Your action of deleting photos to create space may be ineffective.

Google photos should occupy zero space for the activities up to 31st May 2021 if you have chosen to save the pics in High-Quality format.
 
To check what is occupying the space, you need to visit this link.
https://one.google.com/storage
There, you will also find some tips on how to retrieve some of the storage space.
Follow those, but while doing so please ensure that you are not losing some critical data.
 
However, this link will show only the quantum of Original Quality photos & offer an option to delete those.
If you wish to convert these to quality, please visit https://photos.google.com/settings
That page will offer two options a) Purchase additional storage or b) Recover storage. 
The second option will offer to convert all original quality content to high-quality
Tap/click on that & then all the pictures in original quality will be converted to high-quality.

Hello there, 
 
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos. 
 
Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. 
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

When a photo shows the option "Download" that means the item is not present on your device but only on the cloud.

Do you want to change the background of the Google Photos app? Then, there is no such option in the app.
 
Or, do you want to invoke the dark theme? 
The app emulates the settings of the device. There is no independent option to do so,
 
Or, do you want to set some picture as a background on the home screen or lock screen?
That option becomes visible in a photo the moment you tap on the three dots.

It seems unlikely that you have two Google Photos apps.. one is probably the iOS Photos app, they are both acting as ~Gallery apps~ as far as showing the photos on your device.

If that is really your goal and you don't want to ever use Google cloud storage, and potentially pay for it some day, then you might want to just copy the images directly from your iOS device to the laptop / usb dive..

I have recently uploaded all the photos and videos from my Samsung Galaxy 10+ onto Google Photos. Now, another family member is receiving daily downloads of my photos including Screenshots and Camera pics. He then deleted the Screenshots he received and it deleted my 10,000 Screenshot pics from my Samsung Galaxy phone.
He also has a Samsung Galaxy phone. 
It appears that our Samsung Gallery pics are being sync'd on each other's handsets via Google Photos. 
Also, when one of us edits the main user in the front screen of our Samsung Contacts it automatically changes the main user in the Contacts on the other person's Samsung Galaxy. 
How do we stop this?

So he should remove that account under his profile instead of deleting unwanted stuff. 

When you set-up partner sharing, the partner can select which pictures he wants to add to his own library and he can not delete anything on your Samsung or in your account. 
That may be a much better idea.

It sounds like you signed up for the 100GB plan for your Google account which encompases all products from Google that would need storage mainly Google Drive and Photos.  To see your current plan, please go to https://drive.google.com/settings/storage and from there you can change it.  If you don't need it then you can downgrade to the free 15GB you are given with your account.

If you have many photos, Method C may be of interest.

For all practical purposes, without logging into a Google Account, the Google Photos app on iOS won't serve any benefit (that I can think of) that the iOS App won't do better.  In other words, I am fairly certain (but have not tested this, because it would be awkward and doesn't make sense), things like object search, people search, etc. won't work.

Now that the ability to sync photos between photos and drive has been taken away, what is the solution to keep automatically downloading all google photos content to a computer, so that photos taken with a mobile device and backed up to google fotos are automatically available locally on a computer?

i.e. how to replace, what has been accomplished by the sync from google photos to the google drive "google photos" folder, which could be synced to a PC using the Backup and Sync Software?

If you are on modern Windows, the most simple solution is to install the OneDrive-app to pickup new pics from your phonecamera. Then they will become available in the Windows Filemanager automatically in the Camera-album. From there you can move them into your own backup folders to prevent bulkstorage in the OneDrive-cloud for which you need to pay soon. 
You also can do that with Dropbox, but then you also need a Dropbox-app on PC. 
This solution also is much more safe then the bad Google solution, because removals on OneDrive (or Dropbox) does not remove anything at Google Photos and on your phone (if still there). 

In Backup and Sync you should switch-off the syncing down in the Drive-section because the GP-folder is dead. But its actual content still is connected to Google Photos, so deletions can cause drama's. 
The uploadsection of B&S still can be used of course.

