There are a number of issues when deleting photos. 

To free up space on your phone:
Go to Photos > Left Menu > Select "Free up space

To remove photos from your main visible photo stream, but keep them archived,
Go to Photos
Select the image(s)
Select the : menu in the upper right corner 
Select Archive

To delete images completely from your device, backups and all synced devices:
Go to Photos
Select the image(s)
Select the trash icon from the upper right
TIP:  This will send images to your trash can where they will age for about 60 days and then automatically be deleted.  I recommend leaving photos in the trash.  I don't recommend emptying the trash.  If you make a mistake deleting photos, or decide in a few days that you want a photo you deleted, you can return to the trash can and restore images from the trash.

So I'm having more trouble with the Google Photos platform. From my research it seems others are annoyed about this feature (or lack of) and there's no real solution. 

I want to be able to access "favorite" or "starred" photos to easily post on Instagram. I don't want to scroll through hundreds of pictures to find the ones I want to post, especially when I want to post multiple at a time. I understand that when I star a photo, it isn't actually saving it locally. 

Is there a way to create an album that IS saved locally, so I can easily access my favorite photos?

Yes this is an issue with how Google Photos works, you can easily clear photos from your device but getting them back is a harder task as you have to download them one by one. It's easier to do this on desktop but then on the desktop site of Instagram you can't share photos. The main issue with this is Instagram/Facebook don't allow you to use Android built in photo picker so every photo has to be on your phone first. You can share directly from Google Photos but only one photo at a time.
 
I suggest leaving a feature request directly for the development team by following these steps:
  1. Open the Google Photos app on a mobile device or go to photos.google.com using a computer .
  2. At the top left, touch or click the menu icon > Help & Feedback.
  3. Touch or click Feedback.
 
Please know that you may not receive a response, however the Photos Team are still reading the feedback! To see all of the feedback you have sent across all Google products, visit the Google Feedback Site.

Have you deleted the pictures recently? If so you can find those in the Bin.
The bin becomes visible through the library view. Tap the icon & recover everything.
 
However, the Bin retains the deleted items up to sixty days only. Any content that exceeds sixty days storage is removed.
Once that happens, or even if you empty the bin inadvertently, then regret, that's an irreversible action.

There is no way to recover the pictures through google photos.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps 
and run a scan for anything to recover.

However, the gallery app shows the pics residing in the phone memory only.

- cannot create a new person with same name, same 'results' show up (the photo)
i've basically done everything google allows me to do... but with no luck

You can check on https://one.google.com/storage whether storage is used by Drive, Gmail or Photos
On https://one.google.com/storage/management you can see which files use most storage in Photos, Drive and Gmail.
 
Storage used by Google Photos can be recovered:
  • By deleting files in Google Photos, but there are many complaints that it takes very long before the storage is recovered, if ever. 
  • The folder "Google Photos" in Google Drive starts using storage when the corresponding photos in Google Photos are deleted. Thus when you delete from Photos you may also have to delete the Google Photos folder in https://drive.google.com/drive/my-drive if you have one.
  • By using "Recover storage" on https://photos.google.com/settings. That will convert ALL (it's all or nothing) photos/videos to the free "High Quality". Save the ones you want to keep in original size somewhere else before you use this option.
  • By deleting unsupported videos on https://photos.google.com/unsupportedvideos (or via "Settings")
  • You can also check on https://get.google.com/albumarchive. There may be photos that are not shown in Google Photos, for example from Hangouts, which may use storage.
