Andrew is right hélas, but it is your own fault: you have agreed with cleaning-up your phone (free-up space). So you only can blame Google via the feedback option under your profile that did not warn you more clearly. 
But why do you need (old) pictures on your phone? In most cases you will have wifi and can view these pictures quite well in the Google app and best to create albums for sharing on a better way then via Whatsapp. But you also can reach Google Photos via Whatsapp now. 
So if you incidently need some old picture for some special app, you simply can download that picture back to device by tapping its 3 dots. Then it can be found in your Gallery in the Restored folder. 

The only way to get back 200 recent pictures can be done for free via the Google One app. No more. 
Sorry - no Google here.

5.  And Google created a sort of shared 'webpage' where we could both chat within while looking at that video

The problem is he couldn't view the video without a password. 

My problems are I never locked it with a password.  Nor was I asked if I wanted to by Google.  I presumed it was a glitch, repeated the process, same result.

So Google automatically password protects such items without asking me first?

To free up the storage, you also need to empty the Trash, which can be accessed by the Menu, the three short-horizontal lines in upper left. (Even then, it could take a day or so for your reported storage to catch up to the deletions.) Be cautious though, as emptying the Trash is permanent.

Right, sorry I missed that you said you emptied the Trash. So you deleted the images from Google Photos, I presume. Any chance that they are stored in a hard drive folder on your computer that is synced to Google Drive? Also, what does the Storage breakdown (in Menu) of Google Photos say is taking up the space. Google Photos or Google Drive? Report back and we'll continue to troubleshoot.

It's not clear whether you are trying to open the file through the Google Drive app or accessing Google Drive through a browser.

However, in both the options, you can download the item to your phone & then open it.

Just go ahead and move the folder and have Google Drive monitor the new location if you like. When you do this, it may look as if Google is backing up all the images a second time, but (if working properly) what it's actually doing is running through the images to see if they are already backed up, and if they are, skipping to the next images. Even this process will take hours with a TB size folder, but nothing like the number of hours re-uploading everything would take. 

My recommendation is that you do the following:
  1. Move the folder, as suggested, then have Backup and Sync (BUS) monitor it (assuming you want the monitoring to continue).
  2. Let the BUS process run for about an hour and then pause it, spot checking to confirm that the process is not creating duplicates (that is, making sure the process is working as designed).
  3. Assuming that all is working well, resume the BUS process and go to sleep, letting it finish its cataloging overnight.
Let me know if this helps (and if it does please select the Recommend button below this post so that others can more easily find the solution to similar problems).

Thanks very much for the information.  I started the process last night, and it is about 75% done.  It seems to have created a new folder on Google drive with the same name and structure as the old one.  When I look at the activity log for the new folder, it seems to indicate it is creating items and uploading a small number of items.  When I open Google Photos from the tray icon, it shows what has been newly updated.  It seems to be duplicating some videos, and when I look through the entire collection, there are some days that are entirely duplicated.  Here are my questions:

  1. Is it normal to have multiple folders under Google Photos on DRIVE with the same names, when I do a copy like this?  Can I delete the old one?
  2. Why would some days be duplicated?  I litterly  mean when I scroll through the photos in timeline view, there are duplicate days listed with the same photos.  Is that because of the duplicate folders?
  3. The original folder that is synced has about 800GBs of photos.  Google photos shows I am using 1.7TB.  I am using some other space on DRIVE, but I must have a lot of duplicates.  Is there a way to eliminate them.

Photos shouldn't be duplicated at all unless they have been edited in some way, even trivial ways; though this doesn't explain why some entire days are duplicated. If there are or almost duplicates you don't want, test by deleting one to be sure it doesn't delete both copies, then delete the others, which should be too much trouble if it's entire days getting duplicated.
 
As for the volume, videos that are non-compliant with Google Photos will get backed up to Google Drive even if they were previously uploaded to Google Photos. It may be that this is what you are observing.  Let me know if that makes sense.
 
If there are identical duplicates being created, and not just non-compliant videos, then the Backup & Sync (BUS) feature is not functioning properly. My concern over this possibility is why I suggested you run a preliminary test before running BUS on the entire large file. In any case, let's try to work out the elimination of duplicates.

Upon closer examination, it appears based on the storage I am using, that everything is backed up 3 times.  I have photos in the Google Photos folder, and in 2 other folders.  I started using Google Photos a few years ago, then switched to Backup and Sync   when I was forced to, then moved my sync folder to a different drive a few days ago.  Is it possible that ti created and duplicated everything each time?  I have the toggle on in Google Photos for syncing photos from Google Drive.  Im very confused.  Any ideas?  I spent time chatting with Google Support, but frankly they don't seem to understand it either.

@Peter: Although the OP can speak for himself, of course, my understanding from working with him is that he is using Backup & Sync (BUS) to monitor the same large folder for images to be backed up to Google Photos. This folder resided first on his computer hard drive and then was moved to an external drive and he wants the monitoring to continue from the latter. Assuming this is right, the answer to your question, Peter, is then My Laptop.  The problem encountered is the one you and I have been discussing offline: the process of monitoring a folder with many of the same images in a folder previously backed up has caused duplicate storage (though you have not been able to replicate this and I have replicated once then failed to replicate it a second time).
