This is information I collected from other threads, and of course own experience:
 
"Free up space" is intended to delete photos that are uploaded to Google Photos from the device. 
 
If you created "folders" on your device for specific photos, photos will also be removed from these folders. The instructions below may help you to download photos back to your phone, but they will not be restored automatically the the original folders. 
 
The photos that are deleted from the device should be in Google Photos, and shown in the Google Photos app (when signed in to the account where they are uploaded to). 
Also note that it is not really safe to use "Free up space" without making a backup. See this article.

Hi Janvb, I don't think you understand Mohsin's question/issue which thousands of people are facing including my wife. Yes, the free up space feature can transfer/upload photos to Google Photos but the photos will be deleted from your device permanently which makes you unable to recover them from anywhere (I have tried many apps for recovering photos but non of them work). The thing made people so frustrated is Google has overused its right/power to delete thousands of precious photos in people devices without giving any notices in advance nor having permission before deleting the photos! Moreover, most of the photos uploaded to Google Photos have been compressed and the photos have became lower quality image (this is the default setting of the free up space). Janvb, thank you for showing how to download the photos from Google Photos but now the questions are how to recover the photos with original quality and how to stop Google to overuse its power/right from deleting photos permanently from people phones just because people accidentally by clicking one button. Since you are a diamond product expert and this issue has been around for ages, i hope you can provide some more informative solutions. Thank you.

Hi Peter, thank you for passing my comments to Google. Now our photos look blurry. They all were compressed into low quality resolution. I am a Google user for many years. I always happy with their products but this time my wife and myself feel very disappointed with this free up space feature. Yes, Google may have our permission to access to our device but they cannot make any changes in our device which in this case they deleted our original photos in our device permanently and there is no way we can recover the photos! I see this is a serious issue as I felt our device was invaded and made changes without our acknowledgment. As I mentioned, this issue has been around for ages. The oldest post asking about this issue was back in year 2018. I thought this is a well-known issue and Google has more than enough time to investigate this and provide a solution to public during this 3 years!

In Google Photos the only way to reduce the size of the file is by compressing to "High Quality". 
The setting "High Quality" in the app works for future uploads. 
Photos/videos already uploaded as "Original" can be converted to "High Quality" by going to https://photos.google.com/settings and use "Recover storage". 
 
If you want more compression you will have to use other apps, or download to a computer and use appropriate software. Search for example with Reduce Image File Size.

Just today I had gone out filming using my S8+ as well as my S21 ultra. When I opened Google photos I realized it was backing up what I had filmed today (hyperlapses and UHD videos), but I did not want them in my Google photos as that would've taken up too much storage space. Therefore knowing I was not going to use my S8+ for anything other than filming larger videos I turned off backup & sync while it was attempting to back up & sync videos. I then deleted what I had thought was the stuff that had accidentally uploaded but it deleted everything I filmed today off of my phone completely.

I was under the assumption, since I was in the Google photos app, that it would not delete my videos off of the device itself but rather in the cloud storage. Now I can't find the videos anywhere and I'm afraid they'll be gone forever because of the alert that it would not move the files into the Google trash due to their size. Any help?

Sorry to note the sync action deleted the video from your phone as well as from the cloud also.
Further, that didn't get stored in the trash also because of larger size.
Regret, there is no way to recover that through Google Photos.

However, you may install to your Android device a deleted photo recovery app (be sure to pick one that doesn't require rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover.

That's ugly, but not uncommon hélas. People think that what they see in the Google Photos app is at Google, but usually they are on phone only. And you need to verify at Google what is backupped by logging-in to the site photos.google.com with the same account as used in the backupsettings of the app and if all is well, you should see the same pictures as still present on your phone or had been present before they were deleted in the Apple Photos app for making space. 
If you still have your old phone running, you should open the Google Photos app and then look to its backupsettings via your profilepicture right-up what account is used there. 
And that account also should be used to log-in to the Google Photos-app on your new phone.

If the phone is on and you connect the phone to your computer via its usb-cable, there should appear a warning about datatransfer and you have to give permission for that. Thereafter you will be abe to access the DCIM-folder of the Android in your Windows File explorer. 
If that is not succesfull, there are different methods to download in bulk from Google Photos, especially method 2, 3 or 5. 
Be aware that your Windows 7 computer is obsolete, so after some organisation it is wise to transfer the download to an external usb-disc.
