Even though it is set to, it only starts backing up when I go into the photos app and check the backup and sync. Then it tells me there's a bunch that are not backed up and it is backing them up. But it's only when I go in and check on it. And then later when I come back it appears that it has stopped backing up the moment I turn my back and I have to keep checking on it in order to get it to keep backing up photos.

The moment you choose the backup format as High-quality, that will provide some file reduction.
Further file size reduction is possible by trimming the video through the editor in the Google Photos app.
However, if you wish to retain every frame in the video from start to finish, then you would need some proprietory video editor to achieve the desired file size reduction.

Happy to read that this has been improved but I'm not sure it's working right. Here's what I did
Uploaded a bunch of photos to a Windows folder that is synced with Drive using the Backup & Sync app running on that Windows desktop.
Waited for the sync to complete and the folder to show up in Drive
Went to Google Photos on the web and used the new Upload From Drive feature to add the new Drive folder.
The photos now show up in Google Photos fine. As per the blog post, the link between Drive and Photos is no longer there so I deleted the Drive folder, it's only purpose was as a stepping stone to get the photos into Google Photos.
To my surprise, when the Drive folder was deleted, the photos disappeared from Google Photos! Restoring the folder from Drive trash restored then in Photos as well.
What am I missing? Why is this not working as the blog describes?

Actually, I should clarify what I did. Back in 2015, I used a file-transfer application to create folders on my SD card and moved photos into those folders from my desktop computer. Just found this thread... been having the same problem.
Pixel 3. I've manually created special folders within the "Pictures" folder, which I've done when my phone is connected to my Windows 10 desktop via USB cable. I made a few special folders like this, to quickly and efficiently access certain photo sets regardless of my connectivity at any given moment.
Over time, these photos vanish. And not all at once -- photos that were added to these folders earlier are the first to disappear. It does seem as if it's a background cleanup function, in that regard. However, I have never once done "Free up space.

Sounds like a bug to me

But I did not use B&S to sync my folder to Drive - I just upload a new Windows-folder to Drive - so no sync at all from start.
I you would have used B&S in a normal way, your pictures were uploaded automatically to Photos without the need of the new uploadfeature in Photos itself. And then you have the same behavior: deleting on Drive will delete on Photos and vice versa.
So if you want to avoid this dependancy, you should not use B&S anymore actively, but just upload the contents of new folders straight into Photos - then there is niot even a syncing connection to your pc.

My photos are on an external hard drive so instead of using the photos.google.com web uploader (which is a little flaky, hangs and such, to be expected with a browser based upload function), I chose to first copy the folder(s) to a Windows folder which is synced to Drive using B&S. Once this is done, the Upload from Drive feature almost instantly uploads the folder into Photos.
I tried another experiment - I used the photos.google.com/Upload/From Computer button and pointed to this same WIndows folder which is under B&S control but that didn't change the behavior i.e. when I delete from Drive, they were again deleted from Photos. It is almost as if Google "remembers" that they are somehow linked to Drive.
This doesn't make sense to me. The blog article clearly mentions (emphasis mine) that once uploaded from Drive to Photos, they are no longer "connected" so deleting from Drive should NOT delete from Photos, that was the whole point of the recent changes!!
Taking a step back...why do I care about this? See last sentence below. I use Original Quality so I certainly do NOT want the same set of files to count towards my quota in both Drive and Photos.
I am a paying Google One customer so I think I will reach out to Google Support and ask them about this.
Update: Google One Support said that the feature mentioned in the July 10 blog is not rolled out to all users and they advised me to check back in August so I will do that.

So we're bringing a new feature to photos.google.com called "Upload from Drive," which lets you manually choose photos and videos from Drive, including "Shared with Me" items, to import into Photos. Since photos and videos will no longer sync across both products, items copied in Original Quality will count towards your storage quota in both Drive and Photos.

For showing pictures to others when having no wifi, Google Photos is not a good app when the pictures are at Google only. You just need the Gallery-viewer, but maybe your phone does not have one.

