Tap to open the video
Tap once again to make the controls visible
Tap the edit symbol
Adjust the sliders to remove frames from leading and trailing ends. See the screenshot below. You can slide the preview bar in the middle to verify whether the selected content is the desired one.

Are you not finding the deleted video there?

If so, did you delete the video through Google Photos? or using some Gallery app on your phone?
If you have deleted through Google Photos, then you may still find those in the bin.

You only can leave-out videos when you are dependant on mobile-data merely.

But as seen as you have good and stable wifi the videos will get uploaded unless they were removed from the camerafolder before.

See Settings under your profile and then select Backup.

You may ask Google via the feedback option to be able to leave-out videos anyhow - that is not an uncommon feature request. The OneDrive-app has that option, because Microsoft has more brains :-)

If you deleted an item and want it back, check your trash to see if it’s there.

On your Android phone or tablet, open the Google Photos app .
And check the Trash .

If the item is not in your trash, it may be permanently deleted and cannot be recovered.

You may also try to get professional help, but sorry to say Google cannot do anything about it.

But that may take a day if videos are included.

Also check there on Unsupported video which should be deleted.

Tomorrow you can go with uploading at high qualty - but then your GB's are counted for about 1/3

PS: part of your usage may come from Drive + Gmail - that is not compressed- see one.google.com/storage

Seems like issue with App configurations. Try any one of the following,

Try Force Stop to the "Google Photos" app: Settings > Apps > Google Photos > Force Stop
Try Clear Data to the "Google Photos" app: Settings > Apps > Google Photos > Storage > Clear Data (This will clear cache as well)
Try Clear Data to "Google Play Services": Settings > Apps > Google Play Services > Storage > Clear Data.

Note: Clear data would just reset the app configurations and would not delete any of the photos/videos available.

Here's how to free up space on your Android device:

4. You'll see how much space will be freed up. To delete all the items from your phone, tap Free up.

It sounds like you are using the Google Maps app? If so, that will show you publicly uploaded photos of given places. To see your photos, open the Google Photos app, then tap Search and, under Places tap on "Your map"

Now, when you browse to places on the map in the top half of the screen, you will see your photos taken in that place in the bottom half.

Free unlimited applies to High Quality uploads until June 2021 for everyone, no need to pay.

Storage can be reduced to 0bytes anytime up to 31st May by going to Settings - Google Photos - Tap here

and using the Recover storage option.

Photos uploaded in High Quality after June 1st count against the free 15GB allowance at reduced MB
