I tried dragging a photo into a new position in my album, but instead of staying in that position the photo instead jumps to a different location altogether. This is quite annoying as I want my photos ordered in a certain manner in my album. Not only does this make it difficult to find the photo again to reposition it, it also shuffles most of the photos previous to its new position, ruining the order I once had in the album. The strange thing is that this issue is most prominent on my mobile device which makes repositiong my album even worse since I have to scroll through mutiple photos before reaching the one I want repositioned.

However, users can choose only from the following three options to reposition the pics in an album.
  • Oldest first
  • Newest first
  • Recently added.
There is no option to drag & rearrange.

Apart from the 3 options signaled by सीके _ you can indeed go to "Edit album", select one or more items, and drag them around. I almost never use that method because of the issue you mention: it's not stable, especially not when you add photos later. 
As an alternative you can edit the date/time of some photos and then sort by date/time. That will not change the date/time in the photo, only in Google's database. That's the method I currently use most.

Nevertheless, the feature is obscure.
On desktop, a prompt appears at the bottom "Select photos & drag to reorder" when I select the edit option.
However, I do not see any such prompt on the Android app & find only cross marks to remove the pics from the album.

But, now I have noted, the photos help does mention that.

Probably not related at all: out of sync changes can be deletions or edits done on another device when this device was not on or standby. 
Your 45K can take a week to upload if a lot of videos are included and Google limits to about 15 GB per day. 
If that amount took 45 GB, it may be compressed to about 15 GB - so better to start paying now.

UGH! 🤦🏻 Well now I know what I'm doing with all my free time.... ⏳

It seems to me like this should be a feature that syncs with my account and can be reinstated. Or, they should have a warning label that "This erases all name labels and data and cannot be undone. Do you want to continue?".

But the funny thing is... My pets labels came back.... So something was there.

The data is all there and I've fine tuned a lot of the results so.... Google has that info. Especially since I've linked most of the name labels with their Google contact info too.

If you have created albums in Google Photos (the lowest items on the Library-page - not straight under Picture on device) and you have deleted on the Photos-page, your albums are ruïned  because albums just contain references to the Photos-page - there are the real files. 
And then you also have deleted your originals on phone - so hopefully they still are in the trash on the Library-page. Then you need to select a group and hit restore - if you are lucky, your albums will come back then also. But if you have emptied that trash, it is hopeless. 
First ask here before doing, because Google Photos is much too complex for normal human beings.

The camera folder is included in the backup by default.
when you try to deselect the camera folder, the program asks you to switch off the backup and sync completely.
 
Regrettably, there is no straightforward way to stop backing up the camera folder.
Notwithstanding, at present, you can achieve that only through these roundabout steps.
  • Keep the backup & sync off.
  • The moment you capture something, move that to folders of your choice first using some file explorer app or Google Photos itself.
  • Once you accumulate sizable content, switch on backup & sync & include only those folders which you want to sync.
  • Once the app says "Backup complete" switch off the backup & sync once again.
Nevertheless, you can suggest that feature through the help & feedback route.
Once a sufficient number of users request the same feature, that may become available later on.

You are making your life very uncomfortable, but I would suggest not to switch backup on and off continuously, but just to leave it off. 
Just open the folder you have moved a few new pictures on the Library-page and then select these new pictures and hit the + to add them to an album (the first time you need to make a new album which you can give the same name as your folder). 
Then these pictures automatically will get backupped into the main photostream, but you also have webalbums which don't get lost when your phone falls in the Niagara :-)
And these albums can be viewed on other devices in the browser via photos.google.com or even shared or Chromecasted to your large screen TV-set.
 
PS: such webalbums take no additional space in your account.

I do think that some absurd security software in your browser or on your computer is blocking zips. 
Try to do the same in the inprivate or incognito window of your browser - if it goes well then, you have added some blocker-extension to your browser.

Could you please confirm what exactly are you referring to when you say backup photo? Are you trying to backup your photos from your device to Google Photos?

Greeting's Emma... I already had tried your solutions and it didn't help. At 1 Terabyte I get overage charges from Xfinity. Yes, I did reset my router/modem... This was from my photo's on my iMac.  My WiFi connection was robust and still providing me service. The problem is Google photos was out of control, sucking up my bandwidth at such an exorbitant rate and taking such a large volume of my allotted data. When I turned it off, Everything went back to normal?  It's a wild dog gobbling up everything on my HD that it can see, but I don't need it to do that within a single week or even in a month. How do I slow it down? 
I need it not to eat up all my data and run me out of bandwidth. If I could put a limit on it... let's say 300 gig a, month I would eventually get the job done and still be able to use my internet for other things.

I would recommend you to visit a professional locally who would be able to recover your deleted data from the phone storage.
 
You may even try some apps from the play Store which might help.

Could you please confirm if you're trying to restore some photos? If yes, please check if the photos are present in the Trash of Google Photos? If yes, please restore them through the below steps:
  • On your Android phone or tablet, open the Google Photos app .
  • At the top left, tap Menu.
  • Click on Trash.
  • Touch and hold the photo or video you want to recover.
  • At the bottom, tap Restore. The photo or video will be back:
    • In your phone.

But if you've already deleted the photos from the Trash from your Google Photos, there is no other way to restorethem.

I have an unknown photo that was loaded into my google photos. My concerns is that it is a pornographic photo that I have never seen and I have a young daughter the used to have her phone linked to my google photos so I'm worried. Is there a way to find out the data behind the photo? What phone it was uploaded into the account by? It says it's a screenshot, if that's the case is it possible to determine what website the screenshot was taken on?