Actually, I should clarify what I did. Back in 2015, I used a file-transfer application to create folders on my SD card and moved photos into those folders from my desktop computer. I was (at first) delighted to see that Google Photos, or maybe the (now defunct) Gallery app spotted those folders and let me view them as albums. Then, when I couldn't access them off-line, I discovered those SD folders were empty, even though I could see the photos in Google Photos on my desktop computer. So they must have been deleted by either Google Photos or old standard defunct Gallery app.

And because you referenced to Android, I was assuming a micro-sd in your phone.
That's why you got a wrong answer.
You probably mean Picasa with the now defunct Gallery-app which could create (or sync) albums on Google Photos until last year indeed. But Picasa does not delete anything unless commanded, it just has copied the contents on sd to the web and that contents is still there, but stored at Google.
So that only can be viewed online - also in the Google-app on your phone.
However: the normal procedure with Picasa when importing new pictures from camera-sd is that you may select to free-up the space on that card for new pictures taken with your camera. And if selected, the card got empty indeed - but again: that was your choice. But easily ignored of course.
I don't know any comfortable solution for viewing Google Photos off-line. That would involve downloading from Google Photos (including recent pictures) to your computer, then copy to a micro-sd which can be inserted in your phone and viewed by a passive Gallery-viewer instead of the GP-app.

Thank you for clearing that up. However, your suggestion still scares me. Last night I copied a lot of photos to newly-created folders on my SD card. When I opened Photos, GP had already spotted them and made them accessible. If what you're telling me is right, they should be safe. But I will keep an eye on them. (I also discovered that the old photos are still on my SD card, but they've been moved from the folders to the root level. That somehow makes them inaccessible to Google Photos, which is kind of strange.)

In general: pictures deleted on Google Photos by you (just because it are bad or superficious pictures) are deleted from your phone-memory also and because your sd is part of that memory, they also will be removed from sd.
But apart from that, there is no reason why pictures should get deleted.
However: you need to do some filemanagement to move the very old pictures into a folder that can be included by Google Photos.
There also maybe another reason that they refuse to uploaded because they have been uploaded long ago already - so they still may be deep down in your library: type 2015 in the searchbox.

Just found this thread... been having the same problem.
Pixel 3. I've manually created special folders within the "Pictures" folder, which I've done when my phone is connected to my Windows 10 desktop via USB cable. I made a few special folders like this, to quickly and efficiently access certain photo sets regardless of my connectivity at any given moment.
Over time, these photos vanish. And not all at once -- photos that were added to these folders earlier are the first to disappear. It does seem as if it's a background cleanup function, in that regard. However, I have never once done "Free up space.

Nevertheless, Google Photos never deletes something spontaneously without any user-initiated action.
Further, that's not going to happen even when the new terms & condition come into force.
The usual reason being deleting the photos from the phone under the misconception that everything is backed up in Google Photos & then we can delete the local copies as per our will.
However, the Sync operation replicates the action we take from one end to the other end also.
In this way, if we delete something from the phone, that deletes the corresponding one on the cloud backup & vice versa.
Still, if your delete action is not older than sixty days, you will find the photos in the bin. Please retrieve those from there immediately.
After sixty days, items get removed from the bin automatically.
Select all the pics in the Bin & recover those.
To access the Bin, please tap the library view.
However, if sixty days have already passed from your delete action, then there is no way to recover those pics through Google Photos.
Nevertheless, if your action of deletion is recent, then, you may install to your Android device a deleted photo recovery app (be sure to pick one that doesn't require rooting). https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover.

However, you can replace that with your soundtrack.
First, record the narration in Hindi ensuring lip sync.
Next, replace the default music through the following steps.

- The app will download the movie & present multiple options. Tap the music symbol just below that near the right edge.

At present, the app doesn't provide any facility to select photos in a date range or so.
However, you can speed up the selection through this step.
Scroll down to the desired date beyond which you wish to delete all the photos.
Long press the first photo appearing on that date.
Next while still in pressed condition, scroll down till the end.
Then delete all at once.

To make a photo appear on your wallpaper, you need to follow these steps.
Open the picture through Google photos.
Tap the three dots. Then you will find an option "Use as" below that. Tap the option & select Google photos as the means to complete the action
On the next screen, you will see two more options "Home screen" and "Lock screen". Select the right one & that will effect the desired change.
The one selected for the Home Screen will appear as wallpaper.
