The desktop Backup and Sync is a Google Drive maintained product with the option to upload photos to Google Photos and we have little experience about the design concepts used.
 
However, from experience it looks like if a photo is already anywhere in Google Drive or Google Drive trash then it will be skipped as already uploaded. Renaming doesn't affect this decision, it is on file contents only.
 
Unfortunately I can't answer 'why'

I am astonished that basic information is nowhere to find. Why can't Google write down how it checks for duplicates?

Regarding the criteria, I checked some cases.

same photo, same name => no upload
same photo, different name => no upload
resave with software 1 (Shotwell Viewer) => no upload
re"save" with different extension with software 1 => upload
export with software 2 (GIMP) but same extension => upload
cropped photo with the same name => upload

Something else which also bothers me a lot is that it says uploaded 1 photo even if it didn't upload the photo.

To my knowledge/experience any change to the file (except the file name) will lead to a new upload. Also a change in the metadata is seen as a change. Some software leaves a trace in the metadata, resulting in a new upload, even when the image itself is unaffected, other software may not do that. Cropping and saving with a different does affect the photo file, thus also leads to a new upload.

Actually, I am disappointed that such a big company cannot make a simple and good product.

Example: I have a folder with 199 photos/videos which I want to upload (at least the photos which are not yet uploaded).
After clicking upload, the upload window says, it will upload 198 photos/videos. No information what is going on with the missing one.
After it finished uploading, it said it has uploaded 196 files. So, why 196 instead of 199/198???

Not that it has actually uploaded these many - most were already there.

Why is Google not capable to correctly list up which files were uploaded/were not uploaded?

I am not the boss there and in general these guys are much too young to be able to design as comfortable as the elderly Picasa-engineers before 2016 :-)
Besides: backup & sync is a Drive-product mainly with no good ideas how to aid organising in Google Photos because the syncing with Drive is seen as your main backup and Photos just is additional showbusiness. 
 
But there is a log in the app which shows which files are rejected, so I don't understand your critics. 
Below you see such a log (in Dutch):  
 
 
It says that one file is rejected and that was a hidden file common in old Picasa-folders. I have no other examples, but in general it will be files that are not compatible with Photos or Photos does see it as a duplicate. 
 
And as far as I remember (but Jan will know better): also when uploading straight into the browser, you will get a report if some files are rejected.

Google engineers are blind, but you can't prevent automatic intelligence unless by switching-off as much Memories and Facegrouping in the settings under your profile. 
Maybe archiving these sensitive picture also helps to prevent accidental viewing when you show pictures to other people around. And your phone should be pincoded.

That only applies to pictures you are publishing on public media managed by Google, like Google Sites and Youtube. But Google Photos is no public media and they never will inform you for using random images for ongoing anonymous scientific research.

You can add a person through the following steps.
 
Tap to open the photo which contains unidentified faces & then slide up or tap the three dots.
If the app had failed to include some faces in that picture, then you will see a prompt "XX faces available to add".
 
Tap the edit icon at the extreme right edge. 
 
That will show identified faces in square boxes & their thumbnails at the bottom.
Tap on the + sign on each thumbnail. 
Then the app will show you all the identified faces till that time.
You can select the right one.
 
If not, tap the + sign at the top right corner of the screen.
That would create a new grouping altogether.
 
Once created, the app may take some time to bring all the related pictures to this new grouping.
Otherwise, you can go through the collection & add the photos to the newly created group, manually, through the same steps as described above.

Could you please confirm if you're trying to restore some photos? If yes, please check if the photos are present in the Trash of Google Photos? If yes, please restore them through the below steps:
  • On your Android phone or tablet, open the Google Photos app .
  • At the top left, tap Menu.
  • Click on Trash.
  • Touch and hold the photo or video you want to recover.
  • At the bottom, tap Restore. The photo or video will be back:
    • In your phone.
    • Into the "Photos" section of the app.
    • Into any albums it was in.
But if you've already deleted the photos from the Trash from your Google Photos, there is no other way to restorethem. 

That being said, if you would like to see this feature implemented in the future, I recommend leaving feedback about it through the following steps:
  • Open Google Photos.
  • Click on Menu.
  • Select Send feedback.
  • Click on Send.
The product team reviews the feedback regularly and uses it to better improve the product overtime.

Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
 
When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos. 
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

Sometimes my photos get corrupted when uploading, with a strange rainbow glitch obscuring some portion of the photo. The photo on my phone is fine, but the version in Google Photos is corrupted. I've tried re-uploading the fine version, but this doesn't change anything in Photos.

The only thing that I've found that works is making a slight change to the original in my Camera app (like a very slight crop) and choosing "Save As Copy" so now I have two versions of the same photo on my phone. If the saved (slightly cropped) version uploads and shows fine in Google Photos I can then delete the glitched version, but this whole process is kind of a pain. Unless someone has a better workaround, I'm simply reporting this as something that Google itself should address.

I've noticed that this mainly happens with photos taken and tweaked while not at my home, so obviously they were corrupted during the cellular backup. But I feel that there should be some sort of check/confirm on Photos to make sure that the data uploaded matches the phone data.

In case you are wondering how to take a screenshot follow the steps below.
 
Try pressing and holding Power button and the volume down key.
 
If you have Google Assistant enabled, Just say "Ok Google, Take a screenshot" 
 
Or maybe just trigger Google Assistant and type "Take a screenshot"

  2. And check the Trash .

If the item is not in your trash, it may be permanently deleted and cannot be recovered.

I have been trying to download all my 15000 photos from google data archive - google photos down into my pc, however the photos' last modified dates has been changed to the date downloaded, why is this so and is there any way i can fix it?

Not clear what you mean with Google data-archive, but downloading correctly from https://photos.google.com does not skip the original dates unles these pictures never have had original dates like scanned prints. 
Correctly means downloading via the 3 dots - not from screen.

The composite image is perfect in iPhoto library.  

However, the original photo - not the finalized photoscan  image in google photos.  

The images in photoscan and iPhoto library the final.  

The image in google photos is original picture.

I only see the finalised (edited) scan in the Google app (a jpg-file with a sick number). 

But if you forget to edit, the Google app only will show the raw scan and that will not be replaced by the edited version later because Google tries to prevent files with the same metadata.

Because you still use old iPhoto, you also will have a normal All-in-one printer connected to your (old) Mac and it is much more comfortable to use the scanner at 300dpi for standard sized prints. Together with some after-editing in iPhoto you probably will get better results then from Photoscan.
