I have been trying for months to use Backup and Sync to do what the the Old Google Photos used to do…

I have been trying for months to use Backup and Sync to do what the the Old Google Photos used to do, backup my photos and videos in "High Quality" not Original. I am using Back and Sync on a Mac running the latest MacOS. I am not syncing my Google Drive to the Mac at all (set to "Don't sync to this computer"). I have it set to "Backing up photos and videos" not all files. Photos and video upload size is set to "High Quality" not Original. The "Recover Storage" option is not appearing in the Setting page. The files are a mixture of jpeg's and RAW files from camera models that Goole claims to support.

Despite all this, Backup and Sync regularly stops and says my Google Drive is full. When I got to the Google Drive web page and check Storage, sure enough there will be a bunch of Photo files counting against my Drive quota.

I have disconnected and reconnected my Google account. I have uninstalled and reinstalled backup and sync.

Any help with this would be greatly appreciated.

Thanks for the pointer. I believe that I already had everything set up this way. I did not have any Google Photos folder in my Computers folder. For that matter, I have Google Drive Sync turned off completely.

PS: like any gallery, Google Photos shows the pictures you have shooted yourself in the first place. But between bees & flowers, you may want you hide your own naked body and then you can hide them by archiving. But independant of that tric, your phone & computer should be private always. Even for family-members and especially for children who will ruïne everything.

There is only a way to see an accurate count by using Gmail on an Android if only one account is being used on the device. It assumes Backup & sync is activated and up to date.
  1. Go to Gmail
  2. Compose
  3. tap the paperclip-> Attach file
  4. Browse files in Photos and the photos count gives an accurate number.
    • Archived items are excluded
There is no other method, if you have any thoughts about this please reach out to Google using the feedback option--> Leave Feedback (click here to see full article) 
 
We are advised that this feedback goes directly to the Google Photos team and is used in management reports to drive the roadmap for new or modified features. Unfortunately it is a one way process,

There is no method available to computer only users apart from using Google Takeout as per below.
 
Go to Google Dashboard and expand the Photos tab then left click on the 3 dots and select Download data. If you wait a minute until 'All photos albums included' pops up then click on it and deselect all.
See screenshots online.
Then scroll down and select all the year albums Photos from 2020 etc, or any Albums you have created
 
You will now get a single copy of each photo, one json file per photo, and one filename-edited.jpg for each edited photo.
 
Unfortunately there is no easy way to use the json files without specialist software so they can be safely deleted

But apart from curiosity, why do you want to know ???
Because even if you would know the right number and it was 100 less then counted on your computer, then it would be a hopeless task to find which 100 are missing and for what reason(s)?

PS: my whole collection is assigned to albums and these gave the exact count of their content. Almost 46K now.

If you have convinced yourself that these video's correctly are copied to photos.google.com and your setting at photos.google.com/settings has been at High quality, you can delete these videos from Drive and also empty the trash on Drive thereafter. 
Check at one.google.com/storage thereafter also. If your usage at Photos still is consirable (not zero), you can press the Recover storage button at http://photos.google.com/settings after checking if you have no unsupported videos hanging around - because these also can use storage.

That creates a misconception everything is backed up.
However, you should always tap your profile icon & see the notification on the backup setting.

If the pictures from your old lost device were never uploaded to Google Photos, there's nothing that Google or any of the volunteers in this forum can do to help you get them back. 
 
Files that were never uploaded to the cloud existed only on that phone, so they cannot be recovered or restored by a cloud storage service. Simply put, Google can't help you recover files it never had in the first place.

  • When you open a photo (to see it big) you can either tap the 3-dots or swipe upwards to see options (Add to album - Archive - Download etc). The download option is missing when the photo is already on the device. 
  • The "Share" icon does appear after you selected one or more photos. But in an album you can also tap the 3-dots > Share.  
The article I referred to shows more options, like directly sharing with "File manager +". No additional steps (apart from installing the app) and no ZIP file.

