you'll be greeted by your GIF, where you can easily share it using the share button at the bottom of the screen.
The end result is actually quite nice. Google applies a little image stabilization where it can, and the GIF loops endlessly like it should (none of that three times and out stuff you'll see with other GIF makers). The quality is decent and the file size is minimal, so it's a super-shareable GIF of your own creation!

If it really were physical folders you have created yourself, they should be selected and deleted in the Filemanager indeed.
