The Google Photos service is available to every Google account by default. You can't delink that from your Google account.
Further, it appears to me, the Google Photos app is installed on your phone already. If that's so, the app will access photos on your device as the app also acts as a portal viewer.
But, if you do not sign into your account through Google Photos, the app will only act as a viewer & no further actions will happen.

It appears to me, the backup through your missing phone was imperfect.
The Google Photos app acts like a portal viewer & displays everything from our phone as well as the content on the cloud.
However, that creates a illusion everything is backed up.
However, unless we tap the profile icon and see the notification in the backup & sync menu, we should never assume everything is backed up.
In this way, if the pics are not backed up to cloud, then, regrettably, there is no way to get those back through Google Photos.

You can't remove these contacts, but that does not mean that anything is shared with them.
That's your own choice: select some pictures, hit the Share-icon and select a person.
If not done that and never will do that, Google Photos is fully private - but your phone should be fully private also - so pincoded.
PS: be aware that the app is a gallery which shows the pictures on your phone and not the pictures in cloud. So deleting there, deletes your local pictures primarily.

To bring back the pics to your phone's gallery, either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
That will bring everything to your phone.

Could you please try uninstalling and reinstalling the Google Photos app to see if it helps? Also, make sure it is currently up to date.
If that doesn't help, I recommend trying these troubleshooting steps in a sequence and see if any help:
- Do a force restart by holding the home and power buttons at the same time until the Apple boot logoappears.
- If the application freezes or is not responding, you can force the app to close by holding the power button until the red slider Slide to Power Off appears. Do not slide the slider. Instead, hold the home button for 5 or 6 seconds, and you should be returned to the home screen.
Lastly, you can try the below mentioned steps if all else fails:
- Go to Settings.
- Turn on Airplane Mode.
- Wait a few seconds, and turn it back off.
- Tap on the Settings icon.
- Select the General menu.
- Scroll to the bottom and tap on Reset.

There really is no such thing as a "Google Photo Account", Google Photos is just another service within a Google (typically Gmail) account.
You can just stop using Google Photos. Turn off the ~Synchronization~ settings on any devices.

Be VERY VERY careful if you do this that you are POSITIVE that your images are safely stored someplace else not linked to Google Photos.
It is always a good idea to have your important photos stored in multiple locations / tools. Mine are stored in at least 4 places, one place is completely disconnected from the internet and 50 miles away.
It is possible to delete your Google account, but this is almost always too extreme a measure which will cause much pain (with Android and Chromebook logins, contacts, Gmail address and history).. I am not including a link here because it is too dangerous.

No, because you should have known that by checking your real cloud at photos.google.com now and then.
If your old phone still is running and not cleaned, you simply can create a WA-album (that's not a folder) by opening the WA-folder under Pictures on device on the Library-page and then select all dates and then hit the + and choose Album and give that album the name "Whatsapp in cloud".
Such albums don't take storage on your new phone nor at Google and they are not lost when changing to the next phone. And new WA-pictures easily can be added to that album.

What do you see if you view these pictures in a normal galery or in Google Gallery Go or in Google Files.
Or are they at Google only?
Did you check how they look on photos.google.com then.
Have it been normal camera-pictures or files downloaded from obscure sites?
PS: if your phone has low space, the app can't function very well - so you may need to remove a few large videos via the Google Files app.

Okay Mike, but you did not tell that in advance.
Best to reset the app then and that is simple:
- Select Use without account under your profile circle.
- Close all apps and restart your phone.
- Start the app if you have good wifi for at least an hour.
- Log-in to the app, but don't start backupping.
- Give the app the time to rebuild its database.
- When ready also switch-on backupping to the correct account and with the correct quality.

It's not a virus.
You probably want to look at the photo and see if you recognize it as somebody who you know's kitchen (it might be an old photo).
You could, if desired, join the album and try sending a message to the owner. However, I am surprised that you have not already at least locked (if not erased) the phone via https://www.google.com/android/find
If comments are disabled on the album you could probably post a photo of a note (like, ~ Please turn the phone into the Lost and Found desk at XXXXXX ~).
Note: If you lock or erase the phone, the finder won't see the message. But if you don't lock it, who knows what else they have access to (email, contacts, etc).