FYI, I just had a chat with google one support, they confirmed that there is no way to do this with google photos anymore. The advice was to leave feedback on the google photos page, in hopes that it will be implemented in the future.

I was hit with this too. We used the Google Photos > Google Drive link at my school too (15 Android cameras, shared photos, display screens etc.) and that was destroyed with almost no notice. I have had to spend a lot of time finding and setting up workarounds.

One year on, this is what I have replaced that previously simple sync with:

For new photos I use AutoSync App on Android. This works really well. It automatically uploads my photos & videos from my phone to Google Drive. I can choose to upload, sync etc. immediately, scheduled, lots of options. It is paid for but it's a one off and great value. This is the solution I have implemented at work. It also maintains the full quality of your photos & videos.

For the photos I already had In Google Photos I am using MultCloud which is free for up to 30GB of transfers a month. You can sync any Google Photos in albums to the cloud storage of your choice. I've simply added all photos from each year to a "_20xx ALL" album and MultCloud moves them across. I've set my sync to run daily so I can complete the process gradually - the 30GB limit means it'll take a few months, although I could pay a month's subscription and have it all done in one go if I fancied. I could then choose to delete my Google Photos if I wanted. You can download only a limited number of Google Photos images via the web interface and it's a long-winded process, so this is very convenient. It's also an ongoing option if you prefer to use the Google Photos app on your phone - you do need to add the photos to albums though as unsorted photos won't sync.

Finally, I've moved from Google Drive to MEGA. The hassle I have had with this (and a separate issue of 'orphaned' files) made me lose faith in Google's product. Like Amazon Photos (mentioned as an option elsewhere, but beware!) they're very keen on you uploading your content but not so willing to make downloading it convenient. I much prefer having my photos on my computer and in my cloud storage in the way I want them.

Hope this is useful, it's taken a lot of playing and experimenting to get me back to a place I was in before Google chose to break the link.

Welcome to the Google Photos help Forum.

I understand your need for face recognition in Google Photos. Please try uninstalling and reinstalling the Google Photos app on your iOS device to check is this sorts the issue.

Also, could you try toggling the switch off & then on for face grouping in Google Photos? Go to Google Photos app> Settings > Group similar faces> Face grouping.

You can also manually add the tags to faces. 

To apply label manually:
  • At the top of a person's face group, click "Who's this?"
  • Enter a name or nickname. Now you'll be able to search with that label using the search box. 
Note: Only you will see the private face labels you choose, even if you share those photos.

I've got partner sharing set to share anything later than the year 1900. In spite of this, Google Photos partner sharing is only sharing things that are in 2017 or later. I think this is a bug.

Hoping to get some attention from Google. I don't see a way to directly contact Google Support so I am posting on this forum. I am worried though, because my general experience on the forum is someone will reply on the thread and say something to the effect of "you shouldn't need to sync photos through more than 2017\

In partner sharing you can select from which date up. So you must have set 2017 as a starting date or you did not select any date, but then there is something wrong with "1900 and later". 
Just guessing that you have scanned all old stuff in 2017 - 2020. 
Google states: 
Sometimes, the date of the photo might be wrong. For example, if the photo was scanned, or the camera's clock wasn't set correctly, a photo might have the wrong date. Filtering by date might result in occasionally sharing photos that aren't within the date range chosen. 

So I only can advice to take a look at the technical info of these old pictures in the sidepanels on photos.google.com like shown below: 



This forum is run by experienced volonteers, but we can't look into one's kitchen. So we are completely dependant on technical information given.  
And as long as you don't pay Google for additional space, you can not have support from Google. But they also will ask about the same. 
Because your problem is very special, we can't send a bug report before we know more from you :-)

PS: there maybe a lower date-limit at 1970 due to oldmodish programming, but I can't check that because my partner picks selectively from my recent library which goes further back then 1970.

Sorry, no Google here to give attention, only volunteers.
 
There may be an issue with photos dated before 1970 because of the limitations with computer dates which have their beginnings at that date and it is seen as day zero.
 
The only thing I can recommend is to remove the date restriction from your sharing to see what happens.
 
