  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

Once we include a folder in backup & sync, the app backs up the entire folder without any exception.
Do you find a cloud symbol with a slash on the folders you think aren't getting backed up?
 
Here is a screenshot of how the cloud symbol looks.
 

If not, the app is already backing up everything from the folder.
 
However, if you find the symbol, tap to open the folder & then move the slider in front of the text "Backup & sync". Then, app will backup the entire folder.

Archive is empty on both phone and desktop and so is trash. These photos are not in there.

I received a notification that I was running out of space on my Google account. I went on GMAIL and deleted some email. I went to Google Photos and deleted videos and pictures. A notification popped up that the files were too big, so I chose DELETE PERMANENTLY.

For some reason, the files got wiped out even from my phone, when I used Google Photos. I was assuming that they'd only get deleted from Google Photos, and not from my phone.

Will I still recover those? Can't Google do anything?

Nobody can do anything anymore because you have deleted them permanently.  
You had the additional problem that the files that you have deleted were to big together for the trash (maybe due to one single 4K video) and thereby you were pressed to delete them permanently. Hélas. 
 
But you should have deleted them at Google on photos.google.com with the backup switched-off to prevent deletions of local files also. And how could you have known that - thus bad design. 
 
This forum is run by volonteers, so you should send an angry feedback via your profile top right in the app. They will reply with "Thank you" and we only may hope that they learn from such drama's.

As for the 30% they provided jason file to be honest  from  mid 2019  to 2021 march .my photos aren't  available  as  for now & I  can't get photos converted  into jpg . Welcome to the Google Photos Help Community.

As you've mentioned that you've deleted the photo from your phone gallery, it looks like the photos and videos didn't backed up properly to your Google Photos account. Could you please check if you're able to see the photos and videos on web (photos.google.com)? If not, please check for the following things:

1. Can you see them via Picasa?
2. Are they in the trash?
3. Check the Assistant for the status of your backups.
4. Ensure you are logged in to the correct Google account.

If they are still missing, then unfortunately there isn't a way to retrieve them. Going forward, I'd suggest deleting the photos and the videos using the Google Photos Free up Space option to avoid any data loss as it is the best way to remove a backed-up video/image from your phone, leaving it in the cloud, and this will only delete the files which are backed up completely on Google Photos. To do so, please follow the steps from "Free up space on your phone" help center article. 

Also, try checking your backup status on your phone and check if you're able to see the photos and videos on web (photos.google.com) before you delete them on your phone:
  1. Open the Google Photos app on your mobile device .
  2. At the top left, touch the menu icon  > Assistant.
  3. Read the first card. If it says:
    • "Waiting for connection" or "Waiting for Wi-Fi": You need to either change your settings or connect to a Wi-Fi or mobile network. Touch the card to change your settings.
    • "Back up & sync is off": Touch "TURN ON" on the card to back up your device's photos and videos, including ones you capture in the future.
    • "A photo or video was skipped": A photo or video on your mobile device doesn't meet our upload requirements:
      • Photos can't exceed 75MB or 100 megapixels
      • Videos can't exceed 10GB
    • "Backing up photos" or "Backup complete": This means your photos and videos should be saved.
Just a heads up: Photos and videos that aren't backed up will have this cloud icon  or circular-arrow icon based on the version of Google Photos App on your phone.

If you're using the trashcan icon to delete - that's what it does - deletes from everywhere. To delete from device only, swipe up on the photo and choose delete from device. For multiple photos, select them, then tap 3-dot menu and choose Delete from device.

3. Items deleted from your YouTube Channel can not be recovered.

Windows 7 is fairly outdated. 
Open photos.google.com in the incognito-window in order to bypass any vextension and try again - also for some normal pictures without watermarks at the bottom.

The old ones will stay at original quality unless you apply the Recover storage button on photos.google.com/settings and then wait a day. Because most will have been uploaded before June 1, they will not count anymore, so you will gain a lot of storage space without lossing too much quality.

When making suggestions for new features/improvements, the quickest way (and recommended best practice) is to use the 'Send Feedback' link from within the product itself as that goes straight to the developers to alert them of requested additions or changes to the platform.

I do not know why you did not answer my question. 
Before suggesting anything, i asked if it is possible to disable photos uploading and upload videos only.
Is it possible?

That's simply not possible and not logical either, because videos take much more space on phone and at Google then photos. So a switch to exclude videos would be more logical. 
So there is no solution unless by swithing-off autobackup and then select the videos your want to backup. 
I don't think you will find any cloudservice with the option videos only.

@rinus, maybe it is not possible now, but it is definitely logical. 
If your target was the space, yes definitely photos does not take much space like videos, but my target is different, i am organizing my environment in a different way. So, the feature of disabling photos is very useful.
But since it is not logic to customize things as per person, i did not want to suggest this as a feedback directly, and to know the opinion of the others first. If other people found this useful like me, then we will suggested. 
@Andrew, i really appreciate your return, and i did like your flexibility about suggesting this feature as a future possibility.

But instead of waiting on Google because we never get any insight in their future plans based on the numbers of feedbacks on a certain feature, the only possibility now is to manually select what you will backup. Or just autobackup all and hide the photos by archiving them - then they still are backupped, but don't disturb your mainstream.

Hundreds of Random videos and photos have been DELETED from my google photos!!! I checked my trash and it is empty.  I was  able to access then 2 weeks ago so it is within the 60 day period they remain in trash.  I have checked archive, other devices.  I know they are out there.  Even if I am told they are "permanently" deleted, I know they are out there.  Nothing is ever "gone".  I need these photos they are of my son all of the way back to when he was an infant.  Also, the deleted photos are random...not a group from a consecutive time frame.  Someone needs to help me.  I know there is a way.  PLEASE  I DID NOT DO THIS

If you deleted an item and want it back, check your trash to see if it’s there.
If the item is not in your trash, it may be permanently deleted and cannot be recovered.
Steps to recover deleted photos from Trash are as follows:
  1. On your Android phone or tablet, open the Google Photos app .
  2. And check the Trash .
  3. Click Restore
