Google Photos never uploads the same picture multiple times.
What we see as duplicates have some difference in file format or metadata.
 
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.
 
However, you will find some tips in this article on how to avoid duplicates in the first place & how to remove the ones which are already there.

What you are observing is the design feature of the "Sync" function.
 
Instead of deleting the pictures directly, please use the "Delete from device" option in Google Photos.
To do so, tap to open the picture & slide up.
If you have backed up the picture to the cloud, then you will find the abovementioned option below that.
 
Further, if you want to do that in bulk, then please use the option "Free up space" through the settings.
 
Either of these two methods will prevent the loss of the pictures on cloud storage.

Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
 
When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos. 
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

The first thing you need to do is check the account: you have exactly the same mail that was in the previous phone? You also need to understand that for the iPhone there is a feature: files uploading to Photos with an open application, that is, if you did not open the application specifically to upload your files, they could just have a display in Photos but not be uploading.
You can do a check to find your files.

However, you should never delete something directly when Backup & sync is on. Otherwise, you will lose the backup copy also.

Sorry to note you lost many pictures from your gallery because of some misinterpretation about the menus.

Possibly you tapped the "free up space" option & then the app has removed everything from the device that was backed up.
 
To bring back the pics to your phone's gallery, either, you can download photos one by one. Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/;
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.

When you delete a photo it moves to the bin, after 60 days it deletes automatically and it's permanently gone unless you have access to it somewhere else.
