Your pictures are not stored in the Gmail-app, but on photos.google.com at Google which site can be viewed in the Chrome-browser because your phone is logged-in to your Gmail-account. 
 
In the Google Photos app, you simply see the pictures on your phone, but you have to log-in in the small circle to be able to create albums. And you need to set the Backup to the same Gmail-account to get your pictures saved at Google in case your phone falls in the Niagara. Or just for sharing and viewing on your laptop via photos.google.com

You can add a person through the following steps.
 
Tap to open the photo which contains unidentified faces & then slide up or tap the three dots.
If the app had failed to include some faces in that picture, then you will see a prompt "XX faces available to add".
 
Tap the edit icon at the extreme right edge. (An icon of a pencil ).
 
That will show identified faces in square boxes & their thumbnails at the bottom.
Tap on the + sign on each thumbnail. 
Then the app will show you all the identified faces till that time.
You can select the right one.
 
If not, tap the + sign at the top right corner of the screen.
That would create a new grouping altogether.
 
Once created, the app may take some time to bring all the related pictures to this new grouping.
Otherwise, you can go through the collection & add the photos to the newly created group, manually, through the same steps as described above.

Thank-you Janvb.  I arrived at this thread because the title said "Editing Videos".  I was searching Google Help to see how to use my laptop/PC to edit VIDEOS at my photos.Google.com website.

You have confirmed that editing videos is not possible using my laptop or PC.  Only the Google Photos app on my Android has this capability.   

Windows-10 says there is now a "My Phone" app that can connect ones PC/Laptop to an Android phone, and access/manipulate the applications on the phone.  Perhaps it will allow us to bring up the Google Photos app on this larger Laptop/PC screen, and proceed to edit videos stored at photos.google.com, in that manner.  Hope so!   Phone screens are too small for making granular trimming and merging of videos, along with adding transitions from one clip to the next.  

Thanks again for taking the time to let us know that Google has not enabled a way for us to edit VIDEOS at photos.google.com using any device, but an Android or Apple phone.

I think that my reply was not very clear. What I found is the following:
In the Google Photos web app (on a computer) you can only create "theme" videos. Creating a "normal" video in Google Photos is only possible on the mobile app. When you created such "normal" video, you surprisingly can edit it in the web app on a computer.

Sure, but I used a tablet for creating and editing videos.
 
I am not a video expert but found that the Google Photos tools are very easy in use. That usually implicates some limitations like the lack of special transitions. I would recommend it for non-experts.

Welcome to the Google Photos Help Forum.

Could you please try uninstalling and reinstalling the Google Photos app to see if it helps? Also, make sure it is currently up to date.

If that doesn't help, I recommend trying these troubleshooting steps in a sequence and see if any help:
  • Do a force restart by holding the home and power buttons at the same time until the Apple boot logoappears.
  • If the application freezes or is not responding, you can force the app to close by holding the power button until the red slider Slide to Power Off appears. Do not slide the slider. Instead, hold the home button for 5 or 6 seconds, and you should be returned to the home screen.
Lastly, you can try the below mentioned steps if all else fails:
  • Go to Settings.
  • Turn on Airplane Mode.
  • Wait a few seconds, and turn it back off.
  • Tap on the Settings icon.
  • Select the General menu. 
  • Scroll to the bottom and tap on Reset.
  • Select Reset Network Settings.
  • The device will take a minute or so to reboot.

I should have mentioned that I tried the 1st 2 options yesterday - deleting and reinstalling the app and rebooting the phone, and those 2 options didn't work.

I tried the remaining options in your reply  just a few minutes ago - turning on and off airplane mode, and resetting network settings and those didn't work either.

Just to note: I made sure that the app was not active while I tried all those options.  

Here is a screen shot that shows that the lens icon is missing.


I verified and the google photos app is version 3.18.0 and my phone is set to English. 

Is there anything else that I can try?

I was wondering about your latest request, and it seems to me to be a bit presumptuous to assume that I have another device.  If I did not have another device, what would be my next course of action?

With that aside, luckily I do have other devices to try, and I believe that I have found where the problem may be.  For the next 3 actions, I used my google account.  1st, I tried Google Photos on my older Iphone 4s, and Google Lens was not active.  2nd, I tried, google photos on my wife's iPad 3rd gen., and again Google Lens was not active.  3rd , I tried Google Photos on my son's iPhone 7 (yes, he has a newer phone than I - isn't that always the case???  lol) , and once again Google Lens was not active.  So that means for all 4 devices, an iphone 5s, an iPhone 4s, and ipad 3, and an iPhone 7, Google Lens was not active in Google Photos using my account.

