First try the Library to make sure that Backup is selected for the WhatsApp folder.
 
If that looks OK perhaps this is an issue with WhatsApp media settings?
  1. Open WhatsApp.

  3. Tap on Storage and data
  4. Check media auto-download options
If that doesn't work you could try their support.
  1. Go back to Settings
  2. Tap on Help.

The only change on June 1st that HQ uploads will use storage at a reduced size.

Google Photos is designed to sync across devices, so if you delete online it deletes also from the phone. 
 
You can turn off backup and sync on the phone. Changes made online won't affect the phone. Likewise, changes on the phone won't be recognized online. And if backup and sync is ever turned back on, the changes will the update.
 
You could choose to use Google Photos without an account. Go to Photos> profile icon> select the v drop down icon by account name and select the option to use without an account.
 
In either case above you will need to manually backup your images to avoid loss of important images in case of accidental deleting or loss of phone.
 
Either way, edits, deletions, etc. don't sync, so it could possibly cause more problems in the long run than you're trying to solve.

The photos do not show anything upfront to reveal whether that's backed up or not. Nevertheless, when we tap to open a photo & then slide that up, the appearance of the menu option "Delete from device" confirms that the picture is backed up.
In addition to that, the following due diligence will ensure everything from your phone is backed up.
  • Go to the library view & tap view all on the "Photos on device" tab. There, no folder should have a cloud symbol with a slash on that. If you find so, please tap the folder & switch on backup & sync.
  • Check the status of Backup & sync in settings. That should say "Backup complete".
Additionally, some social media apps tend to hide the download folders from visibility through Google Photos. Nevertheless, you can manage that through the settings in the respective social media app.
 
Once you ensure everything as above, that ensures the entire photos & videos content on your phone is backed up.

Ever since the July 25 update (2019), I have been experiencing Google Photos automatically deleting photos WITHOUT backing anything up. The folders where I moved the photos into before they were deleted remain in my device folders, however all the pictures I had downloaded are deleted without my knowledge and nothing is backed up. This has occurred three times!! These specific downloaded photos are pictures I do NOT set up to automatically back up into my cloud, I just want them to be in my device until I delete them. I don't understand why photos keep disappearing, they don't end up in my trash, they do not end up anywhere else in my device, and because the folders where the pictures were in are saved (for instance, multiple pictures of "food" will have disappeared from the "Food" folder, but I can still find the folder in my device), it has led me to believe that this is Google Photos doing :/

I don't want to have to back up "useless" photos into my cloud that I'm going to delete later. It's too tedious and I would much rather prefer the pictures stay in my device until I delete them, before Google Photos does.

I don't see any reason that Google should remove pictures, unless they were backupped and you apply the Free-up space option in the app. 

Some automatic cleaner perhaps running every week and set for removing unused pictures ????

The automatic cleaner sounds compelling because I do have a cleaner app, but it is not scheduled to do any cleaning and I have not touched any of its settings since this automatic deleting has began. However I did update Google Photos :/

I'll have to keep take some pictures to keep in the camera folder to see if they'll be deleted too. I do not apply the free up space option, and it should not run unprompted anyway, especially with pictures that are not already backed up.

My Avast Cleaner also tries to delete valuable pictures if not actively opened for some time - so I really have to uncheck these normal files - else they would get cleaned away also. 

You can initiate a fresh start of the app by signing-out under its 3 small lines. Then close the app and restart the phone. And when having good wifi for at least an hour, start the Google Photos app and then sign-in again and let it quietly rebuild its contents.

I'll try doing that.  It's so disheartening to wake up to see specific images just suddenly gone from their folders, it's happened thrice since I made this ask for help :/

It turns out the camera pictures are safe along with a few other randomly downloaded images, but everything I keep repeatedly downloading back into my phone because they were initially deleted... gets deleted. Even if I don't download from the same source (I've resorted to uploading the targeted pictures onto my Google Drive and just downloading them every time this happens, but I've also attempted scouring the internet and redownloading them from their sources to see if Drive was somehow a trigger, it doesn't seem to be). This is tiring.

I'll sign out, restart, and see. I'll even try troubleshooting more with my cleaner app (SD Maid) but I can't see it being the problem if I've made no changes to how it's worked ever since this has occurred. I'm starting to wonder if this could be some sh*tty trojan I'm so out of options.

Be sure that this completely abnormal behavior which can't have anything to do with the Google Photos app - unless that also has become viral. 
Also a phone needs a wellknown free antivirus app like from AVG or Avast. 

PS: normally there is no reason to do anything on Google Drive and the original auto-add function is broken by Google recently. If you are on modern Windows, I would install the OneDrive-app next to Google-app for syncing new camera-pictures straight towards the filemanager of your computer and from there they can get moved into your own picture folders for avoiding additional payments to Microsoft above 5 GB.

I agree that the video, animation (and also collage) makers in the web version of Google Photos are very basic and only useful in a few cases: you can be lucky. But in the Google Photos app on mobile devices at least the movie maker is rather good Not perfect, but after getting familiar with it it's easy to use. 
You can select some photos or videos, tap + and select Movie. It selects parts of existing movies but you can overrule that and make your own selection in the order you want. Adding music is also straightforward.

and using the Recover storage option.
 
Photos uploaded in High Quality after June 1st count against the free 15GB allowance at reduced MB 
 
Review backup settings on Mobile
  1. Open Google Photos .
  2. At the top right, tap your account profile photo or initial  Photos settings .

I’m sorry, it’s not possible to recover photos permanently deleted from the Google Photos Trash. However, you may install to your Android device a deleted photo recovery app https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps and run a scan for anything to recover.
 
In addition I recommend that you contact the Google Drive support team to see if any deleted files may be recovered. Just open the Google Drive https://support.google.com/drive/?hl=en&authuser=0#topic=14940&contact=1 contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.

I understand that it is inconvenient in your case, but it is logical that you are not allowed to edit other people's photos. But there is a work-around:
  1. Save the photos to your account
  2. Delete your husband's photos from the album
  3. Add the saved copies to the album. You can now edit the photos.
Another (more convenient) option would be that you and your husband add your photos directly to the same (for example your) account. That's the solution I use with my wife's photos.
