If you are logged-in into the Photos-app with the same account as used for viewing photos.google.com in the browser on your desktop, these pictures should become visible also - but that can take a while.

But you should not expect that they are downloaded into the local memory of the resetted phone.

It never is clear what people know already.

Best to reset the app then:

Select use without account under the small circle.
Close all apps and restart the phone.
If you have good wifi for at least an hour, start the app and log-in as usual, but don't switch-on backupping yet.
Wait and see if the app got filled in the usual way.
If ready, shoot a testpicture and switch-on the backup with your usual settings.

Yeah the app backs up as usual the new pictures. And everything opens normally on my other pixel and on the desktop. And it's not reliable because i would be out and in need of an old pic and i don't have my laptop on me.

You did no tell that the problem was with a Pixel. But then you also can ask the Pixel-community what can be the cause after resetting. Maybe that action has disturbed more then you could imagine.

PS: as said you always can view photos.google.com in the Chromebrowser of that Pixel when you need to download some old picture.

When you delete a photo in Google Photos it will also be deleted from all synced devices. In practice that are only mobile devices (phones and tablets) since syncing with computers has been disabled.

There are however ways to do this:

Disable Backup and sync on the device
Delete or disable the Google Photos app if you can or Move the photo to a non-synced folder before you delete it from Google Photos.
Once done, open the link https://photos.google.com through any browser on your phone, log into your Google Account & start deleting the unwanted pics.

If you have uploaded photos on google photos and deleted it please take a look at the below info.

Following is text from the official Google Photos Help page about deleting and restoring photos and videos:

Restore photos & videos
If you deleted an item and want it back, check your trash to see if it’s there.
On your Android phone or tablet, open the Google Photos app .
At the bottom, tap Library Trash .
Touch and hold the photo or video you want to restore.
At the bottom, tap Restore. The photo or video will be back:
In your phone’s gallery app
In your Google Photos library
In any albums it was in
If the item is not in your trash, it may be permanently deleted.

Important:
If you delete a photo or video that’s backed up in Google Photos, it will stay in your trash for 60 days.
If you delete an item from your Android device without it being backed up, it will stay in your trash for 60 days.
If you see a photo or video in Google Photos that you think you deleted, it might be on a removable memory card. To delete it, use your device’s gallery app.
Empty your trash

Don't see the photo or video?

When you attempt to manually empty the trash bin in Google Photos, a warning message box appears that explains you are about to permanently delete those pictures and videos. If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.

If you deleted pictures or videos that were not previously backed up to your account through the Google Photos app, then unfortunately there's nothing that Google or any of the volunteers in this Help Community can do to recover them.

Files that existed only on your phone, ones that were never uploaded to the cloud, cannot be recovered or restored by a cloud storage service. Simply put, Google can't help you recover files it never had in the first place.

Only if you choose the High Quality backup setting: then all files will get compressed somewhat and not counted for taking storage although they still take a lot.

PS: on iPhone you have a misleading setting which also compressed pictures into heic-files. As far as I know, such files will stay untouched by Google (no further compression), but you still need the HQ setting for having zero storage count at Google for Photos only. Drive and Gmail will use full storage (if used).

And in one or two years you may need to upgrade to 2000 GB (2 TB).

You can use about twice as less space if you switch to storage saver quality for all upload thereafter.

Nevertheless, you can follow these steps to make a collage.

You can find the deleted photo, only when you enabled the sync between your gallery and Google Photos in Google Photos app.

If you have turned on face grouping, you can see if the image can be located that way.

To unhide the face that you have hidden earlier, please tap on the option view all.

Next, tap the three dots at the top right corner & then the option Hide or unhide.

That will show some faces with an icon of eye and a slash across that.

That means, that profile is hidden.

Tap on that eye once & that will unhide the profile.

Photos uploaded at high quality before June 1 2021, Will not count towards your Google account storage.

If you have uploaded photos at original quality it will count towards your storage even if it's before June 1 2021,

Any photos uploaded on Google photos at any quality after June 1 2021 will count towards your Google account storage.

Google account storage is not just photos storage it can be of Google drive, Google photos , Gmail etc they all count in 15gb storage.

please see to it that you're on the same google account which was used to upload the photos?

Look at the archive and trash folder in google photos.

Photos uploaded after 1st June 2021 will count towards your storage at any quality.

That's not what I expect: a photo should only upload again when something was changed (edited - data added or modified).

Yes, they are showing in my Google Photos on my phone. But they are not showing in Google Photos on the website. Same account.

It's as if the website needs to refresh and doesn't. So I upload to the account and when I do there are now 2 of the same photos and videos I needed, like I said, which takes up space. It's incredibly frustrating.

Did you try another browser, like Chrome or Edge instead Firefox?????

Just guessing because it is a mystery.

PS: be aware that the app always shows the pictures on phone without almost any guarantee that they all were stored at Google unless you see "Backup complete" under your profilecircle.

Check your internet connection (mobile data).
Close the Google Photos app and re-launch it.
Sign out and sign back in to Google Photos with the same Google Account.
Clear App data:

Open your device's Settings app (not the Google Settings app).
Touch Apps.
Select Google Photos in the list.
Touch Clear data.

Update the Google Photos app on your Android phone:

Visit the Google Play Store.
Open Google Photos.
Touch on Update.
