I keep getting a pop-up saying " device memory too low to perform action.  Basically, all the photos of a truck I want to upload to Craigslist are 1mb+ and I think that's too big to upload.  I've already cropped them down as far as possible.  It's not a memory problem or cookies/cache problem or browser problem.

If you deleted an item and want it back, check your trash to see if it’s there.
  1. On your Android phone or tablet, open the Google Photos app .
  2. And check the Trash .

If the item is not in your trash, it may be permanently deleted and cannot be recovered.
You may also try to get professional help, but sorry to say Google cannot do anything about it.

It was my understanding that Google was counting only photos taken AFTER June 1 against the cap. No way I have filled that up already. My Google photos has been unable to backup since mid May. Anybody know what I can do here before having to purchase storage?

You may have uploaded Original size photos which do, and always have counted.
 
The first thing to do is to reduce storage by going to https://photos.google.com/settings and using the Recover storage option.
 
If you need to subscribe to Google One you can Create a family group then share the storage between members and it can be used in addition to their own 15GB
 
Review backup settings on Mobile
  1. Open Google Photos .
  2. At the top right, tap your account profile photo or initial  Photos settings .
  3. Tap Back up & sync.
  4. Check your settings:
    • Back up & sync: Make sure "Back up & sync" is turned on.
Review your upload size to the web
  1. On your computer, open photos.google.com/settings.
  2. Select High quality or Original quality for future uploads.
Review backup settings for the Backup and Sync computer app
  1. On your computer, download and install Backup and Sync.
  2. Sign in to the Google Account that you use for Google Photos.
  3. Select to back up only photos or videos, or all files.
  4. Select any folders you want to back up.
  5. Under “Photo & video upload size,” select your upload size

I am GUESSING, it is one of the following reasons:
  • It really is something else (Gmail or Google Drive) taking up your space quota, or
  • You had your Backup and sync setting on "Original quality", or
  • That sometimes the ~Time to Free up space~ message is a little vague and it is possible to misinterpret.
Whatever the reason, the first step is to figure out how much space is really being consumed, and what it is being consumed by.  You should be able to see that here (and that should lead you in the correct direction):  https://one.google.com/storage

Before wiping my old iPhone 8 Plus, I backed up all my pictures to google photos. I then wiped the phone and was able to view all pictures from my old phone on my new iPhone 12 pro. Photos were backed up in late January, and were still visible on March 16 and later, see screenshot evidence. At some point in the past few months I opened the app and all my photos from my old device were gone, except those I had downloaded to my new device between January and March that were locally stored. The photo pictured in the screenshot is completely missing from my library along with everything else. Additionally, all my labeled people / contacts in the app were erased, photos are still grouped but the names have been removed and the profile pictures changed, as if I never grouped them in the first place. I didn't delete any photos or enable clean up / declutter. Also pics could not have been in the trash as evidenced by that picture still being used as my grouped photo profile picture on March 16th. What happened?

Methods tried:

- archived checked, nothing is there
- bin checked, nothing there
- browser version of google photos accessed, exact same thing
- checked backup account, exact same thing

If anyone knows what's going on or has experienced the same thing please get in touch.

What a pain. 
But you are saying something strange: "checked backup account, exact same thing". 
Do you have more then one Gmail-account then? 

Because what you see in the app, is what actually is on your new phone from start and below that is in cloud if you are logged-in under your profile-circle with the same account as used in the backup-settings of the Google-app on your old phone. 
And the account used in your actual backupsettings determine determine to which cloud the new picture are copied now. 

That's all what I say about - no Google here, just other users.

Hi Rinus, yes I'm referring to my other gmail account, all new photos go from my main account and then are backed up there now. The first backup was from my old phone to my main account, now my main account is also backed up to my other gmail account. Hope that clarifies!

That clarifies nothing Andrea.
Old photos backupped to account A, can be viewed when the new app is logged-in with account A only.
New pictures always can be viewed independant of any account because they still are on phone, but if the backup is set on account B, they only can viewed at photos.google.com with account B. But you don't see the pictures from account A there unless you log-in with account A. 
You never can see both accounts together unless they are coupled like partners and B automatically has saved all old pictures from A.  
 
Please check your space at one.google.com/storage for both accounts if there are any problems. But Google never removes any pictures without serious warnings in your Gmail-app.

