If they were not correctly backupped at Google for whatever reason, they all got deleted due to resetting and you have no copies at Google. Seriously check at photos.google.com and lig-in with your Google-account.

To reduce the photo size, you can do so through these two options in Google Photos.
- Upload the picture in high quality. That will produce some size reduction.
- Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.
Once installed, the editor in Google Photos shows that option through "More".
In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%
A combination of both options would resize the file to the desired number.

I should note that I believe this particular photo is currently stored in Drive and Google Photos, but was never stored locally. It was a shared wallpaper from G+, whose owner uploaded it to a shared Drive folder. The only time it was ever stored locally was perhaps when it was cached for use as a wallpaper on my Android phone. I have other duplicates from similar situations.
There's just such a clusterf**k when it comes to shared photos, different devices, Google Drive photos... There needs to be a way to tell which source a photo was uploaded from. Once a photo is uploaded and deleted locally, it pretty much becomes lost in the noise of all the other photos. I really wish Photos would at least try to be a little more like a standard file system, where everything is in a folder. It's really difficult to organize my photos from my phone, my iPad and my Chromebook, primarily. I do a lot of phone customization, so wallpapers, and I also edit a lot of stock photos. Then there's my graphic design projects... Maybe I'm not the right use case, but what's the alternative? Multiple flash drives? Only using Google Drive for photos? I feel like I'm stuck with Photos, but it's really starting to frustrate me.

If you deleted an item and want it back, check your trash to see if it’s there.
- On your Android phone or tablet, open the Google Photos app

- At the top left, tap Menu

- Touch and hold the photo or video you want to restore.
- At the bottom, tap Restore. The photo or video will be back:
- In your phone’s gallery app
- In your Google Photos library
- In any albums it was in
If the item is not in your trash, it may be permanently deleted.
Don't see the photo or video?If a deleted photo or video isn't in trash, you can’t restore it. You won't be able to restore a photo if:
- You moved it to trash more than 60 days ago.
- You moved it to trash, then emptied your trash.
- You permanently deleted it from your trash.
- You permanently deleted it from your device’s Gallery app, without backing it up first.
To find and recover photos easily, turn on back up & sync.
You may also try to get professional help, but sorry to say Google cannot do anything about it.

I am seeing an altogether different query for a change!
To permanently delete the photos, please select all at once. Then tap the delete symbol. If the quantum is large, there wouldn't be any intermediate step of storing it in the bin. Then everything will get deleted permanently.
However, the action will be irreversible. You will lose your photos forever.

To rotate a picture, tap to open that & then tap edit option below the pic.
Next tap the option "Crop".
In the crop menu, the middle option rotates the picture in 90 degrees steps. Tap that twice to make the picture upside down.

If everything is correct in the browser, then both of you can reinstall the GPhotos app → uninstall the app, or updates for it → delete the cache / data of all apps → install or update Photos again
