That sound very unlikely unless they never have been backupped really for some reason because seeing your local photos in the app does not say anything about their copies at Google. 
Did you change your backupsetting to another account and quality choice? 
Please check on photos.google.com in the Chromebrowser and log-in with the account used in that setting. 
And check your space usage at one.google.com/storage for that account.

First, switch off the backup for time being.
Then please look for some high-speed network through FTTH broadband etc. & then scroll through all the photos till you reach the bottom.
Once done, then switch on back up and sync. 
After the backup is complete, then you can switch back to your regular ISP.

I suggest you clear the cached & stored data of the Google Photos app & then reinstall the app.
You can do that through these steps.
  • On your Android phone, open the Settings.
  • Tap Apps and notifications.
  • Tap Show all apps.
  • Tap Google Photos.
  • Tap Storage and cache.
  • Tap Clear storage.
  • Next, uninstall the Google Photos app. 
  • Power off the phone & then restart.
  • Install the latest version of the Google Photos app through the Play Store.
Log into your profile & see whether that helps to overcome the current

First, I suggested you to check the download & upload speeds through your phone. Can you provide those details?
 
Clearing the stored data removes the thumbnails. However, nothing happens to the photos stored on the cloud. Also, the app regenerates the cache in no time.
 
Nevertheless, can you please specify the following details for your device?
 
Make & model of the phone
Android version & security patch version
Name & Version of the modified OS installed by the manufacturer of your phone.
Google Photos app version
Free memory available on your phone.
 
Further, are you using any of the following?
Data saver?
Battery saver or super battery saver?
Any file cleaner app running in background?
Any malware scanner running in background?
Have you put limits on the data used by Google Photos app?
Please inform.

Thanks for posting in the Google Photos Help Forum.

If your SD card photos are stored in some folders in your Android device, you can simply back up those folders to Google Photos. Here's how you can do so:

To back up device folder:
  • Open Google Photos app.
  • Go to the More option (three horizontal lines icon).
  • Go to Settings.
  • Go to 'Back up & sync' option.
  • Go to 'Back up device folder'.
  • Tap Back up device folders and select the folders (to enable) you want to back up.
Folders can include:
  • Photos you've downloaded.
  • Screenshots you've taken.
  • Photos saved by other apps (Facebook Messenger, WhatsApp, etc).
The Google Photos app never has uploaded folders, but just their contents only. And of course you can create albums from that pile and those albums will be visible on https://photos.google.com/albums in the browser of your laptop as well.

Google Photos will not recreate your device albums as Albums, though it should back up the images in those device albums if the images are in a monitored locations on your device. On a laptop or device other than the one that captured the images, open a browser to photos.google.com and sign in to the same account that the capture device uses. If the images are there (not the device albums, but the images within them) and appear in reverse chronological order of date taken then Google Photos is working as designed.

Do you mean to say that all the photo albums I carefully made on my phone are not preserved as such when I do a Google Photos backup and sync? It is of absolutely no use for me to have a chronological pile of photos in Google Photos on my computer. That's why I made albums! I have a problem that google will recognize one face as another one. usually,it's not a problem cause I can simply change the face tag manually by clickingthe pencil icon and selecting the right person.
HOWEVER, in some images (recently it increased to maybe 1 every 5 photos)google will Incorrectly decide for me who that person is without being able tochange it.

For example: In multiple similar images of person A it will recognizeas person B, but only for some of them I will have the option to manuallychange the tag and select the right person.

The problem is the same on Android and on Web with no differentif the images were uploaded at the same time or not.

I would be incredibly grateful if someone could help me!

I rapidly went through a number of photos, and indeed: I found two photos where a face is correctly detected and grouped, but has no option to edit. I took 20 that day with the same camera, and all others where a face is  detected do have the edit option. I could easily find a few more. 
All I can do is escalate the issue. Do not expect a reply or change soon. I will post here when there is an update.

You may have uploaded Original size photos which do count.
 
Head over to https://photos.google.com/quotamanagement  This should give a clue on where the storage is being used. Large photos and videos >5MB are listed and can be reviewed.
 
Storage may be reduced by going to https://photos.google.com/settings and using the Recover storage option.
 
If you need to subscribe to Google One you can Create a family group then share the storage between members and it can be used in addition to their own 15GB
 
Review backup settings on Mobile
  1. Open Google Photos .
  2. At the top right, tap your account profile photo or initial  Photos settings .
  3. Tap Back up & sync.
  4. Check your settings:
    • Back up & sync: Make sure "Back up & sync" is turned on.
Review your upload size to the web
  1. On your computer, open photos.google.com/settings.

The Google Photos app does not contain any photos and seeing them in the app does not mean they are backed up. You are just seeing the device/gallery copy and deleting them deletes the device/gallery copy.
 