Not needed at all because you never can send a videofile per mail unless it is an extremely short shot. 
If you can see the video in the Google Photos app, just select and tap the Share-icon (lying V) and then select your Mail-app (probably the M) at the bottom. Then you get the option to send the video as a link and then a new mailmessage will appear with that link inserted. 
Juts tell the other side that they should not be afraid to open that link, because Google Photos is private. 
And they can download the video via the 3 dots.

Just security, because deleting in Google Photos also will delete your local originals - so you may end-up with nothing because most people also empty their trash and that was their last resort for 60 days. 
But use the feedback option in the app (under your profile) to complain straight at Google, because we can't change Android-11 design.

Google offers more storage space if needed in future - they don't press you to update - it just is an advise in case. 
So it merely depends on your own preference if you prefer to go on with backupping in original quality then in storage saver quality (still "high"). Or not backup at Google at all, but on your own computer only. 
But sharing some pictures with mom does not cost anything. 
Check your situation at one.google.com/storage and log-in with the account used in the app.

With the Pixel4XL, I recorded a video using the slow motion feature. I pulled the two white marlers to adjust where I want the slow motion applied. 
I heard pressing the white back button in the Google Photos app saves the slow motion configuration, so I did that.
Whenever I export the video to my PC via USB tether or creating a shared link, both attempts result in my entire video being slow mo'ed as opposed to keeping the configurations I had set.
I've read countless of complaints about the slow motion feature with no happy conclusion from anyone.
Is there a way to keep my configurations? Also, is there a way to disable slow motion so it can export as a regular video?

Recently, the file naming scheme for my photos changed. It used to be date and time per local time zone. Now it is date and time by UTC. Therefore, pictures taken later in the day have a filename with the date of the following day.  This is very annoying for sorting photos, since I usually sort them by day, and now half my photos have the wrong day.

Probably you have switched-off location in your camera-settings - Google Photos has no influence on this and Google Photos does not sort on filenumbers, but on date & time & timezone.

Hi, to clarify, I am talking about file names, not EXIF data.  The linked thread does match my complaint.

The file names are not arbitrary, they represent a date and time.  It used to represent local time, now it represents UTC time (different by 7 hrs for me).  I have 20 years of photos on my computer sorted by date into folders.  The easiest / fastest way to sort is by filename, if it has the correct date / time.

Videos on google photos play correctly but after downloading to the Windows 7 computer, they are playing sideways.  I can't find a setting to change.  I can't find rotate on videos as a selection.

Thanks for your suggestions. I signed out and signed in to Google Photos. I tried another browser, IE, same results.  I tried incognito window, same results.  I totally suspect my phone.  It went through an OS update a couple of weeks ago and that is when the problem started.  The camera app was updated and I tested it to see if I hold my phone now in the horizontal position when I film a video, the video will download in the correct vertical view.  I have always held my phone in a vertical position when I take pictures or film video and the downloads have always come in vertical.  I have videos from Easter before the OS update that are correct and every video after the OS update is sideways.  I worked for hours yesterday with Motorola Support with no improvement.  I will hold my phone horizontal from now on which is not the most comfortable position for me as I have small hands, but I want my videos to download correctly on my computer as I burn DVD's.  

I finally found that if I use ArcSoftMedia Impression Media player for videos  on my computer, it does have a function to rotate a video and I have to save it again with a different name as it won't overwrite the previously saved video.  So to fix the videos that I have downloaded sideways, I will have to do this for each one.  I probably have about 20 that I will have to fix.   It was just frustrating that the camera app changed on me without warning and Motorola seemed inept in figuring out how to fix.  At least I can move forward.  Thanks again for your help.

It is a real lapse of judgement for Google to leave this basic function out of google photos! How difficult could this be???  There are numerous posts from customers complaining about this.  Shame!

I have this same problem with photos. I take the picture with a phone then upload them to google photos so I can then download them to a computer. All are turned sideways. I'm going to have to stop using google photos until this is fixed.

This has nothing to do with Google Photos, apart from the fact it has a versatile editor to make the picture somewhat darker, 
But you have 3 flash options on top: off - automatic - on - so use the automatic option - that will adjust the brightness automatically or just does not flash at all. 
You can do more because flashed pictures has been ugly for hundred years already.
