In my case, I uninstalled it, and re-installed it. The second time it worked. FYI I'm also running Google Drive Stream (with my employer's G Suite). At first I thought it might be a problem to use them both. It's working now.

I've found an even fast solution:
- open Activity Monitor,
- Search for Backup and Sync
- click on all the backup and sync icons and click the X icon on the menu bar.
- Click Force Quit when given the option
- Then open it again normally, no need to uninstall and reinstall :)

PROBLEM SOLVED BY GOOGLE TECH SUPPORT
Assuming the program won't launch at all skip step 1.
- Go to the Backup & Sync menu on your computer. Click on the 3 dots. Then, select Quit Backup & Sync.
- Open Finder. From the menu bar, click Go. Towards the bottom of the dropdown list, click Go to Folder.
- A small window will open. Copy and paste this exact text into the window: ~/Library/Application Support/Google
- Click Go
- Delete the Drive folder.
- Empty the Drive folder from the Mac's Trash Bin.
- To reinstall, download Google Drive from tools.google.com/dlpage/drive

If you have removed the results from that specific folder, then that will vanish.
Still, you can recreate a new collection for that specific person through these steps.
Tap to open the photo which contains the specific faces & then slide up or tap the three dots.
If the app had failed to include some faces in that picture, then you will see a prompt "XX faces available to add".

I originally thought that downloading them means you are taking them out of Google Photos forever. But that seems weird and unreasonable, especially if they don't tell us.
My only theory is that I unzipped the download to a folder I have backed-up on Google Drive (NOT my photos folder on Google Drive), which then saw that I deleted the files and deleted them from everywhere on Google.
Seems pretty weird. Actually it seems awful. If I download some of my photos to use them and then delete the files when I'm done, they should still remain on Google Photos forever.
Does anyone know what's happening here? I can't have been the only person this happens to. And it has happened more than once (and I worry about how many times it has happened and I have no idea until months later when I can't find a photo I could swear I had taken).

Sorry to hear Andrew, but what you are telling is completely abnormal.
Downloading does not mean Take-out but copying from the web to your computer and that copy is independant from the web, so it maybe deleted without deleting anything on the web.
That copy is packed in a zip-folder because that is the only format available when downloading more then one file only. And that the zip can be deleted after unpacking into a normal folder also is normal and should not damage anything on the web.
So I only can imagine that you are deleting files that still were synced to the web in some way you did not tell us. Maybe you have Backup & Sync installed and not set to "Don't delete everywhere?

1. I go to an album in the Google Photos web interface, select two photos, and download them to my desktop.
2. The Photos.zip file is on my desktop. I reopen Google Photos and the photos are still in the album.
3. I unzip the Photos.zip file to my desktop and wait until they synchronize. (I have my desktop backed-up through Google Backup and Sync.)
4. I then delete the photos from my desktop and let that propagate with Google Backup and Sync.
5. I go back to the album on Google Photos and those two photos are gone.
We know that Google Photos and Google Drive can be tied together. I do not have that link enabled right now. But Google still seems to delete a photo EVERYWHERE, including Google Photos, even if I just delete the file off my synced desktop because I don't need it right there anymore.

But it seems to me that it's unexpected "functionality" to remove the photo from Google Photos as well. I get it that that is technically "everywhere," in the context of Google Drive and Backup and Sync, it would seem that it is more logical to consider that to mean delete on your computer and the synced folder on Google Drive. That is, if I delete a Word document on my computer, I don't want it cluttering Google Drive anymore.
But if I move a photo off my desktop that I had to download from Google Photos, it should still be available in Google Photos because they are so different contextually. In fact, the dialog that asks if it should delete the file only asks if it should delete it from Google Drive; it doesn't mention Google Photos or really "everywhere.

Put another way, the only way to get your cell phone pictures if you want to edit them in desktop software is to download them. It's not like I'm negotiating a file structure on Google Drive, where it's obvious what it means to delete something in a folder. So if I can't discard or even move my working file without it disappearing forever from Google Photos... well I don't know.
This might be a showstopper for me. I basically backup my whole computer with Backup and Sync, so I don't have a single safe place I can download pictures from Google Photos to edit or use otherwise without losing them forever when I'm done! This seems truly insane the more I think about it.
And it seems unreasonable to have to personally approve all deletions on Google Backup and Sync.
Lastly, to illustrate how crazy this is, if I download a PDF from my root Google Drive folder to a different synced folder, let it sync, and then delete it and approve the deletion, IT STAYS ON GOOGLE DRIVE from the source location! And that's what I would expect because I downloaded it from one place, to a new place and I'm just deleting it from the new place, not the old place.
Oh well. If this is not a bug, it's turning out to be an unacceptable feature. If it's not an engineering bug, it is absolutely a UI/UX bug.