After that, I decided to try something different.  I had my son sign into his google account in google photos on his iPhone 7, and lo and behold, Google Lens was active.  And finally, I had my son sign into his account in google photos on my iPhone 5s, and again, Google Lens was active.

Of course, this leaves me to believe that it is my account that is the problem.  Please let me know if you agree.  If so, what settings in my account do I need to change?

Just to let you know, Google Lens will work on any device with the latest version of Google Photos. Currently, Google Lens can only be used if your device language is set to English.

Regrettably, there is no option to do so on a batch of photos.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/

Once the file is ready, you will get an email. Access that & unzip all the attachments in any folder on your SD card.

Don't blame Google - it is your absurd user-situation which cause a lot of confusion. 
Assuming one phone: 
  1. Fresh pictures shooted are stored in the Google-account set in the backup-window of the app (go to Settings under your profile circle and then goto Backup). If you never change that setting, all pictures will be at photos.google.com when you log-in with that account. 
     
  2. The pictures shown on the Photos-page of the app are the pictures on phone and the pictures in the account chosen under the profile circle - unless they are the same. But these additional pics are not downloaded to your phone automatically and not uploaded into the account under backup. 
That's all for one phone and the same holds for all other phones. 
Can't help that you get confused easily.

Quite likely your Mac is misleading you. 
You get a zip-folder and after unpacking, you get a normal folder with the same pictures.
But the zip should be trashed then. 
If different, come back with a screenshot please - else it is hard to understand.

Thanks for clear feedback. 
Don't understand why you have a photo (heic) and a (short) movie (mp4) of the same scene. The photo may have been a jpg originally, but was compressed to heic by your iPhone to save some storage space. Don't understand why the mp4's are not compressed to hevc-files. 
This is not caused by Google and I can't judge which filetypes are important to keep: the heic's or the mp4's.
It also is not caused by the zipping, because that is the way downloads from the web are bundled. 
 
Be aware that heic is a problematic filetype which can cause problems for other people when send by mail.

No no Nicole - as Peter suggested I did not expect that you had made so-called lifephotos from still objects and that is combination of a still picture and a very short movie.
Probably they are shown correctly on the Photos-site photos.google.com but the download proces seems to split them in a photofile and a videofile. These mp4-videos will not be interesting, so you can restrict to the heic-photos. 
Of course heic-files have a tiny bit lower quality then normal jpg-files, but that is caused by your decision to use optimize storage which causes this additional compression.
Also for normal videos compressed from mov into hevc. 
 
The point is more that they often cause problems when sending or sharing with other people who can't view them on their (old) computer. But  that may play no role for you.

Just to recap.  
 
Optimised storage is an iCloud parameter which determines how photos are stored on the phone. The original is uploaded to iCloud and when space is getting short in the phone’s internal memory it will replace the full size photos with smaller low resolution copies to save space. The original will be downloaded if required and iOS manages that process.
 
HEIC and JPG are photo standards
MP4 is a video standard

Live Photos are a combination of a still photo (jpg or HEIC) and a short video clip (mp4) and when downloaded are saved as you have seen.
 
You can turn off Live photos in the Camera app and select HEIC or JPG in the Camera settings.
 
High efficiency is the Apple standard HEIC and is the default for sharing and viewing only in the Apple environment. Original size Backup should be selected if Google Photos also used.
 
Most compatible defaults to JPG which should be used for mixed sharing between Apple and Windows users. Storage saver Backup should be selected if Google Photos also used.

But apart from that: if the storage saver quality (= high quality) is used in the backupsetting of the Google-app, heic pictures will download as jpg-files and that may prevent additional problems.

That's not a camera-setting, but a systemsetting. On my iPad in general > optimize photos. 
I mean the selection on the camerascreen between video and photos and specials.
If Lifephotos is your preference for everything, you always will run in downloads in heic and mp4's with the same filenumber IMG_1154. That will not happen if you choose normal Photos: then you get heic's only.

Could you please confirm if you are referring to the Google Photos folder of My Drive or the web version of Google Photos

If you're referring to the Google Photos folder of My Drive, I recommend uploading all the photos to that particular folder.

But if you're referring to the web version of Google Photos, I'd suggest turning on the settings for Google Drive through Google Photos by following the below steps so that you can see the photos & videos from Google Drive in Google Photos:

I think it's resolved and I will check if everything is showing on google photos now, apparently, on the backup and sync app, it wasn't checked the upload new files and videos to Google Photos and this made the upload to go just to google drive and since I have a work/family account it doesn't go from google drive to google photos.

