Please review the following information in case there are any options you haven't yet tried. 

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than one Google account, check all of them. 

2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.

If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos

3. Review other options
  • visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app.
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

Following is text from the official Google Photos Help page about deleting and restoring photos and videos: 
 
Restore photos & videos
If you deleted an item and want it back, check your trash to see if it’s there.
  1. On your Android phone or tablet, open the Google Photos app .
  2. At the bottom, tap Library  Trash .
  3. Touch and hold the photo or video you want to restore.

    • You permanently deleted it from your trash.
    • You permanently deleted it from your device’s Gallery app, without backing it up first.
    When you attempt to manually empty the trash bin in Google Photos, a warning message box appears that explains you are about to permanently delete those pictures and videos. If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.

    Even if you have not allowed your camera to access your location, your location history would be available through the timeline still. Then, the photos app can guess your approximate location by comparing the timestamp in the photo & your whereabouts at that moment.

    Enter the link in any browser on your phone & then log into your Google account to view the photos backed up on Cloud.
     
    If you do not find anything, then there are two possibilities.
    Either, the items have moved to the bin.
    The Bin icon becomes visible through the library view in the phone app.
    Tap on the icon & then restore everything visible there.
     
    Or, your backup was incomplete, so nothing got uploaded to the cloud.
    The Google Photos app acts like a portal viewer showing everything from our phone and also the content backed up to the cloud,
    Then, that creates a impression of everything getting backed up perfectly.
    However, we need to check the status of backup periodically and look for the messages on "Backup and Sync" menu.
    Further, we have to ensure every folder on our device is included in the backup & none shows a cloud symbol with slash.

    No, if Backup and sync is enabled, when you delete images in Google Photos they will be deleted on you phone also. BE Careful!

    To reduce the photo size, you can do so through these two options in Google Photos.
    • Upload the picture in space saver quality if you have opted for original quality. That will produce some size reduction.
    • Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
    Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.
    Once installed, the editor in Google Photos shows that option through "More".
     
    In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%
    A combination of both options would resize the file to the desired number.

    The face grouping switch is only available on the mobile apps and it doesn't work the same as unrestricted accounts.
     
    Accounts used in other areas of the world or via a VPN used to be 'upgraded' to that country's standard but that no longer works.
     
    Google are investigating the workings as you cannot manually modify faces, or use for pets, or label a face as 'me'  Hopefully it will change at some time.

    If the pictures from your old device or account were never uploaded to Google Photos, there's nothing that Google or any of the volunteers in this forum can do to help you get them back. 
     
    Files that were never uploaded to the cloud cannot be recovered or restored by a cloud storage service. Simply put, Google can't help you recover files it never had in the first place
     
    If your old phone is not working properly, and that is what is preventing you from uploading your pictures to Google Photos, there is nothing that any of the volunteers here can do to make your broken phone start working again.

    Sorry Paolo Amoroso but this does not work.  Following an email from Google saying I was running out of space,  in a moment of madness I  permanently deleted my photos on Google Photos to create more space on my Google account.  I never really used it so didn't see the point of the photos being there.  I did not even think that the action would be synced to my mobile phone and wipe all the photos off there as well.  I did not realise until a couple of days later when I went to look for a photo on my phone and they were all gone.  It wasn't as though Google even warned that deleting them off Google Photos would also wipe them off your device as well.

    I tried loads of Android apps, all to no avail, out of a few hundred photos I got 2 back.  All most apps do is find photos on your device that are not deleted.

    I contacted the online chat as you suggested but when they asked were they on Google Drive or Google Photos, I said Google Photos.  Should I have told a small lie and said Google Drive?  In either case as soon as I said Google Photos they could not help. and pointed me back to the Help Centre which points to your answer to contact them and they say they cant help again ... and just want to point me back to the Help Centre again.

    They did confirm that the photos and gmail etc fall under the Gdrive space so I don''t understand why they can restore data from Gdrive but not Google photos?  You would think they would be on the same partition?

    Sadly I am still in a position of losing all the photos on my phone thanks to Google Photos.

    Sorry to hear, but there could have been a small chance that you ever had switched-on to backup on Drive as well and then all pictures untill July 12 would have been there because around that date Photos stopped with syncing to Drive. 
    So it would have been logical that the Drive-guy would have checked that and if nothing was there, he had the very unprofessional right to send you back here where we can not do anything and he (or she) should know that. To my idea Photos and Gmail just are special corners in Drive, because if I upload from Drive to Photos, they are immediately there. But apparently they have no key to these corners. Strange. 

    And probably you could not contact a Photos-guy because you don't have a Google-One extension to your account. But I not have heard yet of any succes via that path either, unless for secundary problems. 

    But Google has enough information available what to do when running out of storage - assuming that was caused on Photos and not on Drive and/or Gmail. 
    And in most cases the simple tric is pressing the Recover storage button, maybe after downloading the original quality files to computer (but that is not that simple for many). 

    But it is all too late now and we never understand here why people immediately start to select many for deleting instead of testing a few bad pictures first. However normally they go in trash: did you empty the trash also because you got warnings about its limited capacity.

    Sorry to hear you were not satisfied with your book.

