Thanks for seeking clarification

As a free plan, everyone gets a space of 15 GB on Google drive.
Space is shared between 
  • Gmail
  • Files on Google drive
  • Original quality photos and non-standard videos in Google Photos.
Whereas whatever we upload up to 31st of May 2021 in High-quality format will not count towards storage.

The change will be after 1st June 2021, every photo backed up even in High-Quality format will occupy space on Google drive. Once we reach the 15 GB limit, Google photos will stop backing up unless we create space by removing some unwanted items or purchase more space.

However, the current collection will continue to be there forever. Nothing will be either deleted or become inaccessible.

As an example, my photos storage currently measures 40 GB in size. But Google doesn't count that & will continue to do so even after 1st June 2021.
However. If I modify any of the existing pics or add some more, that will start occupying space & consume the free 15 GB soon. But even then, I shall continue to access the entire 55 GB collection.

Seeing photos in the Google Photos app does not mean that photos are being uploaded or backed up.
 
The Google Photos app acts as a portal to view the Device copy AND the Google Photos 'backed up' copy. It does not store any photos.

I have selected some of the best photos from my Google Photos and put them into a device folder, as I'm often not within phone reception zone creating Albums is not an option for classification.

Now, I just found out all of my selected photos in device folder is missing.

Anything else I should be checking?

I even have Disk Drill ready to do a full scan of the computer, however, it requires rooting my pixel 2, which I am hoping I do not have to do.

Check the Apple setting for Google Photos to make sure Background App Refresh in turned on, then enable Backup and leave the device plugged in with the app open to make sure progress is being made.
 
There is no option but to wait patiently until the process is finished, especially if you have iCloud enabled with Optimised settings which will make the numbers go up and down as the original photos are pulled in from iCloud, backed up, then optimised again.

Now the Android 11 offers a feature "Screen recorder".
If not you can get an equivalent app through the Play Store.

Next, put on the screen recorder & then start the slideshow. The screen recorder will save that as a video.

Once over, you can edit and backup that video in Google Photos & share it with anyone.

What you are observing is the intended function of "Sync" or synchronization.

The Sync operation replicates the action we take from one end to the other end also.
In this way, if we delete something from the phone, that deletes the corresponding one on cloud backup & vice versa.

If you wish to delete something from the phone, first move that to some unsynced folder using a file explorer app & then delete that.

You will have to de-merge the persons manually, through these steps.

First, open the pic in which the person appears to be grouped wrongly.
Scroll up & there you will see the identified faces & pencil symbol near the edge. Tap that. 
On the next screen, tap the - (Minus) sign appearing on that thumbnail picture.
Now the face will get removed from the grouping.
Complete this action on all the pictures that you think are wrong.

Now open the photo of the person once again.
Scroll up & see whether a suggestion appears "1 Face available to add".
Again tap the pencil symbol & tap the plus sign on the thumbnail picture.
Then, instead of selecting any of the available faces, tap the + sign at the top right corner.
That will create a new grouping.

Repeat the same process for the rest of all the pictures. However, select the new group created as above to merge the picture, instead of creating another group.

Make sure that the Google Photos app on BOTH devices is signed in to the identical Google Account and that you have a good WiFi or sufficient paid cell data on the phones.
You can check to see which profile you are using on Google Photos by launching Google photos, selecting left menu, and then looking in the upper left hand corner to see what profile picture is being shown.
you may need to use the downward triangle icon by the profile picture to toggle a different profile if needed.

also note that depending on when the images were taken on the other device they may show up in a different location on your photo stream so you may want to scroll or do a search within Google photos to locate the images that may not be appearing at the top of the stream but maybe showing up elsewhere.

Even if your sim card doesn't have data connectivity, the app will continue to show the pics on your phone.

I suspect that I owned my Pixel 2XL for slightly longer than the free period which meant that compressed photos were backed up using storage from the base amount.

Yes, you should get free unlimited. Head over to https://one.google.com/storage/management and check if the storage is in any of the trash places, or large files in Gmail, Drive & Photos, or just below in Unsupported videos. This should give a clue on where the storage is being used.
 
Up until the 31st May you can Recover storage at  https://photos.google.com/settings to reduce the storage used by Google Photos to zero.

Turns out that during the migration from my 2xl to the 4a 5G, the OS has taken it upon itself to start saving photos in original quality leading to my Drive becoming full. I don't actively use Drive, although it has some archived stuff held there.

In theory, I should no longer hit any limit I assume?

I tapped the share symbol below the movie & in the apps list after tapping the word more, I can see WhatsApp listed there.

Deleting a photo is straightforward. Tap to open the picture & then tap the icon of Bin at the bottom right corner. The pic will move to Bin instantly.

However, I guess, your query is more related to know "How to identify duplicates in backup" rather than "How to delete".

Regrettably, there isn't any solution within Google Photos to identify duplicates.
Factually, Google Photos never uploads the same picture again. What you are seeing as duplicates would be having some parameters different differentiating them from one another.

thanks for the reply Peter, I've gone in and looked closer. although there is no marker to tell me, it looks like many of my oldest images are "high quality" jpgs in google photos, although i synced the account with my original photo libraries when i upgraded to google one and made sure it was set to "original quality." i'm thinking maybe the oldest images in there may have been uploaded pre-upgrade, and so they were downsized to "high quality," then they were skipped as duplicates when i uploaded everything in "original quality." maybe? the thing that bothers me most is the only way to tell which is which is to download the photo and see if it comes in as a .NEF or as filename.nef.jpg. in google photos it says they are all NEF in the info pane.

Your explanation is sound, when they are converted to HQ a Unique ID is written into the ExifIFD to prevent duplicate uploads.

There are not any tools to resolve this other than looking at the size. Agreed that it would help if the file extension was changed, but I don't think Google are going to address that anytime soon.

One thing that works for me is to search by NEF (wild cards don't work) and add them all to an album to export as a single album in Takeout.

Another issue may be that the 'skipped' files may be using Google Drive storage under https://drive.google.com/drive/computers  It may be easier to disconnect the chosen folder, delete the Google Drive copies and the Google Photos copies and re-upload.

The past few days a lot of the photos I've taken have disappeared. They aren't in Photos or Camera. The only way I can see them is by going to Files or attaching to a text. Please help!

Whenever I have a new photo that I want to add to an album I have a lot of trouble finding it. I don't necesarily only have albums of specific periods but also of specific subjects.

Please make it possible to search the album in the windows instead of having me scroll through everything, sometimes I look over it and can't even find it. It's kind of user unfriendly.

Which recommends using CTRL-F. But that is just workaround.
I can not use CTRL-F in my phone for example.
I actually have a headache right now from uploading all my new pictures. (no joke)

You are right, but you should ask that straight to Google via the feedback option in the main menu. 

But you also can start with opening a specific album and then add the pictures to it - either from your library (generally on top or not far below) or from some folder on your computer (on your phone you only can select from your library). Just try a bit. 

You also can type a few letters in the searchbox to find that album.