I have deleted everything and did it again with the checked box (  ) Upload new files and videos to Google photos and so far it looks like its working.

I suggest you first check whether the photos are there ins backup. Please enter the link https://photos.google.com in any of the web browsers available on your phone. Log into your account & then see whether the photos become visible. If you can find your photos, then please revert to know how to get those back to your phone.

Welcome to the Google Photos Help Forum.

Just to let you know, if you'd upload photos to the web version of Google Photos and the Google Photos folder of My Drive using Original Quality, then it will take space in your Google Drive.

But if you'd upload them using High Quality, it will not take space in your Google Drive. Therefore, you can change your already backed-up photos and videos to High quality through the below steps:
However, this setting will not appear if you don't have any photos in Original quality.

Just to let you know, your storage is shared across Google Drive, Gmail, and Google Photos. Therefore, the photos of the web version of Google Photos and the Google Photos folder of My Drive doesn't take up space separately.

In the meantime, please check the storage space of Google Drive through the desktop using the attached link.

Now i am unsure if i realy have misunderstood something vital (possible :)) or if i have described my problem wrong somehow. If i understood your answer correct all pictures upload with the new client will count double. 

So to check it i have a basic question.
1. If i have 10GB pictures on my computer. Install the sync program and upload it. Where will those 10GB storage be shown? As 10GB Google Photos or 10GB Google Drive?

2. As i upgraded from the old sync program to the new. Did it then upload all pictures or just those not uploaded before? (Basicly i would think it only takes the new ones but i start to wonder..)

I do'nt use Backup & Sync, but think that it works as follows:
  • When you use B&S with "Original" quality, and the photos make it to Gooogle Photos, the storage is used by Photos 
  • If however for some reason (photos to small, too large, already uploaded?) the photos do not sync from Drive to Photos, they count for Drive storage. 
I am not sure about the "already uploaded". They should not upload again, but the slightest change (except filename) will trigger the upload of a second copy to Photos. I am not sure whet happens with identical photos that are already uploaded. When you upload manually directly to Photos (what I always do to avoid all the issues you have), those photos simply do not upload.

I am using an HP Chromebook and a new iphone xs max.  I am trying to figure out how to manage photos, as Google Drive & Google photos (photos.google)  no longer  sync.  I have always used google photos, and ignored the google drive photos folder as google photos is easier to work with, edit, etc.  I also cannot get them to automatically sync, just manually.

Of course, to use the pictures, I would have to download them.  I see that one used to be able to add Google photos (photos.google) to google drive, but this option no longer works?  I don't even see where on drive I can upload from Google photos (photos.google), only an option to upload "from" drive.

2nd part if the problem:
I also just purchased a new iphone xs max.  All my photos are only manually syncing to Google photos (photos.google), but now they are .heic files instead of .jpg files.  Even if I download these, I can't see the pics in the thumbnails or even open them.  

Any suggestions would be appreciated.  I am really getting frustrated.  Who created this mess?!!  Thanks.

If you switch-off that setting you will have normal jpg-files again (which are twice as large, but with about the same quality). 
Don't know if there is a convertor for heic to jpg in the Chrome webstore (no problem in Windows). 

About Google Drive: on Chromebooks it was not possible to downsync the contents of the optional Google Photos folder to computer - so it did not even makes sense to have that folder, unless for other reasons. 
But the folder is no longer updated due to changes at Google, so even syncing does not make sense anymore. 

However: it is not clear to me why you would like to have (some?) pictures from Photos on Drive???
Maybe because of some fancy photo-editor available in Drive perhaps???

After making the backup & sync off, you started deleting the pics on your phone through the Google Photos app, which means you were accessing the local storage. 

But then, the moment we delete something through the app, the app removes that from the cloud also. If you want to delete something from the cloud, then you need to move the corresponding original on your phone to some un-synced folder & then perform the action through the web link https://photos.google.com. Then only your device copy will remain intact.

Since you have deleted through Google Photos, then you may still find those in the bin.
The Bin icon becomes visible through the library view.
Access that & recover everything.

Sorry, we can't help with that. 
If all were stored safely at Google within the same Gmail-account, they still should be on photos.google.com in the Safari-browser when you log-in with that account. 
But you may have taken a new account when installing Google Photos on your iPhone and such changes always cause a lot of confusion and thereby potential losses. 
No Google here, but they can't help either.
