Example : I have 1TB of photos and I just want to store the photos because I don't have a HDD freely available that size as well as rather it be cloud accessible incase I lose the HDD.

1) Does every photo take up space twice?
2) If not, where is the photo actually? In Drive or Photos?
3) Or is it so (I suppose it is), that I have to manually delete the photo from both Drive and Photos to free up the storage?
4) Since the services are disconnected, if I delete the whole Google Photos folder from Google Drive, will the photos (even the old ones before 2019) stay in Google photos?

I don’t have time to go through all the questions at the moment, but regarding 4) you can safely delete the Google Photos folder in Drive but make sure it is not synced to your computer otherwise it will also delete there.
Up until the 31st May you can Recover storage at https://photos.google.com/settings to reduce the storage used by Google Photos to zero.

No, this [the error code] happens very rarely (at least, to me).
Google Photos on one of my accounts is often VERY slow or nonresponsive when I upload (no matter where I upload - home where the connection is fast, or work where the connection is slower). I don't know that cause, but it's just a minor inconvenience.

Instead it just created an un-cancelable process which apparently deleted photos from my phone that it claims are backed up to the cloud. These photos are supposedly now accessible only through the desktop app or Google Photos on my phone - except I have no idea what photos this even applies to, because it never told me.
How can I figure out which photos have been removed from my phone in this process? I expected some confirmation of what the app intended to remove, rather than just a black-box process that supposedly cleared 700+ MB of photos without ever telling me what they were or allowing me to choose which ones I'd prefer to keep.

Folders are only on your Android device, albums are available both in the Google Photos app on your Android device and online on the https://photos.google.com website. The Google Photos app doesn't preserve the device's folder structure when uploading the photos to the https://photos.google.com website, so I recommend that you use only albums to organize your photos.
