It makes no sense to use original quality if your pictures never come further then your iPhone. Because they a have a 12 MP camera, high quality pictures still will have a 12 MP resolution , but use less MB at Google.
But even on high quality Google will start to count for new uploads after June 1
At original quality you should be prepaired that you may need to pay for more storage soon, especially if you shoot a lot of movies.
But with the Recover button at photos.google.com/settings you can have original quality compressed to high quality.

The S8+ is on Pie - same as the OnePlus.
I'll try to get a video - but I've been using Google photos nearly since it's release on multiple phones and haven't seen this behavior. It's also odd that it happens only on the last chunk of photos and not any old ones that I haven't looked at in forever.
Another oddity that may or may not be related to this is when I hit "save to device" on a photo sometimes it creates a duplicate. It's almost like it's not reading those photos right from the server or something.
I think when I get home I'm going to try to download a day or something like that, delete it, and then reupload it from my S8 and see what happens.

In the main photo stream, simply pinch or zoon the images to change the size / view.
You can also use the preset view selector. From the main photo stream, go to the : menu and select the Layout : Comfortable / Day / Month / Year view that you prefer. (If you don't see a particular view option mentioned, you are already in that view mode.)

Now one of my folders is gone from my phone and it is not transferred to Google photos neither. I have checked the recycle bin/trash and also the archive, nothing there. I really don't need or want to see pics of my nephew's vacation mixed-in with pictures I took. When I want to look at the shared album, I should be able to go to it directly and not have to wade through them to find my own. Is there someplace I inadvertently clicked?
I've tried searching through this forum and all I have found is a suggestion to rename my sister's album, so that I can use a keyword to exclude it from a search, but there has to be better solution or a different software package I can use. Don't get me wrong, I am interested in seeing an occasional photo of a niece I've never met or snow at my sister's place, but I don't need to or want to see it when I'm looking for pictures of people unrelated to my siblings or informational tags on freezers that I took at Sears.

- On a computer, insert an SD card directly into the computer or into a card reader. Or, unless you have a specific need to have the images on a card, insert any USB thumb drive.
- On your computer's browser, navigate to Google Photos (photos.google.com), sign in to your Gooble Account, open Photos
view and Select the images you'd like to work with one at a time, or up to 500 at once. (On a Windows computer, and perhaps a Mac as well, if you want to Select strings of consecutive images, Select the first image in the string, scroll down to the last image in the string, hold down the Shift key on your computer while you Select that image; the entire string will be Selected.)
- Now you can download the selected images by selecting the More Options icon
in upper--right of screen and choosing Download, then following the prompts to download the images onto the card or thumb drive inserted in step one.
- Finally, right click (on a Windows computer) on any Zip file the process created for downloading more than one image at a time, and select Extract All.

I’m sorry, but it’s not possible to recover photos permanently deleted from the Google Photos Trash.
I would recommend that you contact the Google Drive support team to see if any deleted files may be recovered. Just open the Google Drive https://support.google.com/drive#topic=14940&contact=1 contact form, select a contact option, and tell them you permanently deleted files in Google Drive and would like to recover them.

Scott, this is a user to user forum, for Photos deleted from trash, there is nothing we can do about it, as it's a permanent deletion :(