Maybe T-Mobile shutdown their cellular service, but if they did not lock and erase the phone what you are seeing makes perfect sense.
Do check the status of the phone yourself (and probably Erase it) at:
Typically that should be done immediately if a phone is lost or stolen.
It would not be a bad idea to change your husband's Google (probably Gmail) password. Also, thing about any other information (or access via Apps) the person with the phone might have and change those passwords, too.

⚫ You have a "share with a partner" setting, and you can check in your Google Photos settings, or this person's settings
⚫ You are a member of the Google Family group, and you can check it between family members
⚫ You have an album shared by your family, where photos from you and other family members get
⚫ You or family members have entered the same account on the device, check Settings → Accounts → Google / Other accounts, and if there is such an account, then select Delete (→ deleting will not hurt, you just remove it from your device , or your account from another device, the account itself will not be deleted)
⚫ Photos are sent to some application that is associated with Google Photos, and from there they are backed up to your Photos
⚫ These photos are transferred via Bluetooth - check this folder in Gallery.

I was wondering about a delayed upload, as I have seen a few finally go full-res, but there is no logical pattern to how it happens. However, regrettably, Google Photos app doesn't provide any utility to change the default folders of other apps.
You will have to look into the help pages of each app & then find out the right way to do so.

On my Samsung the DCIM-folder has 6 subfolders: Camera, Google Photos (for collages etc.), Photoscan, Photoseditor (offline copies), Restored (downloads) and Screenshots.
And apart from the Camera-folder, most folders are empty or are filled with a few temporarily.
So only in case you are shooting a large amounts of screenshots, you will use additional storage-space on your phone as well as in cloud and that can be a drawback.
All other folders outside DCIM are caused by installed applications like Whatsapp and it is your own choice if you want to include them in backupping.
So you should use the feedback option in the app under your profile to ask Google to show the screenshots folder as a separate folder and to rename Camera into DCIM.

Let it go - basically Google Photos rejects duplicates and nothing is changed in the majority of your pictures, they will not upload.
But there must have been some cause initiated by you and I can't guess what.

I do understand the inconvenience as you're getting an error message while trying to view the videos through your Google Photos. Therefore, I recommend trying the steps below in sequence, this may help in fixing the issue:
- Try another browser or operating system.

- Disable browser plugins or extensions. (Chrome, Firefox, Internet Explorer, and Safari instructions.)
- Have a domain or network administrator help you with firewall and/or server settings.

I echo your sentiments, but iOS has it's own protection in the Apple Photos app. There is a Recently deleted album which stores the deleted photos for 30 days.

Original quality or high quality (now called "storage-saver") make no difference because the resolution of your camera is lower then 16 MP.
So I must assume that these 0.5 MP pictures originate from low quality social media and then they also will have wrong dates. Else I don't understand how you did manage that ugly low resolution.

PS: facepictures can be heavenly cropped and should be avoided.

For a test I shared one 16 MP picture to the iPad of my wife and when saved that image in her library and did view the technical data, she also saw a value like 0,5 MP initially, but after a while this indication was updated to 16 MP.
Probably that corresponds to your impression, but when you look now, they all will be 12 MP again.
If that is my guess that it were iPhone-pictures shared via social media was wrong: sorry.

I am wondering if this is a result of using optimised iCloud storage and Google uploads the optimised copy before pulling in the original size from iCloud. There were a few of these some weeks ago where if the user re-uploaded then the original appeared.

They are uploading in original quality, but just the numbers are shown wrong for a while.
For Apple-devices the Google Photos app is a third party app and thereby not as well integrated as within Android. So no serious problem, just a bit confusing.

Has the phone manufacturer given you that as a default app? Or, did you download that through the Play store?