    It is not uncommon for prints to not exactly match what is viewed on monitors, especially given variations in color, sharpening, contrast, brightness, etc. that can exist between devices, as well as prints on various papers and finishes. What looks good on a photo, might not translate well to a book, etc. So it's a bit of a process of learning what works, and what doesn't for each image and print media.

    I would suggest investing in a calibrated monitor, and using a photo app that lets you better pinpoint white balance, color casts etc that could improve performance. Snapseed on Android is a favorite, and there are others.

    To make sure you didn't submit your photo book order with issues in it, check your photo book PDF. For example:
    • No title or an incorrect title
    • Incorrectly cropped photos or cover
    • Missing, duplicate, or out of order pages
    • Photos flagged as low resolution before purchase
    To view and download the PDF:
    1. On your computer, open photos.google.com.
    2. Sign in to your Google Account.
    3. On the left, click Print store .
    4. Under "Past orders," select a photo book.
    5. Click Download PDF of book.
    If after review, you still feel that you've explored any problems on the image side, and feel the problem is with the printing side, you can contact Google to see if there is a resolution available.
    1. On your computer, open photos.google.com.
    2. Sign in to your Google Account.
    3. On the left, click Print store .
    4. Under "Past orders," select the photo book you want to contact us about.
    5. On the details page, click Contact support.

    Ok your response is helpful for the future, however I am unhappy with the current product I have received, I wanted to showcase my paintings via this book. The resolution, sharpness and the colours are poor. The transparency of the watercolour paintings has been lost. The vibrancy of the colours muted. The pastel are even worse, the light has been muted. The acrylic paintings in the book fare a little better. I cannot use it it is very low quality and does not showcase my work effectively. I want to return the product and get a refund. Please advise on next steps.

    Your demands are extreme because it is very difficult to shoot good pictures from artwork and it is even more difficult to get precise prints of it. 
    Google Photobooks just are mainstream products so don't go into trying a refund, but go to an oldmodish photoshop to ask for advise and to show your originals. 
    Perhaps Blurb is a far better option because they can produce high quality books. 
    Or just viewing your photos on a good quality 10 inch Samsung tablet in Google Photos directly. 
    I am using an old iPad Air for that purpose, which is marvellous.

I took 7 photos today, all full size 4000x3000 on my phone, but when I downloaded the photos to my computer, one of the 7 was only 800x600. I then checked google photos on the web, and sure enough, that one photo was reduced to 800x600 when it uploaded!!!! Why was it reduced when it backed up the photo to the web? I have it sent to reduce photo size, but it always keeps the resolution and just reduces the file size. I'm guessing it is a glitch, but it is a disconcerting glitch as I usually use Gphotos to remove originals once they are backed up. I cringe to think that other photos have been reduced to such a uselessly small resolution without me knowing with the originals fully deleted...

        If you deleted videos from your device that were not backed up, or moved videos to the trash and then deleted the trash, you cannot recover them via Google Photos. Please read this help article for additional information.


        If you shared the video with someone else, or uploaded to YouTube for example, you may want to see if the video resides elsewhere.

        Finally, if the video was on local storage when you deleted it, you can try a third-party data recovery program to attempt recovery of the video from the phone's local storage (not from Google's servers.)
        Typically you download the software to a computer, attach your phone via USB to the computer and run the software.

        # The quantum of photos to be backed is high.
        # WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.

        # Google Photos app is not allowed to use
        • Data in the background
        • Mobile data
        • Mobile data while roaming
        # Activation of data saver through the settings.
        # Putting a limit on the daily use of mobile data through the settings in the app.

        You already took pretty much all the possible troubleshooting steps but, in case you haven't already, there are a few more settings of the Google Photos app worth checking.

        Under Photos settings > Memories I'd look for anything that doesn't look right. Next, I'd turn on everything under Photos settings > Notifications > MEMORIES. Finally, I assume synchronization is turned on under Photos settings > Backup and sync > Backup and sync, right?

        Ok, I think i know the answer on this. I had the same issue!
        It's beacuse we copied the app from the old phone. So what you need to try, is deleting the app, Google Photo, and reinstalling it again.
        It worked on my Galaxy 21 Ultra. Hope it helps.

        The way that I solved this was to just let the phone sync. I've obviously got a lot of media and a lot of photos and it took Google Photos a few days to sync properly. 

        I did try other things like reinstalling the app, clearing cache etc but none of these things work. Just let the phone sync for a few days in the background then check again

            Please review the following information in case there are any options you haven't yet tried. 

            1. Check your online account - photos.google.com
            If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than on
            2. Check the trash - photos.google.com/trash
            Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
             
            If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos
             
            3. Review other options
            • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
            • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
            • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
            • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
            • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

            Hard to help in such mysteries obiviously due to recent changes in the relations between Drive and Photos. 
            Probably your filetypes are borderline, so they stick on Drive only and will take some storage there. 
            Check with https://drive.google.com/drive/quota (the non-zero bytes files will be on top of the long list). 
            Can you be more precise about your files, because then it makes it possible for us to make a bug report.

Turns out they retain their original "created" time and date stamp, not today's date as shown in explorer. So they are in Google Photos on the day they were originally taken.
