They are the same photos every time. I noticed some of them are "Live» photos but still not all. I tried giving an hour to one photo and still never managed to load.

First, I suggest you go through this article to understand the process.
When you delete a photo in Google Photos it will also be deleted from all synced devices. In practice that are only mobile devices (phones and tablets) since syncing with computers has been disabled. There are however ways to do this:
- Disable Backup and sync on the device
- Move the photo to a non-synced folder before you delete it from Google Photos.
- Once done, open the link https://photos.google.com through any browser on your phone, log into your Google Account & start deleting the unwanted pics.

Don't send them by text then -such media always ruïne pictures - even if they stay upright :-)
Just select a few, tap Share and choose the M at the bottom to start a new mail with these pictures attached. Or just share them to a person directly.

But if you are on modern Windows, you have access to OneDrive and if you install the Onedrive-app next to your Google app, it can be set to sync your new camera-pictures to your Windows-filemanager directly and from they can be dragged manually into your own folders. That also prevent cluttering in the OneDrive cloud - just temporary and then you always will have enough free space up to 5 GB.
If not on Windows, you can do the same with Dropbox, but then you also need the Dropbox app on your computer. That's tiny.

To reduce the photo size, you can do so through these two options in Google Photos.
- Upload the picture in high quality. That will produce some size reduction.
- Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.
Once installed, the editor in Google Photos shows that option through "More".
In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%
A combination of both options would resize the file to the desired number.

Suggested books always are about a fairly recent period, like Winter 2021.
So these photos should be in your stream on the Photos-page of the app in that period. If you pinch two fingers together on the screen, you can go to monthview for a better overview and there is a calendar at the right border.

PS: you may have archived these pictures for some unusual reason, but then they can be seen on the Library-page of the app under the Archive-button. Also sorted on date.
