by camera folder do you mean your photo library, i.e. the list of all your photos here https://photos.google.com on the Google Photos website and in the main screen of the Google Photos app?

That camera folder, which is under /DCIM/Camera on the local storage of your device, is actually an Android system standard for app interoperability. Camera apps store shot photos in the Camera folder, where gallery or photo management apps like Google Photos and others can access the photos.

The only change recommended on the Camera folder is to delete the local copies of the photos that have been succesfully uploaded online by Google Photos. The safest way is to use the Free up space option of the main menu of the Google Photos app. The other is to open a photo in the Camera folder, tap the 3-dots icon, and then tap Delete from device. No other changes to that system folder or its content are advisable.

Many phone manufacturers provide Google Photos as the default gallery app.

You may not be able to disable or uninstall the app in such cases.

Nevertheless, you can do the following

Stop backup & sync if you have activated that.
Cleared the cached & stored data through the settings on your phone.
Further, deny permission to the Google Photos app to access the phone's storage & contacts.

That would make the app unusable.

How do you know that 3600 are backupped: did you have counted them on photos.google.com in Safari?

And did you check your free space at Google via one.google.com/storage ?

And did you check in the general app settings that the Google app is allowed to work in background when having wifi - just because videos take a lot of time to get backupped correctly - especially 4K movies.

Nonsense - but it is not clear what you mean with creating digital images.

Within Google Photos you only can create Animations or Collages and Videos from pictures already stored at Google - see the Library page in the app under Tools. And that is all for free.

I have over 170 Gb of photos that I have taken over my life and manually saved them off to my laptop. Many of these photos are duplicates and some are of things I thought I would enjoy looking at but now would rather delete. Since then I connected my folders to Google Photos and also downloaded the app on my IOS device.
I have some photos in my synced folder "Google Backup and Sync" that are on my computer but do not appear online in Google Photos when I search for the file name. All of the files have a green checkmark next to them, indicating that it is uploaded to Google Photos. All of the photos I have deleted on Google Photos ended up being deleted from my ios phone, but NOT from my laptop folder. Suggestions?

How do I delete duplicates? And have the same photos appear on my Google Photos(website), Google Photos app on my IOS device, and have it synced correctly with my Windows folder?

The app on your iPhone (and iPad?) is totally different from the app on your Windows-pc.

The phone-app syncs with Google Photos, so pic-A on phone is shown in the app as well as on the site (photos.google.com) in the browser on your computer, but not on the disc of your computer. If pic-A is deleted on the site, pic-A also will get deleted from iPhone.
The phone-app also shows the pics uploaded from your pc (normally), but if pic-B is deleted in the app or from the site, pic-B is not deleted from your pc.
The pc-app syncs with Google Drive only (see https://drive.google.com/drive/computers) and suitable files will be copied (not synced) to Google Photos and visible on the site as well as in the phone-app.
From before 2019 you may have activated a Google Photos folder on Drive, but Google stopped syncing from Photos towards Drive in July 2019. But from your story it is not clear if you have such a folder.
What you are showing in your screenshots is very abnormal because I don't have a synced folder named Google Backup and Sync with just a few pictures with all the same filename IMG_1560. So I don't understand what you want to show. But if the girl also is a screenshot (png-file), you may have forgotten to include screenshots in the settings, it would explain why they are not found on the site and in the app. And I don't understand why I see the girl and the screenshot twice on your pc, unless their copies were synced down from the previously mentioned GP-folder at point 4.

Hard to say more about, but maybe enough for you to understand your situation.

Thank you for the information. What I was trying to demonstrate is that I have pictures on my laptop that are not on my Google Photos app even though there is a green checkmark next to them. And there are multiples of these pictures. I have been slowly deleting pictures on Google Photos that I did not want - but it seems as though the pictures on my computer were not deleted, as you had mentioned in #1.

Do you know of a better tool/way to remove duplicates? Do you know of a better way to delete photos that I do not wish to have anymore on BOTH Google Photos AND my computer? Or is there a 3rd party option to do this?
I understand that Google tries to make it difficult to download all of the pictures once they have been put onto Google Photos. (Otherwise once I verify that all photos have been uploaded, I would simply download the photos off of Google Photos and then erase my synced folder(on my hard drive). Then I would sync that new folder of the photos that I would have downloaded from Google Photos.
I just wish that there was an option to allow them to delete the copies of files on my computer too.

I was thinking of clearing my iPhone and then uploading a bunch of the photos to Google Drive, but that would ultimately lead back to the same spot. There is no great way to get the photos on google drive back to my physical hard drive. I appreciate any more insight/suggestions you may have with this process.
