First, Gmail allows sending attachments up to 25 MB in size.
If your file is greater than 25 MB, Gmail automatically adds a Google Drive link in the email instead of including it as an attachment.
If you do not wish to do that and if you are storing the photo in its original size, Google Photos can convert that to High quality, thus reducing the file size.
However, If you wish for further size reduction, then that would be possible through the Snap seed editor. You can download that through the play store.
Once installed on your phone, you can reach there through Google Photos.
Start the editor & scroll the options above "Cancel" horizontally. Tap the last option "More" that will show "Snap Seed" as one of the options.
In the setting of Snap Seed, you can select image sizing from 4000 px to 800 px. Further, you can choose JPEG compression from 100% to 80%. A combination of both would result in the desired reduction in file size.

It looks like you've turned off face grouping from your Google Photos. If yes, I recommend turning on face grouping through the below steps:
- On your computer, go to photos.google.com/settings.
- Next to Group similar faces, click the Down arrow

- Turn on Face grouping.
If nothing helps, try replicating the issue on another device to see if it's the device hardware having issues.

Welcome to the Google Photos Community Support Forum & thanks for your query.
You will have to de-merge the persons manually, through these steps.
First, open the pic in which the person appears to be grouped wrongly.
Scroll up & there you will see the identified faces & pencil symbol near the edge. Tap that.
On the next screen, tap the - (Minus) sign appearing on that thumbnail picture.
Now the face will get removed from the grouping.
Complete this action on all the pictures that you think are wrong.
Now open the photo of the person once again.
Scroll up & see whether a suggestion appears "1 Face available to add".
Again tap the pencil symbol & tap the plus sign on the thumbnail picture.
Then, instead of selecting any of the available faces, tap the + sign at the top right corner.
That will create a new grouping.
Repeat the same process for the rest of all the pictures.

It is a difficult one this, Google Photos normally shows what third party apps make available without any problems.
Could you check the settings in WhatsApp
- 3 dot menu; Settings
- Storage and Data
- Media auto-downloaded When connected on WiFi is a typical setting and should show Photos
- OR back to
- 3 dot menu; Settings
- Chats
- Media visibility switched on
You could also install Gallery Go by Google Photos which gives a better view of folders on the device.

I do understand the inconvenience as your Google Photos is stuck. Therefore, I recommend trying the steps below in sequence, this may help in fixing the issue:
- Make sure your device is up-to-date.
- Make sure the App is up-to-date.
- Try restarting the App through the following steps:
- Go to your App Settings.
- Click stop on the afflicted App with the Force Stop button.
- Wait a few seconds to make sure the App has stopped processing, and then attempt to re-start it.
- Close the background running apps through the following steps:
- Go to your App Settings.
- Display the Active Apps on your device.
- Select the App you wish to close and Force Stop it.
- Repeat this step with all active Apps.
- Try clearing your App cache through the following steps:
- Tap the system Settings tab on the main screen of your device.
- Tap the General section of settings that is on the far right.
- Tap Storage in the General tab.
- Clear the cache data once storage calculates the data.
- Back out of the storage section.
- Tap Applications and find the application in question.
- Tap the application and clear the cache (if available).
- Clear the data for the application if there is no cache to clear.

I take some pictures on my Note 8 phone, I have Dropbox set to auto-upload my Note 8 camera roll to the Camera Roll folder in Dropbox. I have my Mac computer set up with SilentSifter, to watch the Dropbox Camera Uploads folder and pull down copies, sorting them into chronologic folders on my external hard drive (always attached - backed up wireless with TimeCapsule as well). I *USED TO* be able to count on Google's Back Up & Sync to constantly back up the chrono folders from the EHD, uploading them to Drive then further uploading them to Photos. I am a professional photo organizer and I love the multiple backup systems I had gotten quite used to. This was an entirely hands off approach - just the way I like it. I always want the end result to be that ALL my entire collection of photos are available in Google Photos, as it is my most used app for sharing, tagging, creating, enjoying etc. I also have a DSLR camera that I take the card out, plug it into my Mac, and use SilentSifter to automatically pull those pictures out and file them in the chrono folders within the EHD too; knowing they would soon join the rest of my collection in Drive and therefore Photos. To be honest, I don't even care about Drive, I was just using it as a throughway to Photos.
With these new changes, am I still set up ok to have this workflow work? What should I change if anything?

You don't mention Google Photos Backup & sync running in parallel with Dropbox on the Note 8
Desktop Backup and Sync is composed of two partitions
- Google Drive Sync under My Drive
- Google Photos Backup under Computers
If the Drive upload you refer to is Google Drive Sync with the option to sync photos from Google Drive to Google Photos enabled in Photos settings then the sync to Google Photos option stops under these changes.

I also have a DSLR camera that I take the card out, plug it into my Mac, and use SilentSifter to automatically pull those pictures out and file them in the chrono folders within the EHD too; knowing they would soon join the rest of my collection in Drive and therefore Photos. To be honest, I don't even care about Drive, I was just using it as a throughway to Photos.
You don't mention Google Photos Backup & sync running in parallel with Dropbox on the Note 8
Desktop Backup and Sync is composed of two partitions
- Google Drive Sync under My Drive
- Google Photos Backup under Computers
If the Drive upload you refer to is Google Drive Sync with the option to sync photos from Google Drive to Google Photos enabled in Photos settings then the sync to Google Photos option stops under these changes.
