The question is: if you insist to go on with backupping photos & movies in original quality, you need to pay and if you don't have creditcard, you need to have one immediately. 
Else you can switch to high quality (now called "storagesaver quality") and you also should press the recover storage button at photos.google.com/settings to get all stuff compressed to high quality to get your counter down to almost zero within a day (check at one.google.com/storage). 
Then mail will operate again. 

PS: you also can reduce the amount of GB's used by Gmail by deleting old years under All mails.

      To rearrange the pics in an album as per your choice, please follow these steps.
      • Tap to open the album
      • Tap the three dots .
      • Tap the menu "Edit album". Now all the pics will display a small cross at the top left corner. Be careful not to tap on that cross as that will remove the picture from the album
      • Now, long-press the desired picture. The picture will shrink in dimensions. Move that around in that condition & drop at the desired place.
      • Arrange all the pics through the same steps.
      However, the order may get disturbed once again when you add some more pics to the album.

      Please review the following information in case there are any options you haven't yet tried. 

      1. Check your online account - photos.google.com
      If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than on
      2. Check the trash - photos.google.com/trash
      Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
       
      If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos
       
      3. Review other options
      • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
      • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
      • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
      • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
      • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

      • Data in the background
      • Mobile data
      • Mobile data while roaming
      # Activation of data saver through the settings.
      # Putting a limit on the daily use of mobile data through the settings in the app.
      # Putting a limit on the use of total data in a month through the settings in the phone.
      # Activating battery saver or super saver mode.

      My iPhotos library + Google Photos used to sync perfectly fine via Backup & Sync so that when I a) deleted photos from iPhoto library and b) emptied the "trash" folder in iPhotos, that deleted photo would be synced to also be deleted from my Google Photos.

      For some reason in the past couple days, this functionality has stopped working. I did not change any settings. "Pictures" > iPhoto library is still selected as my folder to sync in Backup & Sync "Preferences". I have "Always remove both copies" set. I've tried restarting iPhotos, quitting Backup & Sync, restarting my Macbook, and also removing and reinstalling Backup & Sync. Nothing has worked. Photos I am deleting from iPhotos are still showing up in my Google Photos. 

      Help!

      This is due to recent changes at Google between Google Drive and Google Photos. 

      The deletion on your computer now syncs to Google Drive only, because there is your backup. 
      The logic behind is that the connection to Google Photos is not syncing, but uploading once only. 
      That also has the advantage that these pictures do not disappear from shared albums. 
      So you need to have the Finder-window and https://photos.google.com open side-by-side, because then you can delete in both.

      Google has no uploader that syncs with Google Photos because they have stopped to support Picasa. 
      So you have to cope with the actual limitations. 

      I do not use Backup & Sync at all because I prepare my new pictures in Picasa and that also means that the bad pictures already are deleted before I do upload them straight into https://photos.google.com
      And basically you can do the same in iPhoto.

      To reduce the photo size, you can do so through these two options in Google Photos.
      • Upload the picture in high quality. That will produce some size reduction.
      • Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
      Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.
      Once installed, the editor in Google Photos shows that option through "More".
       
      In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%
      A combination of both options would resize the file to the desired number.

      Hi, I have two accounts previously disabled permanently by Google. I don't know what's wrong exactly, Google gave me no explanation at all.

      All I did was just:
      On my first account:
      - share my photos and videos of me, my wife and son with my dad using shared folder
      - share my movie collection with my dad because he lives on different island
      - share my porn that has been automatically backed up since perhaps 2010 with my backup account using shared folder, so then I can remove the automatically backed up porn from my main first account and remove the clutter so it won't show up in my first account Google Photos. There has been no problem whatsoever even if I had plenty of porn backed up since 2010.
      - I never share anything with copyright like movies or pornographic content to the public.
      - suddenly at 02:40 AM GMT+8 on July 26th I got sms from Google that my first account has been disabled.
      - I've tried to restore and ask for the reason but Google won't reinstate my account and give no explanation what I've done wrong so at least I can avoid doing the same mistake on my new account or at least gave me a chance to fix my mistake.

      On my second account:
      - I tried to salvage and re-upload all my files, keep notes, photos, videos, etc in bulk to my second account
      - share my photos and videos of me, my wife and son with my dad using shared folder
      - share my porn that has been automatically backed up since perhaps 2010 with my backup account but then I cancel the share because I'm afraid my second account would get disabled permanently too.
      - I tried to organize all my porn to a folder and then archived them
      - suddenly at 12:56 AM GMT+8 on August 5th I got sms from Google that my first account has been disabled, again.
      - tried to restore but the same thing happened, Google won't reinstate my account and give no explanation what I've done wrong.

      Now I really cannot trust Google for my files backup anymore, there's no privacy at all. And as a giant company Google has been a bully, it terminates people accounts without warning, explanation or education about what is wrong, so people can learn their exact mistake and avoid doing the same mistake. And not even giving people a chance to redeem and fix their mistakes.

      As we all know sometimes it's not the owner who done something wrong, it can be a hacker, children playing with their parent's phone, or the phone got stolen and being used by the thieve to do violation, or someone tried to mess up with your account when they borrow your phone, uploads bunch of stuff that could potentially violate the policy.

      As for my case, I never share anything inappropriate to the public, like movies, or porn. I only use Google Photos and Drive as a backup drive so my PC Hard Drive won't get full and to share with my family. And I believe most people use Google Photos and Drive to backup all their stuff in bulk also, there's no way we can filter that many file alone. So why not Google, the one with the most powerful resources of hardware and software who can peek through all our private stuff just remove the file that it consider as a violation, instead of terminating the account entirely? Google force us to use one account for all it's product and service, but then it can terminate them all just for one mistake that the won't bother to explain, what a bully. Google allow us to store our data and then he peek through all private data and just kill any account it wants, even though those data are private and not shared.

      For all I know Google Photos has no policies and never mentioned about storing porn, I've tried to search for Google Photos and Drive policies and found none. I'm not sure if my account got hacked and being used to violate the policy.
      I need to know what have I done wrong, and why no info and no chance to fix it, and how to get my account back.

      Terminating people account is the same as killing and robbing them, all is lost, Keep notes, purchased apps, purchased items in apps, game data, contacts, my maps data, YouTube subscription and playlist, backed up photos and videos, documents, payment data. And Google doesn't let people to retrieve their data after it terminate their account, or pay for the loss, those data can be misused by Google or someone else. This kind of bully need to stop.

      If there's any way to tell Google about this please do so, because this is soooo wrong. This is not how you handle your customer.