If you do it on a 'new' day (no backup activity) you can see which photos get added at the time of the change by going to https://photos.google.com/search/_tra_ where you will see photos grouped by the date added to your library.
 
A couple of things to note, photos Archived in the donor account and photos you initially shared to the other account will not be presented in the share view to you.
 
Happy to go into things in more detail depending on what you find,

I definitely did not set 2017 as the start date. I've been using Google Photos for many years the account correctly shows the photos as dated in 2016, 2015, 2014...etc. The photos not being shared were ones taken by my Google Pixel and uploaded via the Google Photos app. I get what you're saying about the scanning, and that totally makes sense, just not in this case since the dates do correctly show as 2016, 2015...etc, but still a great clarifying question.

The 1970 thing could totally make sense. I tried a few experiments based around that to see if anything made a difference.
- Tried sharing partner photos after jan 1 1980
- Tried sharing partner photos after jan 1 2000
- Tried sharing  partner photos after jan 1 2015

In all three cases nothing got shared from before 2017. Now the interesting thing is when the partner account clicks the "accept partner sharing" prompt it shows a screen that shows all of the partners photos. That screen correctly shows all partner photos, including those from pre 2017. This is the screen where one is able to specify that all partner photos should save to your own account or not. After each attempt I've always selected Save all photos to account as opposed to saving only certain faces...etc. But none of these photos end up showing up if they're before 2017.

That recently added link was a great suggestion. I do see new photos there after initiating partner sharing, but not if they're before 2017.

I tried many combinations and have 100% success in my photos being added to the partner account. 
 
All photos were originally dated in the 1900s and I changed some in Google Photos to place them in the 1800s  The selection date was honoured on all occasions.
 
If you can share your workflow perhaps there may be a clue, but one thing to remember is that all Exifs prior to the 13th December 1901 will not be recognised by Google Photos with the correct dates  For example photos dated 1st to 12th December 1901 will be placed on the 7th December 1969.

I wonder if I wasn't supposed to be using the older photos by date feature? I'm now trying partner syncing without a date and it says "Sharing all photos". Hoping that fixes this because sharing all photos has been my goal all along. Will keep you posted. Thanks! :)

Silly question, are you sure the photos did not originate from your account in the first place. For example you shared them to the other account, deleted the originals, and are now trying to share them back. That scenario doesn't work.

However, this time, that option is not listed in the menu. All there is is an Edit Album option, which does not allow me to edit the date.

By selecting photos and changing date/time you in fact change the date/time of the photos (as stored at Google). The album shows the dates of the youngest and oldest photo in the album. 
I have no idea why this option is missing, but you can try to find out by selecting less photos, and thus find out whether one or more of the photos do cause a problem.

Ravi, if your account was hacked, you should remember to change your password and enable two-factor authentication  
 
However, deleted Photos are stored in Trash for up to 60 days, if you delete Photos again from trash, that's two times deletion.
 
Unfortunately, once Photos are deleted from trash there is no way to retrieve them back :(

Do you want to select all the WhatsApp images for backing up to Google Photos?
That wouldn't be necessary. Once you include the WhatsApp image folder in Backup & sync, the app will upload everything.
 
Or, do you want to select all the pics at once & upload them or move somewhere else?
To do so, open the folder in Google Photos & long-press the first image till a tick appears. Then, drag down your finger while still in pressed condition & reach the bottom. That action will select everything.
 
However, if your query is how to view the WhatsApp folder through Google Photos, then you will have to look into the help pages of WhatsApp.

This sounds like your uploading your photos in high quality rather than original quality. You can change this in the settings but be careful as original quality will take up more space and aren't free to backup up. Come June anything you back up will come off your storage limit.

But videos from social media are very compressed, so Google can't make them much worser then they already are. 
My 30 second HD-testvideo (1280x720px) is a 48 MB mp4-file. 
Downloaded from Whatsapp it has become a 640x360px 8 MB, so heavenly compressed and the High Quality compression will make an 1,5 MB file from it - so even worse. 
But the basic downgraders are the social media.
