After I restored my photos from Google Photos, it disappeared after a few days. Originally, it was downloaded to a folder called "DCIM/Restored". But after a few days since I downloaded, it will disappeared from my phone again. How can I permanently download all of my photo from the google photos cloud server without this issue? Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
 
When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos. 
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

Remember that storage quota is shared across Photos, Gmail and Drive. Therefore, if you go over your storage quota:

You can't upload new files or images to Google Drive. 
You can't back up any photos and videos to Google Photos. 
Your ability to send and receive email in Gmail can also be impacted. 
You can't create new files in collaborative content creation apps like Google Docs, Sheets, Slides, Drawings, Forms and Jamboard. And until you reduce your storage usage, neither you nor anyone else can edit or copy your affected files.
You can still sign into and access your Google Account.

Try editing the photo in Google Photos by using the crop tool to make it smaller to see if the size is reduced enough for emailing.

It sounds as if they want you to send a photo (vs sending a link to a photo). If they will accept a link, then select the photo in Google Photos, swipe up to reveal options, sellect Share, and then share link. Paste link into an email.

You can also reduced the file size of the image taken by the Camera app. Typically open the Camera app, and go to settings and see if there is an option for smaller image size and take a new, smaller photo.

Failing that, there are some third party apps (Snapseed in the Play Store has an export image setting for reduced file size), or use an online image compression tool. You will need to upload your image to this web tool and create a smaller file to download and then email. You can determine if the web tool meets any privacy considerations you may have, so read the fine print. I don't have a recommendation for web tool.

I deleted a group of photos on May 18. Instead of moving to bin the photos had deleted permanantly. Is it possible to recover those photos? I have sent the dialog box that appears in my photos. Please verify it and reply me as soon as possible. If possible help to recover those photos. Thank you

However, the message is clear. The items were deleted permanently. There is no way to get those through Google Photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

Thank you for your reply. I have tried in a couple of recover apps they are showing many photos I had deleted but it doesn't showing those group of photos I deleted day on May 18. What will be the reason for it? Is there any other way?

Once we mark something for deletion, the OS on the phone uses that space to overwrite new content. It appears to me you have lost some of the content because of that.
