Further, backed up photos wouldn't count towards that space if you have chosen to store those in a high-quality format.
Although, the situation will change after the 31st of May 2021, till then your photos should occupy zero space within the 15 GB.

My friends and family use WhatsApp to communicate, which results in a lot of photos/videos. Some of them are keepers, some are not. WhatsApp automatically downloads all media into Google Photos (photos and videos separate), but I have the folders NOT set to back up and sync. Instead, every few weeks I go through and select the media I would like to keep and move those to a new folder "Saved WhatsApp" that I set to back up to Google Photos. I then delete the remaining media.

The problem is that, all this time I thought the Saved folder was backing up to the cloud and deleting off of my device. My storage is telling me these files are still on my phone and taking up more and more space. I tried deleting a test picture and video from my phone, and it in turn deletes on Photos.

How can I set this to be like the regular Camera so that I can "Free Up Space" by deleting off the device and not Photos?

However, that wouldn't be possible. Once we select a folder in the backup & sync menu, everything gets backed up.

Nevertheless, the app acts as a portal viewer & hence we can see the content from the cloud through any device.
 
If the photos aren't getting uploaded from note 10, you have to look into the causes for which the backup & sync is stuck.
Usually, the reason becomes apparent the moment we tap our profile icon & see the message on the backup & sync action.

When we upload the pics to Google Photos, that folder structure vanishes.

However, please do not switch on sync, else you will lose the ones in the Google Photos also
 
Sync means that your photo library stays consistent across all devices that are signed in to your account with Google Photos.
For example, deleting a photo from one device will delete it from everywhere, and editing a photo on the web will edit the photo on the original device.
In this way, if you switch on backup & sync, the app will replicate the delete action on the cloud also
 
To avoid that, please download all the deleted photos first & then only turn on the sync.

Google Photos does not backup albums created in your (Samsung?) gallery - it only backups the original pictures in the camera-folder and in some other folders (if selected in the Google-app).  

So you will need to re-create that album in the Google Photos app and you better can do that on your computer in photos.google.com because then you also can view the Gallery-album in order to be able to select the right pictures in the mainstream before hitting the + for creating that new album.  

Thereafter you can delete the album in the Gallery safely.

Okay, I will try to walk you through the steps which might solve your issue.. The steps are similar on different platforms but I am trying to tailor the steps to iOS (iPhone / iPad) devices.
 
In the Google Photos app on iOS, find a photo with the person who was incorrectly combined in a photo. Maybe you can do this by date or find photos for the person that you think they were incorrectly combined with.
 
Tap the photo with the ~incorrect~ person, then tap the 3 dot menu for that specific image.  Below the date, you MAY see thumbnail images of some of the people in the photo.  If you do not see the thumbnails, the people in this photo have not been indexed, that MAY be your problem - the quality may not have been good enough (not enough data, funny angle, or not enough images of the person).
 
If the thumbnail image is misidentified (wrong name), then tap the image to get the results for the Name / label / identifier of the person.  Then, from the results list, select the ~incorrectly identified person's image(s)~ then from the 3 dot menu at the top of the screen select "Remove results" then "Wrong person" and Submit.
 
If there are few images of the ~incorrectly identified person~ it might take some time (or more images) before the image is re-indexed.  You can go back to an image which contains the person, then 3 dot menu, then in the "People" section below the date click on the pencil by "# faces to add".

Thanks for posting in the Google Photos Help Forum.

I understand how important the photos are for you and I'll try my best to help. It can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

However, if you're sure they were backed up, I recommend you looking for your video here:
If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.

Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.

However, can you provide some more details?
Are all the photos of your daughter are missing?
Or, the app has failed to group those under the "People & Pets group"?
 
If the latter is the case, can you try creating a new group through these steps? 
 
Tap to open the photo which contains unidentified faces & then slide up or tap the three dots.
If the app had failed to include some faces in that picture, then you will see a prompt "XX faces available to add".
Here is a screenshot of one such suggestion.
 
 
Tap the edit icon at the extreme right edge. (An icon of a pencil circled in the screenshot above).
 
That will show identified faces in square boxes & their thumbnails at the bottom.
Tap on the + sign on each thumbnail. 
Then the app will show you all the identified faces till that time.
You can select the right one.
 
If not, tap the + sign at the top right corner of the screen.
That would create a new grouping altogether.
 
Once created, the app may take some time to bring all the related pictures to this new grouping.

The Google Photos app doesn't provide any means to lock that.
Locking your phone only remains the option to do so.
 
Nevertheless, you can suggest that feature through the help & feedback route.
Once a sufficient number of users request the same feature, that may become available later on.

What may help is just archiving some precious pictures in the Google app: then they are hided from the mainstream and can be viewed via the Library page when you select that Archive. 
But out-of-direct sight maybe enough for you. 

PS: deleting them in the Google also will delete them from your iPhone.
