If you install the Google One app there is a one time option to restore up to 200 most recent photos to the device. I say up to because after the Restore is finished there will be a maximum of 200 photos on the device including their use of the device's local storage space.
 
Unfortunately the local folder structure can not be restored.
 
There is no requirement to join Google One, the option is available to everyone and there are no tools available to restore more unless one by one by selecting the 3 dot option to Download while viewing photos.

Good afternoon. Can you please elaborate? More information will help to diagnose the problem and provide appropriate advice. 
 
For example:
Are all of your pictures missing? Or just some? 
Are you able to see your pictures on the Google Photos website? 
What mobile device have you been using? 
When did you first notice missing pictures? 
Did all of your pictures suddenly disappear at once, or did they disappear a few at a time? 
Have you made any recent changes to your Google Photos settings? 
Have you manually deleted any pictures from your phone's stock gallery app? 
Have you manually deleted any pictures from the Google Photos app? 
Etc.
 
The more information the better in cases like this. Once we have a clearer idea of what's been going on, hopefully we'll be able to provide some insight or advice.

Hello! I am contacting you as I have two google photos account: the first one, where I stored all my pictures for the last years. As I do not have any space left, I wanted to send these photos to another account. That is why I followed the tutorial on the website and "shared" them. Now, I would like to delete them from the first account. However, when I go on Google Photos of the second account , I see there is 0go storage occupied by photos! Please see Share your photos with a partner (Save your partner's photos) where it tells you that any photos you save from partner sharing won’t take up storage, unless your partner stops sharing their photos with you, or deletes the original copy. However there is currently a bug which prevents the storage being used in your account if the source account is disconnected. This may change any time in the future so if you suddenly see your storage jump it could mean they have fixed it.
 
If you have saved the photos and can see them in the library page @ photos.google.com then you can disconnect the partner share and they should stay in the second account.
 
There is no need to delete the photos, go to https://photos.google.com/settings and use the Recover storage button to reduce the storage to zero and leave them as a second backup.

As you have observed, unfortunately Google Photos only backs up the content of Device folders. 
 
You have an option to create a Google Photos album (see screenshot online)
 
New photos will not be automatically added, but at least the Album will be available to any other device you are signed in to and will survive the loss of the phone.

It is a difficult one this, Google Photos normally shows what third party apps make available without any problems. 
 
Could you check the settings in WhatsApp
  1. 3 dot menu; Settings
  2. Storage and Data
  3. Media auto-downloaded When connected on WiFi is a typical setting and should show Photos
    •  
    • OR back to
  1. 3 dot menu; Settings
  2. Chats
  3. Media visibility switched on
You could also install Gallery Go by Google Photos which gives a better view of folders on the device.

Have you deleted the photos from the year 2020 & the pics from Delhi clicked in the year 2021, by error?
Then you can recover that yourself if the action of deleting is not older than sixty days.

Tap the library option & there you will find a symbol of Bin at the top.
Tap that & you will find all the items there which were deleted recently.

However, if your action of deleting the photos has already crossed sixty days, then there is no way to get those back.

However, you may install to your Android device a deleted photo recovery app (be sure to pick one that doesn't require rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover.

Nevertheless, you will need the support of some person who has some experience in using such specialised software.

You can't avoid that because you should have had a separate account for work - of course. 
But it maybe possible (more comfortable on desktop in https://photos.google.com) to search for the name of the camera - see the infopanel if you move-up a singel picture a bit. 
And if you search for "Pixel 2" and you found that bunch, you may start selecting and archiving to hide these workpictures from direct viewing in your library. 
Will be a lot of work, but for new pictures, you can do that immediately.

You may be able to find them via a manual search.
Open Google Photos and in the search field search by the exact term: Google Pixel 3a
The search results should show only those images taken with your Pixel 3a
I don't have a Pixel 2 to test if it will locate those.
You can use the image info option in the : menu to see what term it uses for images taken with the other Pixel and search by that term.

Welcome to the Google Photos Community Support Forum & thanks for your query.

You will have to de-merge the persons manually, through these steps.

First, open the pic in which the person appears to be grouped wrongly.
Scroll up & there you will see the identified faces & pencil symbol near the edge. Tap that. 
On the next screen, tap the - (Minus) sign appearing on that thumbnail picture.
Now the face will get removed from the grouping.
Complete this action on all the pictures that you think are wrong.

Now open the photo of the person once again.
Scroll up & see whether a suggestion appears "1 Face available to add".
Again tap the pencil symbol & tap the plus sign on the thumbnail picture.
Then, instead of selecting any of the available faces, tap the + sign at the top right corner.
That will create a new grouping.
Repeat the same process for the rest of all the pictures.
However, here, you will have to select the newly created group to merge the picture with that.

Free Up Space is a one-time function that deletes device copies of your photos. After it's done, it doesn't keep going in the future unless you use it again. If you want to re-download those photos, find the photo you want to download, tap More (three dots, top right), then tap Download.
 
Also, what model phone do you have? If you have a Google Pixel, the "Smart Storage" feature might be Freeing Up Space if your storage space is low. To turn this off:
  1. Open the Settings app.
  2. Tap Storage.
  3. Turn off Smart Storage.

The only way I know to manage the transfer and recreate the albums is as follows.
 
Go to Google Dashboard and expand the Photos tab then left click on the 3 dots and select Download data. If you wait a minute until 'All photos albums included' pops up then click on it and deselect all.
See screenshots online.
I have selected year albums, but in your case select all the albums you want to transfer.
 
You will now get the albums with a single copy of each photo, one json file per photo, and one filename-edited.jpg for each edited photo.
 
You now upload in batches one album at a time and as soon as you see Upload complete you can add them to a new album and add the correct title.

I never tried, but I assume that the duplicate prevention works in both cases. There is a way to keep an eye on it, and undo if duplicates are transferred: all photos that are really transferred will be on top of the "Recently added" view https://photos.google.com/search/_tra_. To avoid confusion, avoid adding new photos on the days you are sharing your library.
