Because you are talking about the pictures on your phone and not about the pictures at photos.google.com in your browser, I would suggest to connect your phone with its usb-cable (also used for charging its battery) to your computer. And assuming that you have a Windows-10 computer, you can start its Photos-app and then choose Import from a connected device right-up. 

Best to make a new folder named Phone in the main Pictures-folder before, because then you can select that folder in the Import-settings. And there you go (images from Whatsapp will be included with dates they were send and received and these may differ from their real dates of shooting). 

Do think about selecting to remove the pictures from your phone.

I uploaded many photos (±20,000) to Google Photos using the Backup tool, in the backup preferences I choose to upload the photos using "reduce quality" so it will not be count in the account storage.
After uploading ±8000 photos I saw that my storage is full 20.6GB  of 15GB, I started to delete some photos (I deleted ±2000 photos also from the recycle bin) but the 20.6GB storage usage keep the same.
I think that some of the photos were uploaded and are calculated in the storage usage and some not.

My question is if there is a way I can see which photos are included in the 15GB free storage calculation and which are not?

In addditon: 
Everything not uploaded to photos.google.com in "reduced quality" (named High Quality) will stick on Drive and will use storage at Google. See https://drive.google.com/drive/computers
That also can be a large amount of non-compatible RAW-files or Photoshop-files or Word-files. 
It makes no sense to delete from photos.google.com because what is there will take no storage. 

PS: one.google.com/storage/management shows files larger then 5 MB (also in Gmail)

Leaving hyperlinks to educate you on the plethora of knowledge that comes along with a help search, may only complicate the understanding of this matter in particular. There are literally two things that solve your entire question. And those two things literally equal two clicks. First click on the three dots in the upper right hand corner of the file in question, then click on the word "details"  in the drop-down menu. Here, you will find the specific information you are looking for displayed. Size is usually the contributing factor as to whether your file will be stored here or there respectively. The larger the file, over 5 MB, the more or most likely it will be stored in the larger, paid for version, of your cloud as opposed to those first 15 gigs. If you have a files stored in a portion of the cloud, in your case the initial 15 GB, and don't want it there, you need only make the file larger. With such a large number of photos, 20,000 I believe you said. I recommend that you create a folders that generalize the main contextual idea of the photos they're in. If these files become too large, you need only convert them into zip files which will serve two goals; one being the ability to store a much larger piece of information in one place, and the other being, the ability to maximize the extent of your available storage. All while making the locale, format, and file type, much easier to decipher. I hope this helps, and have fun taking, what will be hopefully thousands of pictures to come.

You can check on https://one.google.com/storage whether storage is used by Drive, Gmail or Photos
On https://one.google.com/storage/management you can see which files use most storage in Photos, Drive and Gmail.
 
Storage used by Google Photos can be recovered:
  • By deleting files in Google Photos, but there are many complaints that it takes very long before the storage is recovered, if ever. 
  • The folder "Google Photos" in Google Drive starts using storage when the corresponding photos in Google Photos are deleted. Thus when you delete from Photos you may also have to delete the Google Photos folder in https://drive.google.com/drive/my-drive if you have one.
  • By using "Recover storage" on https://photos.google.com/settings. That will convert ALL (it's all or nothing) photos/videos to the free "High Quality". Save the ones you want to keep in original size somewhere else before you use this option.
  • By deleting unsupported videos on https://photos.google.com/unsupportedvideos (or via "Settings")
  • You can also check on https://get.google.com/albumarchive. There may be photos that are not shown in Google Photos, for example from Hangouts, which may use storage. 
To recover storage used by Drive or Gmail you must delete files. Note that the "Google Photos" folder in Drive may start using storage when the corresponding photos are deleted in Google Photos. Photos uploaded using Backup and sync on a computer may use storage in the computer section of Drive when they do not make it to Google Photos as "High Quality", for example unsupported RAW files.

I deleted all of them but I do not see them in the recycle bin and I still see them in Google Drive search.

Then you also should delete these old videos on Google Drive manually. 
You may use drive.google.com/drive/quota to find them because the largest files are on top. 
Be aware that a deletion may sync towards your computer and then these files are deleted there also. 
This depends on a setting in the Backup app where you can select "Never remove both copies" or alike.

Every night I backup all photos from the day.  Later in the week once I have reviewed photos some get deleted.  Google Backup Sync is putting BACK the photos in my local drive that have been deleted over the years.  Then every night my folder replication utilities see that one copy that I am using to point to Google Backup Sync has an extra 100,000 images and it removes them... Then Google Backup Sync tries to put them back!

So how do you tell Google Backup Sync to JUST backup and if a file doesn't exist locally for it NOT to replace it?

  • You can search on file names, album names and captions, but tags added in PICASA are not indexed and thus not searchable. Same for people tags added in Picasa. 
  • Google automatically indexes people, pets, things and places. That may help to find photos, but results may be incomplete or contain hits (my dog album shows goats, cows, cats and more). You can remove wrong results, but not add missing ones.

The Google Photos editor allows adding some text. But, there is no provision to decorate a photo.

However, Google Photos allows editing in Snap-seed.
For that, you must have the Snap-seed app installed on your phone.
If not, download that through the play store.
Next, tap the photo to open.
Tap the edit symbol at the bottom, the second from the left.
Slide the row containing the word "Suggestions" from right to left to reach the option more. Tap that.
Now slide the upper row to show Snap-seed. Tap that.
In Snap-seed tap tools & then the Text icon at the bottom.
Add the desired text
Next tap the icon of frames. Select the desired one.

Nevertheless, there aren't many great choices here too.
If you wish to have something exuberant, then you should look for some proprietory photo editors.

Too much backlog of upload slows down the process.
To mitigate that, please go through these steps.

First, install a file explorer on your phone the "Files" app by Google through the play store.

Next, through any browser on your phone open the link https://photos.google.com/
Log into your Google Account through which you want to have the backup.
Next, tap the upload symbol.
Tap Phone
In the Choose an action tap the file's icon.
Tap switch to grid view.
Long press the first photo & after a tick appears, slide down to select some more. 
Select around forty to fifty pictures at a time.
Then tap the prompt "Select" appearing at the top.
That should start the backup immediately.

Repeat the steps for the next batch & complete the backup.
Please note, the Google Photos will skip duplicates.

Meanwhile, refresh the Google Photos app through these steps.
Cleared the stored data through the settings of the phone.
Uninstall the app.
Switch off the phone & restart
Reinstall the Google Photos app through the play store.
The app will refresh.

Once the quantum of leftover pics becomes reasonable, the app would resume auto backup.

If not, the app will retrieve that through the cloud.
Depending upon the download speed, it would take time to render the picture in full clarity.

Nevertheless, there would be slight deterioration as usually store the pics in high-quality & the one on the phone will be in original quality.

To do so, the photos must contain geolocation data. Not many cameras have that feature.
However, usually, the camera of a phone will include that information by default.

I presume you want to recover deleted photos. In any case, the photos are already backed up.

However, the recovery would be successful only if the delete action is not older than sixty days.

To achieve that, please tap the bin symbol which becomes visible in the library view.
Select all the pics & tap recover.
That will restore the photos to the cloud.

To bring those back to your phone's memory, you need to download each one by one.

Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:
 
2). If you use a work/student account (G Suite), you should contact your Account Admin as they can restore files up to 25 days after deletion.
