If you install the Google One app there is a one time option to restore up to 200 most recent photos to the device. I say up to because after the Restore is finished there will be a maximum of 200 photos on the device including their use of the device's local storage space.
 
Unfortunately the local folder structure can not be restored.
 
There is no requirement to join Google One, the option is available to everyone and there are no tools available to restore more unless one by one by selecting the 3 dot option to Download while viewing photos.

It's not clear whether you are using a Windows desktop or something else. However, sensing from your statement that one-drive opens a sticky MS window, I guess you are using something else.

If so, you can open the One-drive storage through a browser window.
Then select multiple pics at once through the use of the shift key.
Download everything to your desktop
Then, upload or sync with Google Photos.

Else, if you are using a Windows desktop, you can access the one-drive files like any other folder on your desktop & then do the needful.

Alternatively, you can choose some web-based utilities which integrate all the cloud storages & allow the transfer of content from one to another. You can either choose free or paid plans to do so.

However, it's not clear where do you want to free up space.

If that is your phone, then you can use the "Free up space" option in Google Photos.
Is there any problem while using that option? You need clarifying that.

However, if you wish freeing up space on Google Drive, please visit this link.

There, you will also find some tips on how to retrieve some of the storage space.
Follow those, but while doing so please ensure that you are not losing some critical data.

Your action of deleting photos to create space may be redundant.
Google photos should occupy zero space for the activities up to 31st May if you have chosen to save the pics in High-Quality format.

That may be the reason for the apparent anomaly noted by you as an item that was occupying zero space will not make any change even when you delete that.

Nevertheless, the available space is shared between:
  • Gmail
  • Files on Google Drive
  • Pictures in original quality & videos in an incompatible format in Google Photos collection.
To check what is occupying the space, you need visiting this link.

There, you will also find some tips on how to retrieve some of the storage space.

Thanks for describing your findings.
At the same time, can you share the details of your phone & the camera app in that?

Regrettably, I do not have an auto-cropping feature in my camera app. Consequently, I couldn't replicate that situation as mentioned in your post.

However, when I crop a screenshot, the Google Photos desktop app presents that in as cropped condition. That means Google doesn't make any changes in the uploaded picture. 
If the phone uploads happens as cropped, that appears in the same way in the desktop editor also.

Still, one curiosity. The desktop editor in Google Photos allows cropping and fine adjustments in the orientation in one-degree steps. (I believe that's what you mean by de-skewing). If so, is there any reason to do the edits in such two stages as mentioned by you?

I am using a Pixel 3a, but I do not think that is relevant. I have been able to replicate the problem in my tablet (Huawei) and by doing the editing in the Google Photo app on this tablet.

You are right - why doing the editing i two steps? Well, I can only find this de-skewing feature in my phone! When I take a picture of a paper photo, or an album page, I normally hold the mobile at an angle above the object to get some light on it, I do not hold it a 90 degree angle above it. I can then auto-correct this skewing in the Google Photo app in my mobile. I can not find the similar feature in the desktop browser editor.

When I do multi-step editing in the same environment this phenomen does not occur.

I want to report this as an error.

Regret the delayed reply.
Now I understood correctly what do you mean by de-skewing.

I use the "Photo-scan" utility in Google Photos app.
Then that avoids cropping as well as de-skewing.

You are right: it is a bug, but a very special one as shown below: 



At left the the cropped and de-skewed image after saving in the Google-app on my Samsung. 
And at right the image in the editor on photos.google.com in my Chromebrowser on laptop. 
But this does not happen when a normal crop is saved - so it is the de-skewing that is not correctly saved and I can imagine that, because that is a complex deforming in a virtual image over the original. 
We have no option to report such exceptions to Google, so you best can use the feedback option in the app under your profile to report this problem straight to Google. 
But like mr. UNKNOWN I don't understand why you don't do the additional edits in the same app immediately. You also can download the edited version to your computer and do further edits there.

PS: the Photoscan-app used in automatic mode is a nervous breaking app delivering pictures with ugly filenumbers and too low resolution.

Hello Udomkarn, it might take a while (possibly days) for a video to be processed in 4K once on the cloud. That's why you might only see it up to 1080p right now.

Free unlimited applies to High Quality uploads until June 2021 for everyone, no need to pay.
 
Nothing happens on June 1st all photos already uploaded in High Quality remain free forever
 
Storage can be reduced to 0bytes anytime up to 31st May by going to Settings - Google Photos - Tap here
and using the Recover storage option.
 
Photos uploaded in High Quality after June 1st count against the free 15GB allowance at reduced MB