However, regretfully, your query is not related to some feature in the Google Photos app.

In the general Whatsapp-page you should go to Settings under the 3 dots right-up. And then to Storage and data and check if automatic downloading all media when having wifi is allowed. 
When you seldom have wifi, you should allow this for all media via your mobile network.

The face recognition feature is still evolving & is likely to err particularly when faces are either near about or blurry.
 
Nevertheless, you can correct that manually through the following steps.
  • Tap to open the photo which contains incorrectly identified faces & then slide up or tap the three dots.
  • Tap the edit icon at the extreme right edge. (An icon of a pencil circled in the screenshot above). That will show identified faces in square boxes & their thumbnails at the bottom. 
  • The ones with a - sign are the identified faces. Tap on that & the face will get transferred to the collection of thumbnails with + sign.
  • Now tap the + sign. Then the app will show you all the identified faces till that time. You can select the right one. Then the photo will get transferred to the right collection.
PS. The edit feature may not be available in some regions. If you happen to be from that, then regretfully nothing can be done.

i started backing up my photos today , 30th May , it's not even 1st June , but uploads are costing my free 15 gb storage quota , who is answerable for this ? Google imposes several other hidden limits as i am an avid colab user , transactions of around 150gb or so per Day exceeds my daily limits , who is accountable for all these ? any leads anyone ? Whom should i complain these to ?

If your backup setting is on high quality, the counter would stay at zero assuming compatible filetypes until tomorrow. So I am in doubt about your quality setting.
But apart from that, there always is a restriction to 15 GB per day at max.

Original size uploads count against the 15GB allowance, and always have.
 
Free unlimited applies to High Quality uploads until June 2021 for everyone.
 
Storage can be reduced to 0bytes anytime up to 31st May by going to Settings - Google Photos - Tap here
and using the Recover storage option.
 
Photos uploaded in High Quality after June 1st count against the free 15GB allowance at reduced MB

here are some of the possible reasons why you are seeing photos you may not recognize:
  • Your Google account shares storage with other products such as Blogger, Google Drive, Google+ or Hangouts. It is possible that you uploaded images to one of the other Google products which is now being displayed in Google Photos.
  • You accepted someone’s invite to share their photo library.
  • You uploaded someone’s files to your Google Drive storage.
  • You left your account signed in on another device.
  • You sold a device without resetting it to factory defaults.
  • You received the images via a messaging application such as Hangouts, WhatsApp, etc.
  • You configured the Google Backup & Sync software on a computer to upload the photos from a system folder such as the cache of a web browser.
  • You set up a third party service (e.g. IFTTT) to automatically upload photos to your account.
  • You have in your mobile device’s microSD slot a card you aren’t aware of or don’t remember inserting.
You should first review your account security, check for any unknown devices, and change your Google password, possibly enabling 2-step verification. If you've looked into these explanations and still aren't sure why you're seeing these photos, please let us know.

If you deleted an item and want it back, check your trash to see if it’s there.
  1. On your Android phone or tablet, open the Google Photos app .
  2. At the top left, tap Menu   Trash .
  3. Touch and hold the photo or video you want to restore.
  4. At the bottom, tap Restore. The photo or video will be back:
    • In your phone’s gallery app
    • In your Google Photos library
    • In any albums it was in
If the item is not in your trash, it may be permanently deleted.
Don't see the photo or video?
If a deleted photo or video isn't in trash, you can’t restore it. You won't be able to restore a photo if:
  • You moved it to trash more than 60 days ago.
  • You moved it to trash, then emptied your trash.
  • You permanently deleted it from your trash.
  • You permanently deleted it from your device’s Gallery app, without backing it up first.
To find and recover photos easily, turn on back up & sync.
 
You may also try to get professional help, but sorry to say Google cannot do anything about it.
 
Tip: You can try using some data recovery apps from the play store. it might work.
