I am still confused.. what you mean is that the photos stored before 1st June 2021 will remain saved. What I upload after June 1st will be counted towards storage limit. And what is the limit

No need to be confused at all and your free storage limit is 15 GB like always - see one.google.com/storage to see your actual usage and make a screenshot for reference. Then do the same at December 31, 2021 to see the difference - especially for Photos.

I should point out too before I made the second account a partner, I uploaded the photo to it from the phone's files (regular stills, so they'd be in the highest quality). I changed my mind now so I would prefer to have the photos being shared and with the live feature.

However, I couldn't replicate your issue.

I did the same thing. Activated partner sharing with another Gmail account.
I access the photos through both the phone app & desktop. Everywhere, I could activate the video in motion photo through the partner sharing account.

 

Here is a screenshot of one such photo through the partner account.

 

 

Can you try once again through Google Chrome?

Also can you try deactivating & reactivating the partner sharing & see whether that makes any change?

On Chrome too I can't activate the motion picture for this image. Oddly enough for some other photos, on the partner account there will be a duplicate photo created. One with motion and the other the regular still. Some others though, like this example, a duplicate with the motion is not created.

I would like to try reactivating partner sharing but I've already done a lot of work on the second account adding to albums etc :( .

The Google Photos app on phone does not convert your multiple folders into webalbums, unless you do that manually one-by-one. 

But that better can be done much more comfortable straight from pc, so please come back to explain why you did make such an strange detour. So I hope that you did not have started yet with copying your folders to phone, unless it just are a few. 

And if you don't come back, we can't search for the best solution for you.

And why you are not interested in nice album - or are your folders completely unorganised?

If you persist to backup from phone, you only can do that manually folder by folder: select the contents of folder A and choose "Backup now" under its 3 dots. 

Be aware of using much mobile data.

I think what would REALLY be a good idea for you is to connect your device to Google Photos so that your photos are backed-up to the Google Cloud.

 

Then, you can easily use your laptop to access the photos stored in the cloud.  You won't have to manually email anything to yourself and your photos will be protected in case anything happens to your phone.