To answer your questions, the particular photos in my test just now were originally taken on my phone.
And the idea of syncing them back to drive is simply that every file from my desktop (and certain other locations on my computer) is synced to Google through Backup and Sync. These just happen to be JPGs that I'm staging on my desktop to use wherever I might need to use them.
I don't have Backup and Sync set to save photos specifically (did not check "Upload newly added photos... to Google Photos"). I prefer to handle most photos like files, and Google Photos is there to store my phone photos and share a handful of photos I upload from time to time. I can say it does sync photos that happen to be in synced folders just fine.

Expert Peter should discern (quite tuff) if your rather abnormal usage still is a good reason to report these unexpected deletions as a design bug.

@Andrew, It sounds like what you are seeing is as expected, syncing photos back up to Google Photos retains a link between them and I would expect the behaviour you see. Unzipping to a monitored folder doesn’t make any sense. What would make more sense would be to download, then delete the GP copy, then add to Backup and Sync, but even that seems counter intuitive. I would download and store them somewhere else, don’t understand why you have to create a destructive loop, Peter

So I can call myself an experienced person.

You should permanently delete the offending picture. That will remove one assignable cause.
Even then, the cover photo will not vanish instantaneously.
I had to wait overnight to see the change, even after deleting the offending picture permanently.

Hello Mobarok,
Head over to https://one.google.com/storage/management and check if the storage is in any of the trash places, or large files in Gmail, Drive & Photos, or just below in Unsupported videos. This should give a clue on where the storage is being used.
Up until the 31st May you can Recover storage at https://photos.google.com/settings to reduce the storage used by Google Photos to zero.
From June 1st new HQ uploads will use storage at a reduced size, HQ upload before June 1st remain free

If you really mean an album at the bottom of the Library-page in the Google Photos app, you simply can open that album and choose Remove album under the 3 dots.
However: that action will not remove the 900 pictures on random dates on the Photos-page. But if you want these pictures removed also (why?), then your original pictures on phone also will get deleted. And that may be unwanted???
Please come back if you mean something different because people often call everything an album.

There is no bulk delete option, unless by closing your account.
But albums etc. take no storage - it only are the items on the Photos-page.
First check one.google.com/storage and if the value at Photos is not zero, go to photos.google.com/settings and select High quality and then agree to get all compressed to zero usage before June 1 (that may take a day). Maybe removing some unsupported video also will help to get zero.
Then your problem is solved and you have time enough to delete one month followed by emptying the trash. Every day one month. You can zoom-in to monthview and then you only need to select the name.
All other methods lead to large problems.
Not clear if you wnat to stop with Google completely.

OneDrive is not for free either, because you are paying via Office-365 (now called Microsoft-365).
But then it makes no sense to go on with Google at original quality just for a bit of sharing perhaps.
So if you switch the backup-setting in the Photos-app to high quality, the filling of your 15 GB will go much slower for fresh uploads after June 1. After opening the bi, please tap the three dots at the top right corner. There you will see the option Empty the bin. Tap on that and then the entire content will get deleted permanently.
However, please note, this action can't be undone.
Further, there can be multiple reasons for the backup not to happen.
# The quantum of photos to be backed is high.
# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
- Data in the background
- Mobile data
- Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.

If your delete action is recent, you will find all the items in the bin. The bin icon becomes visible in the library view. Tap that & recover everything available in the bin.
However, if your delete action has already crossed sixty days, or you have emptied the bin inadvertently, there is no way to recover anything through Google Photos.

If you deleted an item and want it back, check your trash to see if it’s there.
- On your Android phone or tablet, open the Google Photos app

- At the top left, tap Menu

- Touch and hold the photo or video you want to restore.
- At the bottom, tap Restore. The photo or video will be back:
- In your phone’s gallery app
- In your Google Photos library
- In any albums it was in

Don't see the photo or video?If a deleted photo or video isn't in trash, you can’t restore it. You won't be able to restore a photo if:
- You moved it to trash more than 60 days ago.

You can reduce the size of the photo through these two steps through Google Photos app.
- Choose "High-quality" for backing up the photo. That will compress the photo to some extent.
- Crop unwanted portions from the four edges & save. That will give further size reduction
However, if you want to reduce the size further, then you will have to use the "Snap seed" app to do so & export the picture as a JPEG file with less number of pixels.

Unfortunately the option is not available for newer EU and UK accounts following changes related to GDPR
On some older accounts or accounts used in other parts of the world the option is available.
I raised an escalation with the Google Photos team about this and if you subscribe to https://support.google.com/photos/thread/95332607 I will post any updates there.