Photos actually uploaded to Google Photos can only be seen at the Google Photos Backup location - Tap here and you can delete them here if backup is turned off.

  1. Check the app trash to make sure there are no photos and videos mistakenly deleted
    • Empty the trash
  2. tap the account icon at the top right
  3. tap your email address and select Use without an account 
  4. Power down/up or restart the device
  5. sign in again making sure you are using the correct email
  6. Do not turn on Backup & sync
  7. Wait until Getting photos has finished
Go to the Photos tab and tap to open the latest photo and look at the top right to see if there is a cloud icon indicating the photo or video is not backed up. If the cloud icon is present tap it to Backup the photo or video.
 
If that works, stroke from the right to check all other photos and hopefully the culprits will be found. Large videos are the worst offenders along with large numbers on SD cards
 
You can also pinch the screen to show and then select a month of photos and use the 3 dot option to Backup now. This will not upload already backed up photos. Selecting the month and the absence of the 3 dot option to Backup indicates there are no candidates in that month.
 
Once all months are clear, tap the account icon; Photos settings; Backup & sync; turn on, checking the settings are correct and using the correct email account.

Strange action if you don't want them on the platform. 
But Google Photos is no platform - it is your personal cloud for safety and sharing - not a public one. 
However: if you are talking about "multiple albums" at Google, you only need to remove the new pictures from the mainstream starting at June 1. 
However: deleting in the app will delete your local originals primarily, so you have caused a problem and why: just for being afraid that you may need to start paying 20 dollars per year for more storage somewhere in 2022?? 
Come back to explain your strange ideas.

Thanks for responding. 
To answer your questions and clarify my upload process a bit: 
I take and store photos for a unique event in a unique folder on my local HDD. My current library is approaching 2TB. These are DSLR or Compact camera photos. 
That was before mobile cameras were any good and I always had my digital camera with me. These "Camera" photos remain on my HDD and any new Camera photos are still saved via Lightroom to a HDD. 
My "Mobile" photos (taken by mobile device) are however backed up to Google Photos in high quality since about 2013. I don't import those via Lightroom to HDD storage (backed up to a different HDD though periodically). 
I always wanted to transfer a collection of my Camera photos from HDD to Google Photos storage just so that I have a running visual timeline of my events accessible via the cloud. These don't need to be on Google Photos for backup purposes, just so that I can see a small collection of them on my phone. E.g. I might go to a race event and take 1000 photos. I don't want all of those on Google Photos, just a few of the better ones. 

I should have started the sorting, preparation and transfer months ago, but alas that is but one of my flaws. So a few days before June 1, I started uploading en-masse with the view of deleting what I didn't want later. Yes, this was to capitalise on the free storage still available. I created a new Google Photo Album, transferred all the photos from one HDD event folder to that album and then created another album for the next folder and so on. The uploads started to que. 

In that process, the queued uploads rolled on past June 1 and then started to count towards my storage limit. 

I thought that each photo in my personal cloud would be easily identifiable as either counting or not counting towards my storage and I could prioritise deleting those photos. I didn't want to waste time deleting photos that don't count towards paid storage. I could do that later if required. 

The photos don't have an upload date recorded so I cant identify them via upload date in the info section.

I have no issue with deleting from Google Photos as they are not linked to my originals on my HDD. 

With respect to paying $20 per year, that will most likely happen in due course as it serves as a backup for my mobile device. I am still deciding between Synology and Google Photos though and thus didn't want to commit just yet. Google is the easy thing to do though. 

If there is a way to identify which photos count towards storage and which don't, that would be great.

Good afternoon. All of the pictures you have uploaded to Google Photos are private and cannot be seen by the public or anybody else.
 
They will remain private and visible only to you unless you specifically, intentionally, and manually choose to share your pictures with other people. So, none of the pictures in your Google Photos library will be displayed without your knowledge and consent. 
 
Also, you can stop sharing pictures at any time by removing the shared albums.

I confirm everything Greg said, but maybe good to add: as soon as you share photos with others they can easily add these photos to their own Google Photos library (literally one click),  or download the photos. Thus turning off the sharing option does not not really help. You must trust the ones you share with, and never share sensitive photos.

That's all but it not clear what Wenona means with "being displayed on my Google account". 
Because as far as I am aware there is no public Google-account page anymore since G+ is closed. 
Unless for people having G+ for work perhaps.

Thanks for posting in the Google Photos Help Forum.

Could you please elaborate the issue or your query for me to assist you better? Are the photos from the device camera folder or from the Google Photos library? If it is from Google Photos, it can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

However, if you're sure they were backed up, I recommend you looking for your video here:

If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.
