There are basically two different types of space constraints that you are likely to be having relative to photos.
1.  Physical Storage space on your phone.  You can find this in your phone's settings, but how you do it can vary a little based on the brand, model, and age.  It this link does not help, try searching for your phones model and storage (e.g., Moto E check storage). https://www.dummies.com/consumer-electronics/smartphones/droid/how-to-access-stored-files-on-an-android-phone/
 
2.  Storage Quota in your Google (typically Gmail) account.  To check that go here:
 
Once you are sure which is constrained, you should be able do drill down and figure out what is taking the space.

To bring back the pics to your phone's gallery, either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.

If you add your account to someone else's phone & turn on backup & sync through that, then your cloud storage will get updated with the content from that other phone also.

Welcome to the Google Photos Product Help Forum!

I have not used Google Photos of an iPod, but I would expect it to behave the same as on an iPad.

Make sure that your Google Photos App is up to date.  Maintain the settings to enable Backup and Sync.

It is strongly recommended that you DO NOT use iCloud Photo Library and Google Photos simultaneously.

There is no linkage between iOS Albums and Google Albums. If you want to make a commitment to using Google Photos, you will want to maintain your albums there.

The real advantage to Google Photos is having all of your photos in one location: 

Although you MAY be able to sync from https://photos.google.com/u/0/ to your PC, I don't use this feature (I find it complex, and overkill for my and probably most people's needs).  Honestly, it is probably easier, faster, and lower risk to use a USB cable to move images from your iPod to your PC.

You should always store your image in more than one format / platform so you don't have a single point of failure.  On your PC AND Google Photos is good.

  • Check your internet connection (mobile data).
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.

I've finally figured it out myself with no help whatsoever from the Google 'HELP' forum. Notwithstanding all the useful sexual offers. Thanks guys.

The answer I was looking for is select video, press the 3-dots menu button, select Save to Device which generates the MP4 file. The problem I found is the Save To Device option doesn't appear straight away (presumably there is a delay while the new edits are processed. 

It would have been useful if a PENDING flag was in place.

Since you're uploading HD video files at 60FPS, those files can become extremely large and contain quite a bit of information that needs to be indexed and processed.
