That can be done in the Photos-app on your new phone when you add the account used on your old phone under your profile. Then you can view what was stored safely at Google. 
But you can't see which pictures on the old phone were not stored at Google for some reason. 
Just accept that because further actions are quite difficult.

You can't undo the free up space action.
However, you can get back the pics to your gallery through either of the steps mentioned below.
 
To bring back the pics to your phone's gallery, either, you can download photos one by one. Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/;
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.

That is a strange action, because normally backup is on constantly and automatically works in background when having good wifi and then you will see a ready flag at your profile circle. 
Did you ever have checked what you really have in Google cloud (photos.google.com)?

Are these look-alikes also seen in Google cloud (photos.google.com)? 
Looks if you have set your camera on creating so-called burst shots if you hold the shutter a bit too long pressed. Professionals seem to like that :-)
The Google Files app seems to have a duplicate detector, but for local files only. 
But that does not work for the cloud.

I recommend sending this to our product team directly. Here's how you can do so:
  1. Open Google Photos and make sure you're signed in.
  2. In the top left, click Menu.
  3. Click Send feedback.
  4. Click Submit.
Here's a help article you can refer to - Steps to send us feedback. However, you can try downloading them from photos.google.com on a computer (Eg: Windows) to an external device by selecting the storage preference before initiating the download.

It's generally not a good idea to directly share video files with messaging or texting apps such as WhatsApp because the movies may be compressed and take lots of space and bandwidth.

It's better to share such media by link as this help page explains in section "Send a link or share to other apps" https://support.google.com/photos/answer/6131416?co=GENIE.Platform%3DAndroid&oco=1 This works by creating a link you can send with any messaging or email app. When the recipients click the link, they can access and play the media at the full resolution and quality.

I have exactly the same, for about 10 persons. My wife too, on her account. It happened 3 weeks ago, and nothing has changed since then. Coincidence or not, I observed this after I corrected some pictures (luminosity, etc.) Cancelling the modifications didn't solve the problem. The problem affects only the persons belonging the set of photos I modified. Same on my wife's account.

No photos from before May 31 are supposed to count towards our free 15 GB of storage. I've taken maybe 25 photos since June 1 yet it shows I am using 2.5 GB of my free storage. There is no way my photos that I've taken this month should be anywhere near 2.5 GB. So it seems like Google just randomly gobbled  up a bunch of my free storage so I would not have the full 15 GB. available when they started counting fresh on June 1.  My partner has  the same issue with his Google account. Anyone else having this issue. Of course you can't contact Google to ask what is actually taking up 2.5 GB of storage. Seems pretty fishy to me.

Head over to https://photos.google.com/quotamanagement  This should give a clue on where the storage is being used. Large photos and videos >5MB are listed and can be reviewed.
 
Storage may be reduced by going to https://photos.google.com/settings and using the Recover storage option.
 
If you need to subscribe to Google One you can Create a family group then share the storage between members and it can be used in addition to their own 15GB
 
Review backup settings on Mobile
  1. Open Google Photos .
  2. At the top right, tap your account profile photo or initial  Photos settings .
  3. Tap Back up & sync.
  4. Check your settings:
    • Back up & sync: Make sure "Back up & sync" is turned on.
Review your upload size to the web
  1. On your computer, open photos.google.com/settings.
  2. Select High quality or Original quality for future uploads.
Review backup settings for the Backup and Sync computer app
  1. On your computer, download and install Backup and Sync.
  2. Sign in to the Google Account that you use for Google Photos.
  3. Select to back up only photos or videos, or all files.
  4. Select any folders you want to back up.
  5. Under “Photo & video upload size,” select your upload size
