If you mean receiving as attachments to normal mail, the sender has made the mistake to allow for downsizing to 1600px long sides - maybe because he or she tried to send too much pictures at once (one can send 2 or 3 in full quality only).
So this problem does not have much to do with Google Photos, but with the old restrictions on mailing large files.
PS: 1600px long side still is good enough for most applications and normal 4x6 prints. But these pictures also have their original data stripped and that can be very uncomfortable in a collection.
PS: pictures send via social media like Whatsapp always are downsized to 1600px or less and all data stripped - so that always is a bad method for sharing valuable photos.

I understand by the term "Backup" you mean getting back the missing pics.
However, had you backed up the pics to Google Photos?
Can you please verify that by visiting the link https://photos.google.com ?
Enter the link in any browser on your phone & then log into your Google account to view the photos backed up on Cloud.
If you do not find anything, then there are two possibilities.
Either, the items have moved to the bin.
The Bin icon 
becomes visible through the library view in the phone app.
Tap on the icon & then restore everything visible there.
Or, your backup was incomplete, so nothing got uploaded to the cloud.
The Google Photos app acts like a portal viewer showing everything from our phone and also the content backed up to the cloud,
Then, that creates a impression of everything getting backed up perfectly.
However, we need to check the status of backup periodically and look for the messages on "Backup and Sync" menu.
Further, we have to ensure every folder on our device is included in the backup & none shows a cloud symbol with slash.
If nothing was backed up to the cloud in the first place, regretfully, there is no way to recover those pics through Google Photos.

I tried the first but didn't like it because my photos still remain in the general gallery as well. I tried subfolders by moving pictures from camera to another folder. This does move the picture in the folder out of the general camera folder. But if I now try to upload a picture into a Facebook post, the pictures I stored in folders cannot be found through camera not gallery. If I try to upload the picture, clicking share and Facebook I do not get the option to upload to a group/forum. Same goes for Whatsapp. So by organizing my photos in folders they cannot no longer be shared?? Please help! Organizing did cost me hours of work.

I only can say that iCloud can't coöperate with Google Photos directly because it are unrelated clouds.
But if you pinch down to monthview with two fingers, you can select a month (or more months) and then use the upload-icon to download to device and then iCloud will get updated (if switched-on in the main settings). But probably you want all and I don't know a comfortable solution for that - maybe Multcloud.

Go to google photos then library then you will see an option PHOTOS ON MY DEVICE next to it "view all" please click on locate the camera folder and enable back up and sync.
